FAR 52.212-2 Addendum, Evaluation – Commercial Products and Commercial Services
1 BASIS FOR CONTRACT AWARD: This requirement will be awarded to the responsible Offeror whose quote conforming to the solicitation is determined to be the Best Value to the Government based on quotes meeting price & technical acceptability. This acquisition is being conducted in accordance with FAR Part 13 Simplified Acquisition Procedures. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, technical requirements, in addition to those identified as evaluation factors or sub-factors. The Offeror accedes to the terms and conditions of the model contract and all such offers shall be treated equally except for their prices, and technical evaluation. The Government retains the right to review any past performance information at its disposal (Sam.gov, CPARS, etc.) Negative Past Performance information identified by the Government could result in an offeror being ineligible for consideration for contract award. The following documents will be evaluated for completeness and compliance with the requirements of the
RFQ.
Please refer to the instructions in 52.212-1 Addendum. Incomplete items may be a basis for rejection:
1. Part I, Price
(a) Is the model contract completed and is the quote signed by an official authorized to bind the company?
(b) Completed Section B, Price Schedule, model contract. Is the price schedule accurately and completely filled in by the offeror? (Unit Price and Extended amount for each CLIN)

2 PRICE EVALUATION. Price quotes will be ranked from lowest to highest Total Evaluated Price (TEP). An offeror's TEP will be determined by totaling the amount for all CLINS. The Offeror is responsible for ensuring that the Offerors cover page contains the total quote amount. (Note: To prevent rounding discrepancies, please ensure unit prices used for calculation are limited to two (2) decimals places and do not round the extended amount to the nearest dollar). It is the responsibility of each contractor to verify their calculations.
Interchanges. Offerors are cautioned to submit sufficient information and in the format specified in 52.212-1 Addendum. Offeror's may be asked to clarify certain aspects of their quote. The Government intends to award a contract without interchanges with respective offerors. The Government, however, reserves the right to conduct interchanges with one, none or all offerors if deemed in its best interest.
3 TECHNICAL ACCEPTABILITY. The lowest price responsive offer shall be evaluated for technical acceptability. To be determined technically acceptable, offerors must have an active facility clearance and have the capability to provide security escorts in accordance with the Performance Work Statement.
Offeror shall provide evidence that they are capable of providing at least two (2) TS/SCI cleared escorts available to begin performance on 12 January 2026, and meet the requirements of the model contract and performance work statement. Offeror will provide the following information for the identified escort(s):
full legal name, phone number and email address. Offers that do not include information for at least 2 escorts that can start on 12 January 2026, will not be eligible for award.
If the lowest price offer is found technically acceptable, review of offerors shall halt and pending a determination of Price Fair and Reasonable, award shall be made. However, the Government retains the right to review additional offers to assist with the determination of Price Fair and Reasonable. If the lowest price offer is not found technically acceptable, review of offers shall continue until an offer is found technically acceptable.
4 CONTRACT AWARD. The Government intends to award, without discussions, to the responsible offeror whose quote, responsive to this solicitation, represents the Best Value to the Government. The Government, however, reserves the right to conduct interchanges with one, some or none of the offers if deemed in its best interest. Offerors are cautioned to submit sufficient information and in the format specified in 52.212-1 Addendum. Offerors may be asked to clarify certain aspects of their quote.
Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revision.
5. CONTRACTOR RESPONSIBILITY. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9.
Failure to provide the requested information may result in a determination of non-responsibility, and the offeror would then be ineligible for award. In addition, the Government reserves the right to utilize additional information from Government systems and sources (i.e. Sam.Gov, CPARS) when making a determination of Contractor Responsibility.
