Part 1

GENERAL INFORMATION

1.0 Description of Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform asbestos abatement and HEPA cleaning of 9” x 9” vinyl composition floor tiles (VCT), removal of carpeting that is adhered to the VCT, and black mastic adhesive located in several rooms in Bldg. 871. Total HEPA cleanup area for this facility is approximately 5,600 square feet. The Contractor shall not begin any work without prior approval of the Contractor’s draft asbestos abatement plan by 30th CES Installation Environmental Management Flight (30 CES/CEIEC) located in Bldg. 11146, VSFB, CA, 93437. The primary contact for 30 CES/CEIEC Environmental Compliance Program Office can be reached at ext. (805) 605-0408, (805) 606-3919, or (805) 606-0016. Prior to starting any abatement work, the Contractor shall make timely notification to Santa Barbara County’s Air Pollution Control District (SBAPCD) by submitting the Notification for Renovation and Demolition Form ENF-28 Form.

The ENF-28 Form must be reviewed by the 30 CES/CEIEC Asbestos Program Manager located in CES Environmental Section, Bldg. 11146, prior to submittal to SBCAPCD. All work areas shall be appropriately marked and protected during abatement activities. The contractor is responsible to follow all applicable Federal, State, and local regulations, including National Emissions Standards for Hazardous Air Pollutants (NESHAP) requirements. The Contractor shall also pre-coordinate with the VSFB Hazardous Waste Manager at ext. (805) 606-2359 to ensure proper completion, approvals, signatures and tracking of the Uniform Hazardous Waste Manifest is accomplished prior to off-base transport of all asbestos containing materials (ACM). All ACM, damaged or deteriorated debris or thermal system insulation (TSI) shall be properly packaged, labeled, and taken off base for disposal at a Department of California Toxic Substances Control (DTSC) approved, state-permitted landfill.

1.1 Background. In accordance with Air Force Instruction (AFI) 32-1002, Civil Engineer Operations, Chapter 15, Facility Asbestos Management, Oct 2019; 30 SW Plan 32-1052-A, Asbestos Management Plan; and 30 SW Plan 32-1052-B, Asbestos Operating Plan, VSFB has developed and implemented a comprehensive asbestos management program to reduce potential exposure to asbestos fibers and satisfy mandatory regulatory compliance requirements. U.S. Space Force (USSF) presumes that all damaged asbestos-containing material is hazardous due to its potential to release airborne asbestos fibers and thus requires that such material be repaired or removed to eliminate this hazard. The contractor shall perform all abatement operations with adherence to good housekeeping procedures and adequate control measures to minimize the release of asbestos fibers into the environment. In VSFB facilities, asbestos is most likely to be encountered in fireproofing, acoustical plaster, ceiling tiles, siding materials, floor tiles, mastics, and thermal system insulation (TSI) on pipes and ducts.

1.2 Period of Performance. The period of performance shall be for sixty (60) days after award of the contract.

Requests for time extensions or alternate work hours must be submitted to the CO in writing for review and approval.

1.3 Type of Contract. The Government will award a Firm-Fixed Price Contract.

1.4 Hours of Operation. The Government’s Program Office conducts business, between the hours of 7:30 a.m. to 4:30 p.m., Monday thru Friday, except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks identified in this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.5 Recognized Federal Holidays. The Contractor is not required to perform services on Federal holidays.

The dates of these holidays are:

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January President’s Day - 3rd Monday in February Memorial Day - last Monday in May Juneteenth Day – 19 June Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If the holiday falls on Saturday, the preceding Friday will be observed. If the holiday falls on Sunday, the following Monday will be observed. If a federal holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day after the holiday observance.

1.6 Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (CO), Contracting Officer’s Representative (COR) and other Government personnel, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7 Key Government Personnel. The following personnel are considered key personnel by the Government:

CES Contracting Officer’s Representative (COR), ext. (805) 606-2330, Bldg. 11439, Rm 15 and the CES subject matter expert for asbestos in the Resource Optimization Program Office, (30 CES/CEOER), ext. (805) 606-4352, Bldg. 11439. The Contractor shall provide an on-site Contract Manager who shall be the primary POC responsible for the performance of all abatement work. The name of this person and an alternate who shall act for the Contractor when the Contract Manager is absent shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the Contractor. The Contract Manager or alternate shall be available between 7:30 a.m. to 4:30 p.m., Monday thru Friday, except on Federal holidays or when the Government facility is closed for administrative or mission-related reasons.

