About this file

This file is a Questions and Answers (Q&A) document for a Request for Information (RFI) related to an infrared hybrid blue/red light solicitation (FA461026Q0024) issued by the Department of the Air Force Space Command. The government seeks commercial-off-the-shelf wearable personal safety lights for law enforcement use, with key specifications including 360-degree omnidirectional visibility, visibility up to 5 miles, 20 color and brightness setting combinations, waterproof/dustproof/shockproof construction, magnetic and screw mounting options with tether, and rechargeable battery with fast charging capability.

The Q&A clarifies several procurement details: the infrared LED hybrid feature is not a required specification; vendors may supply either the white or infrared LED version as long as the device meets law enforcement safety light requirements; the government is procuring 500 units of the red/blue elite series; device tethers may be included at no charge; and the NAICS code assigned to this procurement will not be reconsidered. Regarding logistics, shipping requirements depend on the vendor's delivery method, with lift gates not anticipated for 500 units; however, appointments are required for non-UPS/standard deliveries, and buyers must have valid California identification and base sponsorship. All questions were required to be submitted no later than May 12, 2026 at 10:00 a.m. PST.

RFI Q and As

1. The solicitation calls for the "Hybrid" Elite version, which includes a single infrared LED on top of the device instead of the white LED found on standard Elite Devices. But that is the only place it is mentioned. Is the IR feature a required spec or characteristic?

-It seems we can go with either series as long as it is for Law enforcement safety lights that offers 20 varieties of lighting and brightness settings. I do not see much of a difference between the two options.

2. For shipping purposes, does the following apply?

Liftgate needed Inside delivery Appointment needed Special instructions -Shipping depends on how vendor ships product. We are only getting 500 of these, so I do not see a need for a lift gate but I could be wrong on that one. An appointment is needed if it is not coming via UPS or standard delivery. I am not sure what Inside Delivery means. Special instructions would be: they need base access of a valid California ID to be sponsored on base. Will provide a POC for delivery if there are any concerns.

3. Elite-White/Red-IR or Elite-Red/Blue-IR?

-We are looking for red/blue elite series for Law Enforcement.

4. Can we include the additional device tether at no charge with the device?

-Yes to the tether.

5. Will there be an exception or reconsideration of the NAICS code?

-No. There has been no compelling evidence that causes us to reconsider the NAICS code we have assigned to the product.
