Statement of Work (SOW) Installation Services – Security Forces

Vindicator Badge Management System Install for the

30 Security Forces Squadron at

Vandenberg Space Force Base, CA

15 February 2024

1.0 BACKGROUND

The Security Forces Squadron at Vandenberg Space Force Base (VSFB), California has purchased Vindicator Badge Management System (VBMS) equipment and has a requirement for the systems’ install.

2.0 OBJECTIVES

The contractor shall provide all personnel, equipment, labor, tools, materials, transportation, supervision, and any other items and services necessary to perform the installation, procurement, testing, training, and subscription service of the VBMS.

3.0 DECRIPTION OF WORK

3.1 Installation

The contractor shall install all the government owned VBMS equipment, and all the equipment identified in section 3.2 of this SOW needing to be procured. Installation of all equipment shall be in accordance with the manufacturer specifications. See SOW Attachment 1 for a complete list of the government owned VBMS equipment. In addition, we are requesting that the following items be installed as well, and all hardware to complete request will be provided, in reference to SOW Attachment 1 – VBMS Equipment List:

1. Topaz Systems Signature Pad, Model T-LBK755-BHSB-R

2. Video Associates Labs, Inc. Camera, Model 8500-630

3.2 Procurement

The contractor shall procure the following additional VBMS equipment items identified as being required for a successful VBMS install:

1. x 3 Signal Booster

2. x 3 DVI Easy Pull, 100 ft

3. x 3 USB Hub

3.3 Testing

Upon the completion of installation, test all products and components to ensure that the system functions in accordance with all manufacturer user guides and/or specifications. The entire system must function as designed to be deemed as acceptable by the Government. Any deviations to the installation must be approved by the Contracting Office (CO) before execution.

3.4 Training

The contractor shall provide at minimum of two (2) training session for four (4) users within five (5) calendar days after the entire system functions as designed and is deemed acceptable by the Government. Trainer(s) who will execute the session must be certified to do so. In addition, at a minimum the training session must address the topics outlined in the system User Guide.

3.5 Subscription Service

The Contractor shall provide three (3), one (1) year annual service plans that contain at a minimum the following characteristics:

a) Start date of the service plan to begin after the entire system functions as designed and is deemed acceptable by the Government.

b) Telephone and email support, remote assistance, and free software updates.

c) Free labor, parts, travel, and overnight shipping (should the system need repairing).

d) Respond to service calls or emails within forty-five (45) minutes between the hours of 08:00 and 17:00 Pacific Standard Time (PST). Return after hour service calls no later than 09:00 PST the following day. If it is determined by the Contractor that a component, software, or other required equipment needs additional attention that is beyond phone, email, or remote support; the Contractor shall be on site (if not already) to fix the issue within ten (10) calendar days.

4.0 Facilities

4.1 Place of Performance

108 Colorado Ave, Bldg 13675 – Room 142, Vandenberg SFB, CA 93437-6300.

a) No smoking is allowed in Government facilities. The contractor shall keep work areas clean and free of hazards.

b) Office space will not be provided.

4.2 Communication

The Contractor shall be allowed the use of a telephone for contacting the CO, Civil Engineer, Fire Department, Security Forces, receiving customer complaints and any other directly contract related communications.

4.3 Emergency Medical Services

Emergency medical treatment and emergency patient transportation service is only available through the local community. Dial 911 for off-Base service and notify Security Forces at 116 for on-Base.

4.4 Security Forces

The Government will provide general security services. Security Forces phone extensions are 911 for emergencies, and (805)-606-3911 for routine calls.

5.0 Contractor Information

5.1 Contractor Employees

The Government reserves the right to restrict the employment, under this contract, of any Contractor employee, or prospective Contractor employee who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population.

5.2 Physical Security

The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

5.3 Employment of Government Employees

The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest or the appearance of a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract. The Contractor is prohibited from employing off-duty COR who are managing any contracts or subcontracts awarded to the Contractor.

5.4 Base Hours of Operation

The normal Base core hours of operation are from 07:00 to 16:00 Monday through Friday.

5.5 Federal Holidays

The Contractor is not required to provide services on the following federal holidays:

a) New Year’s Day

b) Martin Luther King’s Birthday

c) Presidents Day

d) Memorial Day

e) Juneteenth

f) Independence Day

g) Labor Day

h) Columbus Day

i) Veterans Day

j) Thanksgiving Day

k) Christmas Day

If the federal holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed. In addition, the Contractor must take into consideration Family Days when scheduling training sessions: Listed are the notional Family Days for 2024 which are subject to change each year:

a) Friday, July 5, 2024

b) Friday, August 30, 2024

c) Friday, October 11, 2024

d) Friday, November 8, 2024

e) Friday, November 29, 2024

f) Thursday, December 26, 2024 (Monday, Dec. 25 is the observed Federal Holiday)

5.6 Performance Evaluation Meetings

The CO may require that a Contractor representative (person responsible for Contractor(s) performance) to meet at least weekly with the COR and the CO during the first month of the contract. Meetings will be as often as necessary thereafter as determined by the CO, but at least once annually. However, if the Contractor requests; a meeting will be held whenever a Corrective Action Report (CAR) is issued. The Contractor’s representative, the CO, and COR will be required to sign the Contract Administrator’s (CA) written minutes of these meetings.

Should the Contractor representative not concur with the CA’s minutes, the Contractor shall so state any areas of non-concurrence in writing to the CO within ten (10) calendar days of receipt of the signed minutes.

5.7 Scope Changes

Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO.