Part 2

SPECIFIC TASKS

2.1 Basic Services. The Contractor shall be responsible for performing the tasks identified in the contract line items (CLINs) to remove all Class II Non-friable asbestos containing materials (ACM) from approximately 5,600 square feet of 9” x 9” vinyl composition floor tiles (VCT), removal of carpeting that is adhered to the VCT, and associated black mastic in Bldg. 871 throughout the facility to include the training room, training room office, laboratory room, break room, clean room, rest room, and low bay area. Any black mastic remaining after removal of ACM VFT shall be razor scraped, HEPA vacuumed and wet wiped with mastic remover to prevent seepage.

Afterwards, the Contractor shall re-clean the abated area with an environmentally friendly wash. All asbestos abatement of VCT flooring is to be performed under a regulated, negative-pressure containment enclosure using HEPA vacuums. Only California Department of Public Health (CDPH) certified individuals wearing appropriate personnel protective equipment (PPE) may perform abatement of the ACM. Air samples must be performed by a third-party asbestos consultant. All work areas must be appropriately marked and protected during abatement activities with no exceptions. NOTE: This project will need to be completed in two phases as identified on the attached floor plan (see Appendix 3). Prior to the start of work, the contractor shall propose a schedule for completion of both phases with the approval of the Facility Manager. This schedule will allow the facility occupants sufficient time to temporarily remove equipment and furniture as needed from the areas of abatement. If the contractor determines that additional time is needed to complete these phases, the contractor will notify the CO in writing (see SOW Para 1.2). The contractor personnel are responsible to follow all applicable Federal, State, and local regulations, including National Emissions Standards for Hazardous Air Pollutants (NESHAP) requirements. Prior to mobilization and any on-site activities, the Contractor shall pre-coordinate with the VSFB 30 CES/CEIEC Hazardous Waste Manager, ext. (805) 606-2359, Bldg. 11146, to ensure the proper completion, approvals, signatures and tracking of the Uniform Hazardous Waste Manifest is accomplished prior to the off-base transport of all ACM with no exceptions. All ACM must be properly packaged, labeled, and taken off base for disposal at a Department of Toxic Substances Control (DTSC) approved, State of CA permitted landfill.

2.1.1 CLIN 0001, Prepare Containment Area. The Contractor shall mobilize and prepare the asbestos containment area, pre-clean the area with HEPA vacuum, and wet wipe all flat surfaces. All abatement shall be performed within a Negative Pressure Enclosure (NPE), and precautions shall be taken to prevent damage to equipment, systems, and property. There shall be no smoking, open flame, or other ignition source present while performing this work.

2.1.2 CLIN 0002, Hazardous Material Abatement, Removal and Disposal of Existing Class II Non-Friable ACM Vinyl Floor Tiles (VCT) and black mastic. The Contractor shall cover all surfaces of the asbestos containment area with polyethylene sheeting. Each layer must be at least six (6) mil thickness, including glue and tape. The Contractor shall remove all Class II non-friable ACM vinyl floor tiles (VFT) and provide off-base disposal of all ACM. Black mastic will be removed manually using hand tools along with a non-hazardous mastic remover and then re-cleaned with an environmentally friendly product specifically formulated for residue removal. All ACM material shall be thoroughly wetted with amended water prior to and during its removal. The material shall be removed in an intact state unless the Contractor demonstrates that intact removal is not possible.

All ACM shall be immediately bagged or wrapped or kept wetted until it is transferred to a closed receptacle no later than at the end of the work shift.

2.1.3 CLIN 0003, Third-Party Asbestos Industrial Hygiene and Sampling Requirements. The Contractor shall provide a state-certified third-party to conduct asbestos industrial hygiene and sampling requirements as well as conduct area air monitoring and air sample clearances after the abatement is completed.

2.2 Invoicing. The Contractor shall invoice electronically to the Defense Finance Accounting Service (DFAS) using Wide-Area Workflow (WAWF) website, https://piee.eb.mil/, within thirty (30) calendar days after completion of all work cited in this SOW.

