About this file
This is a Questions and Answers document clarifying requirements for a commercial-off-the-shelf wearable personal safety light solicitation (FA461026Q0024) issued by the Department of the Air Force Space Command. The government seeks 500 units of an infrared hybrid blue/red light device for law enforcement applications.
Key clarifications from the Q&A include: the infrared feature is not a mandatory specification, and vendors may supply either the standard or hybrid Elite version as long as the device is designed for law enforcement safety and offers 20 varieties of lighting and brightness settings; the government has specified a requirement for the red/blue Elite series specifically for law enforcement use; shipping does not require a liftgate for the 500-unit quantity, though an appointment is necessary for non-standard delivery methods (excluding UPS); base access requiring valid California ID sponsorship will be coordinated through a designated point of contact; and vendors may include an additional device tether at no additional charge. All questions must be submitted no later than May 12, 2026 at 10:00 AM Pacific Standard Time.

RFI Q and As
1. The solicitation calls for the "Hybrid" Elite version, which includes a single infrared LED on top of the device instead of the white LED found on standard Elite Devices. But that is the only place it is mentioned. Is the IR feature a required spec or characteristic?
-It seems we can go with either series as long as it is for Law enforcement safety lights that offers 20 varieties of lighting and brightness settings. I do not see much of a difference between the two options.
2. For shipping purposes, does the following apply?
Liftgate needed Inside delivery Appointment needed Special instructions -Shipping depends on how vendor ships product. We are only getting 500 of these, so I do not see a need for a lift gate but I could be wrong on that one. An appointment is needed if it is not coming via UPS or standard delivery. I am not sure what Inside Delivery means. Special instructions would be: they need base access of a valid California ID to be sponsored on base. Will provide a POC for delivery if there are any concerns.
3. Elite-White/Red-IR or Elite-Red/Blue-IR?
-We are looking for red/blue elite series for Law Enforcement.
4. Can we include the additional device tether at no charge with the device?
-Yes to the tether.
