QUESTIONS AND ANSWERS
Solicitation FA461026Q0003 - Security Escorts at B10577
SECTION 1: VEHICLE AND TRANSPORTATION REQUIREMENTS
Question 1.1: Will a vehicle be required to escort the IT contractors?
Answer 1.1: No. The escorts would be responsible for obtaining their own transportation to the work site, but they would not be responsible for transporting any other personnel.
SECTION 2: CONTRACT HISTORY AND INCUMBENCY
Question 2.1: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide the award number or information if the customer bought similar services in the past?
Answer 2.1:
This is not a recompete, and there is no incumbent for this requirement.
SECTION 3: SOLICITATION AMENDMENTS
Question 3.1: My question is in regard to recent amendments to the documentation for this procurement. Will the government provide an official Amendment form for offerors to sign, confirming their acknowledgement? Page 3 of the Combined Synopsis/Solicitation mentions Solicitation Amendments as being a basis for rejection if incomplete.
Answer 3.1:
The Government will not provide an official amendment form. The Government asks all offerors to provide acknowledgement of any solicitation amendments (numbers and dates) in their quotation. Solicitation amendments will be identified on the solicitation notice on SAM.gov and in the combined synopsis/solicitation document.
Acknowledgement of solicitation amendments may be accomplished on the cover page of the offeror’s quote, or in another section of the vendor’s quote where it may be readily identified by the Government.
SECTION 4: LABOR HOURS AND PRICING
Question 4.1: I would like to know if the 4,400 estimated hours for this project will be calculated for one escort or the total number of work hours per escort even if two escorts are needed at a time?
Answer 4.1: The 4,400 hours represents the total estimated labor hours for all escort services required for this project. When two escorts are working simultaneously, each escort's hours count toward this total. Offerors should quote their unit price per escort hour.
The Government estimates that 4,400 total escort labor hours will be required for this renovation project. The Government estimates that ~94% of the working hours on underlying renovation will require two (2) escort personnel. A breakout of the estimated workload for this effort may be found on page eight (8) of the Performance Work Statement.
Question 4.2: I noticed in Performance Work Statement section "1.7.7 Contractor Personnel" that the Contractor shall provide a Project Manager who will be available during normal business hours. However, the requested number of hours to be quoted does not include any estimated hours for the Project Manager. Are offerors allowed to add a line item to address Project Manager work hours, or is it assumed that the Project Manager work hours will not be quoted for this effort?
Answer 4.2: It is assumed that project-manager/administrative work hours will not be separately quoted for this effort. Administrative/overhead costs should be accounted for in the quoted hourly rate. Paragraph 1.7.7. of the PWS has been amended.
SECTION 5: SECURITY CLEARANCE REQUIREMENTS
Question 5.1: The escorts must be TS/SCI cleared, correct?
Answer 5.1: Yes, the escort contractor shall be TS/SCI cleared.
