About this file
This is a Government Question and Answer (Q&A) Response document addressing nine clarifying questions submitted by offerors regarding the SLD 30/SC SONET to DWDM Migration Part 2B contract opportunity for Vandenberg Space Force Base.
Key clarifications provided by the Government include: (1) the expectation to migrate 500 circuits within the ten-month period of performance, with causes for any shortfall to be jointly discussed and decided between Contractor and Government; (2) confirmation that project management structure is a Contractor decision, though the on-site Contractor Project Manager must be capable of answering questions and making timely decisions; (3) clarification that the 10-month period of performance includes Integrated Master Schedule (IMS) development activities, with draft IMS due by Day 90 and final IMS by Day 105; (4) confirmation that the intended Period of Performance for pricing and evaluation is 10 months as stated in the Performance Work Statement, not the 15 months previously referenced in some documents; (5) confirmation that Amendment 4 revisions to Factor I (Technical Approach) evaluation criteria introduce no new technical requirements, though a sentence regarding certification documentation was removed; and (6) clarification that an authorized offeror signature is not required to complete the quote submission. The Government also confirmed it does not presently intend to extend the solicitation deadline despite the proximity of Q&A responses to the quotation submission date.

1. Circuit Quantity Expectation Amendment 4 references migration of up to 500 circuits within the ten-month period of performance and also states that it is expected that 500 circuits can be migrated. Can you clarify whether 500 circuits is intended as a fixed performance requirement, or as a maximum quantity subject to approved schedules, FRAMELIGHT constraints, and user coordination?
a. The expectation is that 500 circuits will be migrated. If the draft and final IMS reflect less than 500, the causes will be discussed, options evaluated and the appropriate approach will be Contractor/Government jointly decided.
2. Project and Program Management Line Item The pricing worksheet includes a line item for “Project and Program Management” separate from the requirement to provide one on-site Contractor Project Manager (CPM). Can you confirm whether the Government expects all project management functions to be fully captured within the on-site CPM role, or whether a separate program management line item remains appropriate?
a. If the Contractor intends to manage the entire effort with the on-site CPM, that is a Contractor decision. The on-site CPM is expected to be able to answer questions and make/communicate decisions in a timely manner.
3. Period of Performance and IMS Timing Amendment 4 establishes a ten-month period of performance, and also specifies delivery of a draft Integrated Master Schedule (IMS) by Day 90 and a final IMS by Day 105. Can you clarify whether the ten-month period of performance includes the IMS development and approval period (i.e., the first 105 days), or whether the IMS development activities occur prior to the start of the ten-month execution period?
a. The 10 month PoP is intended to include development of draft and final schedules.
4. Period of Performance Clarification: Amendment 4 revises PWS Paragraph 3.1; however, the solicitation continues to reflect differing periods of performance. Specifically, the PWS identifies a ten (10) month on-site support period, while the combined synopsis and pricing structure reference a fifteen (15) month timeframe. Can the Government please confirm the intended Period of Performance for pricing and evaluation purposes?
a. The intended Period of Performance for pricing and evaluation purposes is 10 months, and is reflected in the PWS, combined synopsis solicitation, and pricing sheet.
5. Pricing Assumption Alignment: In the absence of clarification resolving the ten (10) month versus fifteen (15) month period of performance discrepancy, Offerors have based pricing on the ten (10) month requirement stated in the PWS. Does the Government intend for pricing to be evaluated based on the ten (10) month Period of Performance defined in the PWS?
a. See answer to question 4
6. PWS Paragraph 3.1 Scope: Amendment 4 identifies revisions to PWS Paragraph 3.1. Can the Government confirm whether these revisions modify staffing expectations, circuit migration quantities, or on-site labor assumptions previously described in the PWS?
a. See answers to questions 1 and 2
b. For related staffing expectations, see PWS section 3.1 and 3.2
7. Evaluation Criteria Impact (Factor I): Amendment 4 indicates revisions to the Factor I (Technical Approach) evaluation criteria in the Combined Synopsis/Solicitation. Upon review, no new technical scope appears to be introduced. Can the Government confirm whether the revised Factor I language introduces any new technical requirements beyond those already defined in the PWS?
a. Revised Factor I language introduces NO new technical requirements. However, the following sentence was removed from Factor 1 (Technical Approach):
1. “The Technical Approach shall contain certificates or other documentation to confirm the offeror’s capability to provide qualified and certified personnel to meet the requirements of the PWS.”
8. Provisions and Clauses Attachment: Please confirm whether an authorized Offeror signature is required, or if submission without signature is acceptable for compliance.
a. An authorized offeror signature is not required to complete the quote.
9. Question & Answer Timing: Please confirm whether the Government anticipates issuing responses to submitted questions prior to the quotation due date. Additionally, if responses are provided close to the submission deadline, will the Government consider extending the due date to allow Offerors sufficient time to review responses and submit compliant quotations?
a. The Government does not presently intend to extend the solicitation deadline.
