About this file

This document is a Statement of Work (SOW) for a federal contract opportunity related to sonic boom analysis services for Vandenberg Space Force Base (VSFB). The purpose is to attain acoustic measurement data, generate measurements and analyses, and perform modeling to help VSFB understand which trajectories and weather conditions are likely to generate acoustic events from rocket ascents.

The key requirements include performing quarterly ascent sonic boom measurements in Santa Barbara, Los Angeles, and Ventura counties; collecting data in each season of the year; using specific equipment and sampling capabilities; performing PCBoom modeling and simulation; assessing PCBoom inputs; and providing reports, presentations, and recommendations. VSFB will provide launch timelines, access to necessary locations, and a point of contact. The resulting contract will be a Firm Fixed Price award under NAICS code 541690, with a due date for proposals of October 30, 2024.

Department of Defense, USSF Vandenberg Launch Support for Sonic Boom Analysis Statement of Work

1 SCOPE The purpose of this Statement of Work (SOW) is to attain acoustic measurement data per Space Launch Delta 30 (SLD 30) request for the investigation of sonic booms produced by rocket ascents in Santa Barbara, Ventura, and Los Angeles counties, under various trajectories and weather conditions. The purpose is to generate measurements, modeling, and comprehensive analyses, which will help SLD 30 gain a better understanding of which trajectories and weather conditions are likely to generate acoustic events; this information will be representative of public interest and concerns to ensure acoustic impacts are understood.

1.1 Background The SLD 30 requires a safe and secure operating environment for launch operations and its surrounding areas. It is of public concern to provide sonic boom analysis and projections to the public in relation to launch operations. Through contractual agreements with analysis teams, SLD 30 can produce measurements with fidelity and ultimately minimize undue impact to the public and coastal resources.

2 APPLICABLE DOCUMENTS

2.1 The SLD 30 has the authority to conduct measurements of launch vehicle ascent data and modeling and to engage in mitigation measures. SLD30 is authorized to enter into agreements with outside agencies to accomplishment such as per:

(a) AF Instruction 25-201, Support Agreement Procedures, 1 December 1996.

(b) Department of Defense Instruction (DODI) 3100.12, Space Support

(c) DODD 3200.11, Major Range Test and Facility Bases

(d) Title 33, Code of Federal Regulation, 334.1130

3 REQUIREMENT

3.1 Responsibilities of the Parties
3.1.1 Agency agrees to provide the following (if available and within the operational capabilities of the Department):

(a) Perform 4 quarterly Ascent Sonic Boom Measurements in Santa Barbara, Los Angeles, and Ventura County. The analysis team shall be equipped to measure sound, over pressure, decibels, A waves, atmospheric profiles (i.e., wind direction and temperature) for 16 to 24 individual measurements per launch at a minimum.

(b) Data will be collected in each season of the year.

(c) For data collection the analysis team will use GRAS 146AE, 46AO-S5 Type-1 free field microphones and have the ability to record 51.2 kHz or 50 kHz sampling. All data recording equipment is required to be low-frequency enabled with processing that allows for high-fidelity waveform measurements.

(d) Perform PCBoom Modeling and Simulation outputs to compare measurements of different meteorological profiles to validate predictive results verses real time data collected.

(e) Assess the PCBoom inputs related to launch vehicle (e.g. Falcon-9) geometry and determine whether updated inputs should be used.

(f) A point of contact to coordinate the activities outlined in this SOW. Military clearance is not required.

(g) Use PCBoom to model day-of meteorological profiles and as-flown trajectory data to determine which parameters are the most correlated to ground acoustic event characteristics.

(h) Attend monthly or as needed combined working groups with SLD30.

(i) Prepare and deliver reports, presentations, and recommendations for further steps per SLD30 request and at combined working groups.

3.1.2 SLD30 is to provide:

(a) Timelines and plans for missile launch assessments with no less than 10 days advance notice.

(b) Designated access to necessary locations and range operations via SLD30 assigned project point of contact.

(c) Designated access to range sites and Vandenberg SFB if requested, to coordinate activities.

(d) Provide a point of contact to coordinate activities outlined in this SOW and for notification and completion of operations.

3.4 Other Agreements

3.41 The contractor shall only perform work required under this statement of work. If they identify any additional requirements they shall notify the Government and shall not proceed on work outside the scope of this SOW without written direction from the Contracting Officer.

3.5 Amendments

3.51 This SOW may be amended by a modification issued by the 30 CONS/PKB and by acceptance of modification by the agency/contractor.

3.6 Other Provisions

(a) Nothing stated herein is intended to conflict with the current federal or state directives or applicable law. If the terms of this SOW are inconsistent with existing federal or state directives or applicable laws, then those portions of the SOW which are determined to be inconsistent shall be invalid. The remaining terms of the SOW shall remain in full force and effect.
