RPL B10122 Rm 103, 104, 105 Carpet Installation
SECTION 1 – GENERAL INFORMATION
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. This solicitation is in accordance with the AF Carpet II Program. All potential vendors must be in compliance with the AF Carpet II Program. All Tier II bidders (Carpet Installers or Local Dealers with Installers) must contact Tier I Contractors for material quotes and orders.
3. Solicitation is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by
Friday, 27 September 2024.
1. Potential vendors that wish to participate in the optional site visit must submit required identification for each person attending by 1:00 PM (PDT) Thursday 12 September 2024. See DAFFARS 5352.242-9000 for acceptable forms of identification. The optional site visit, if requested, will be held at 11:00 AM (PDT) Wednesday 18 September 2024.
4. The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 2024-05 and DFARS Change 08/15/2024.
5. The applicable NAICS code for this acquisition is 314110, and the applicable PSC is 7220.
This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of 1,500 Employees.
6. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
7. This RFQ is NOT to be construed as a commitment by the United States Air Force. The
Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.
SECTION 2 – SUPPLIES OR SERVICES AND PRICING
1. See Attachment 1 - Performance Work Statement (PWS), for a detailed description of the services required.
2. Refer to Attachment 2 - Pricing Schedule. Vendors must complete the entire attachment and return it with any other required documentation or data.
3. Tier II Contractors (Carpet Installers or Carpet Dealers with Installers) MUST contact Tier I
Contractors for material quotes and orders IAW the Carpet II Program. See Attachment 6 - Tier I POC, for information on whom to contact for each respective Tier I Contractor.
SECTION 3 – SPECIFIC INFORMATION
1. Inspection and Acceptance. Inspection and acceptance of deliverables will be performed by the Government Acceptor.
2. Place of Performance. 706 Washington Avenue, Bldg. 10122, Rm. 103,104,105, Vandenberg SFB, CA 93437-5212.

SECTION 4 – CONTRACT CLAUSES AND PROVISIONS
1. Please note all applicable FAR, DFARS, and DAFFARS clauses are applicable to this solicitation and the resulting contract. Payment will be made electronically after contract completion in accordance with DFARS 252.232-7006 Wide Area Workflow Payment Instructions.
2. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services; 52.212-2, Evaluation—Commercial Products and Commercial Services; 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services with the quote, and 52.229-3 Federal, State, and Local Taxes.

SECTION 5 – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the responsible offeror whose quote conforming to the solicitation is determined to represent the best value for the Government based on meeting price and technical acceptability. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items and is highlighted green in Attachment 2 – Pricing Schedule.
2. Technical Capability: The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Statement of Work. If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.

SECTION 6 – NOTICE TO INTERESTED PARTIES
1. Any questions are due no later than 1:00 PM (PDT) Friday 20 September 2024.
2. Quotations are due no later than 1:00 PM (PDT) Monday 23 September 2024. Quotations shall be valid through December 18, 2024.
