About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA461025Q0030, a Ciena DWDM Maintenance contract for the 30th Space Communications Squadron at Vandenberg Space Force Base. The solicitation seeks one year of Ciena Select Support and 30-Day Repair and Return services for DWDM data transport equipment, with maintenance coverage to extend to all Ciena equipment not under existing warranty. Key clarifications in the Q&A include confirmation that the government will be responsible for equipment repair/return shipping, and a correction to the technical evaluation criteria to reference Section 4 of the Statement of Work.
The maintenance services include 24/7 access to specialist engineers, access to current software releases and updates, an online tracking portal, and 30-day hardware repair. As equipment comes off warranty during the contract period, it will be added to the maintenance coverage. The contract is classified under NAICS code 541519 and PSC code DC01, with the Department of the Air Force Space Command as the sponsoring agency. The Q&A document addresses vendor questions about equipment coverage, repair terms, and evaluation criteria, providing clarifying guidance for potential bidders.

Ciena DWDM Maintenance Solicitation FA461025Q0030 Questions and Answers
1. Paragraph 2.0 of the SOW states:
“During the year, as equipment comes off warranty, it will be added to these services for continuing operation, maintenance and software upgrade.”
Also, Paragraph 4 of the SOW states essentially the same requirement. Can the Government please characterize/list the equipment that will be coming off warranty/initial maintenance coverage during the first year?
A. See provided (CUI) QA - DWDM P3 Assets - delayed maintenance coverage.xlsx
2. Paragraph 4 of the SOW states: “In the event of a hardware failure, Contractor shall provide a replacement part(s) to Customer, at no additional charge during the agreed Maintenance period, or as covered by the purchased hardware repair service.” It also requires “30 Day Hardware Repair (except as may be excluded by Ciena standard services)”. Can the Government confirm that next business day spares are NOT required?
A. Confirmed
3. The evaluation criteria, Section 11, Factor 1, Technical Approach, paragraphs 1 and 2 seem to address a migration effort vice a maintenance contracting effort and refers to Ciena certifications in accordance with Section 6 of the SOW. Section 6 of the SOW contains the points of contact. Since this is a maintenance effort, will the Government consider adjustment of the Factor 1 criteria to address compliance with the SOW and past performance with Ciena maintenance contracts please?
A. There was a typo regarding which Section of the SOW to reference. It has been updated to state the Section 4 of the SOW shall be referenced.
4. I have been advised by Ciena that their 30-day repair offering does not include shipping. The SOW states in paragraph 2 “The objective is to acquire one year of Ciena Select Support and 30-Day Repair and Return for equipment that is VSFBs operational DWDM data transport, excluding equipment otherwise covered by warranty.” Since Ciena does not provide shipping/return as part of their 30-day offering, will the Government please indicate that the Government will be responsible for shipping of any equipment requiring repair/return? Shipping is only included in their next business day offering.
B. The Government will be responsible for equipment repair/return shipping.
