Questions & Responses

Question 1: Are these 25 TON portable skid units to be cooling only or combination cooling with heat strips or heat pumps? (Ref. Section 2.0) Response: Cooling only

Question 2: The minimum cooling capacity is stated at 300,005 BTU, The manufactures that I have contacted don't make HVAC units that can meet that requirement. What percent difference is allowed on this minimum colling capacity? (Ref. Section 2.0) Response: Units procured must be a minimum of 25-tons/300,000 BTUs per unit.

Question 3: Air Flow-10,100 CFM (Evaporator) what's the tolerance? (Ref. Section 2.0) Response: Evaporator can produce no more than 10,100CFM per unit at full cooling capacity.

Question 4: Air Flow-20,910 CFM (Condenser) what's the tolerance? (Ref. Section 2.0) Response: Units will be placed outside next to facility without air restrictions. Units will be approx. 11ft apart. Condensers can consume more than 20,910 CFM.

Question 5: Can the Min circuit Ampacity (MCA) be greater than-44A? (Ref. Section 2.0) Response: Yes, for situational awareness the current HVAC Chillers are connected to 125AMP breakers that are currently non-operational. Do the units have built in breakers?

Question 6: Can the MAX over current protection (MOP) be greater than-63A? (Ref. Section 2.0) Response: Ref above

Question 7: Exactly how many disposable filters? (Ref. Section 2.0) Response: If we can still edit, remove this from 2.0 and replace with “Contract shall provide a list of, and a 12-month supply of, materials needed to conduct manufacture recommended preventative maintenance schedule. Examples include but are not limited to, Disposable air filters, fan belts, motor belts, grease, ect.” In section 2.1

Question 8: Two additional motors. Are these the condenser fan motor, the blower motor or is it the compressor? (Ref. Section 2.1) Response: If we can still edit, replace with “Contractor shall provide a list of critical spares and provide one additional replacement of each of these parts. The list of Critical Spares should include mostly commonly replaced parts with a lead time of longer than 8 weeks.”

Question 9: Vendor will be shipping (3) 25-ton hvac units to 21 SOPS, Vandenberg tracking station. Will the vendor be allowed to inspect the equipment before it is shipped to Diego Garcia? (Ref. Section 3.0) Response: Yes, at the contractor’s own expense they will be allowed to inspect items at Vandenberg SFB, prior to it being shipped to DGS.

Question 10: Will your team entertain proposals that carry a 10–12-week leadtime?

Response: Yes, if it means that by week 12 (NLT), items have been successfully delivered onsite and inspected for any issues.

Question 11: Voltage/Phase?

Response: Ref. Section 2.0: 3 Phases, 480v, 60hz

Question 12: Economizer or MOA damper?

Response: Provide MOA damper.

Question 13: Rooftop package?

Response: No

Question 14: Existing RTU info for adapter curb?

Response: Current units are on the ground. New pads will be poured to accommodate selected unit.

Question 15: Horizontal or Vertical discharge (Side duct or sitting on existing curb) Response: New units will be placed on pad next to facility approx. 11 ft apart and ducted through the front.

Question 16: Multiple collars of various sizes to be used with the ducting (20”, 18”, 12”, and 10”). Is there a specific amount/quantity on each collar listed?

Response: Six (6) each

Question 17: Motor belts sized to the manufacturer’s specifications. Is there specific amount/quantity on each belt?

Response: Ref Question 7; Would like to add this as a critical spare item.

Question 18: Pressure rated soft sealant to reinforce against air leaks at connecting points. Is there a specific Brand and amount needed?

Response: No specific brand and amount of three (3) each

Question 19: Respectfully requests some clarification regarding the specifications for the 3 Skid Units up for bid for 21 SOPS. An in-depth search with multiple of the largest suppliers in the United States came up empty for units meeting these requirements, as they are listed with odd or non-standard dimensions.

For example, I'm confident that there are no portable units produced with those precise physical dimensions and weight, and though the solicitation lists these as minimum requirements, I'm sure the government would not look to procure a heavier or bulkier unit.

Response: Two min of 25-ton units will be placed outside of existing facility on newly poured concrete pads and running simultaneously to provide 50tons of cooling to the facility through 20in ducted wall penetrations leading to existing Supply and Return ducting. Each unit will have access to three exterior 20in supply penetrations and three exterior 20in return penetrations. Units cannot introduce more than 20,000 total CFM to the exiting ductwork at full capacity.

Question 20: Will a longer unit work since I cannot locate a brand that is 25 tons and 95.5” long?

Our base unit is 141-1/2”L X 86-3/8” W X 57-38”H without adding the stackable metal frame with forklift pockets which will add around 9” to 12” on each dimension.
