About this file
This Sources Sought Questionnaire is for the Launch Operations Support Contract (LOSC), seeking market research information from potential contractors for maintenance, repair, and modernization services for aging facilities and infrastructure-related support equipment. The contract covers comprehensive facility systems maintenance including HVAC, plumbing, electrical, fire protection, pressure vessel, crane/hoist, and elevator certification, as well as a corrosion control program. Contractors must demonstrate capability to provide operations support for launches, including running generators at critical range sites and completing time-sensitive repairs during launch countdowns.
The government plans to use a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to comply with Financial Improvement and Audit Readiness (FIAR) policy. Potential contractors are asked to provide detailed information about their business size (under NAICS code 561210), prior experience with similar services, financial management methods, work order management capabilities (specifically IBM TRIRIGA compatibility), and experience with IDIQ contract execution. The questionnaire seeks insights into contractors' ability to manage complex facility support programs, including cost accounting, maintenance reliability, and potential subcontractor arrangements.