2.3 Personnel. Contractor personnel shall present a professional appearance and be easily recognized as Contractor employees by the wearing of identification tag or company uniform that shall include the company’s name/logo and employee’s name. The Contractor shall provide company identification tags or company uniform at no additional cost to the Government. Upon completion of the Contract, or an individual employee’s employment, the Contractor shall retrieve all identification media issued by the 30th Security Forces Squadron (30 SFS) and immediately surrender it to the Government.

2.3.1 Contractor personnel shall comply with and ensure that any subcontractor personnel comply with current federal, state, local, Department of Defense (DoD), and Air Force regulations, plans, and policies including all applicable parts of the Air Force Occupational Safety and Health Standard (AFOSH) and United States Department of Labor Occupational Safety and Health Administration (OSHA).

2.3.2 The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and received approval in accordance with (IAW) DoD 5500.7-R, “Joint Ethics Regulations (JER),” “Standards of Conduct,” dated August 1993.

2.3.3 The Contractor shall not employ persons for work on this Contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

2.4 Installation Security Requirements.

2.4.1 Contractor Employees. At all times on VSFB premises, the Contractor’s employees shall comply with all Vandenberg SFB security requirements imposed by the SLD 30 Installation Commander. The Contractor needs to be aware that entry requirements are subject to change due to VSFB and real-world situations. Regarding permanent base access entry, all employees are subject to a background check.

2.4.2 Main Base Access. Current security access restrictions at the Santa Maria Gate, VSFB main entry point, require all Contractor commercial vehicles which are the size of a standard bread delivery truck or larger to enter through the Lompoc/Pine Canyon Gate (located at the intersection of Santa Lucia Road and Pine Canyon Road).

There is a commercial vehicle check-in area in the right lane, and the Contractor may be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays due to in-place security procedures.

2.4.3 Contractor’s Security Manager. Upon Contract award, the Contractor shall designate, in writing to the Contracting Officer, a Security Manager who shall be the Contractor’s point of contact for all security matters.

Within five (5) working days of Contract award, the Contractor’s Security Manager shall contact the 30th Civil Engineer Squadron (30 CES) Unit Security Manager (located in Building 11442), ext. (805) 605-2059, for assistance on accomplishing Contractor personnel security requirements.

2.4.4 Restricted/Controlled (R/C) Areas. Contractor performance within R/C areas shall require Contractor compliance with various level of security and established personnel security entry control procedures.

Contractor employees working in restricted/controlled areas must fluently speak, understand, read, and write English.

2.4.4.1 If required, the Facility Manager or requester shall be responsible for providing access, escorts, or temporary visitor access badges for Contractor personnel while performing Contract requirements. The Contractor shall be responsible for scheduling base access by contacting the Facility Manager or requester at the entry control point of a controlled area.

2.4.4.2 At all times while in R/C areas, Contractor employee(s) shall be under direct surveillance of a person from that facility which is authorized to wear a Controlled Area Badge and perform escort duties. Visitor badges shall be returned to the Entry Controller each time the employee(s) completes the duties and leaves the area.

2.4.4.3 The Contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer, COR, constituted authority, Fire Department personnel or Security Forces personnel when directed as occasional operational requirements, real world activities, or emergencies dictate.

2.5 Contractor Vehicles. Each Contractor vehicle shall have the company name/logo prominently displayed on each side panel of the vehicle whenever vehicle is on Vandenberg AFB property. The Contractor shall provide company identification tags and vehicle identification at no additional cost to the Government.

2.6 Government Liability for Loss or Damage. The Government will not be liable for any loss or damage to the Contractor’s property (including stock) or for expenses incidental to such loss or damage unless caused by the Government.

2.7 Required Reports/Submittals. The Contractor is required to provide the documents listed below.

2.7.1 Post-Award: Asbestos Abatement Work Plan

2.7.2 Contract Start-Up:

2.7.2.1 Safety Data Sheet (SDS) for all materials used by the Contractor on VSFB.

2.7.2.2 Santa Barbara Air Pollution Control District (SBAPCD) Notification for Renovation and Demolition Work, Form ENF-28

2.7.2.3 Contractor Payment: Submit electronic 2-in-1 Wide-Area Workflow (WAWF) Combo Invoice, after completion of all work.

2.8 Contractor Management Reporting (CMR). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this Contract for the US Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY). All data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.

Part 3

CONTRACTOR FURNISHED ITEMS AND

EQUIPMENT

3. Contractor Furnished Items and Equipment. The Contractor shall furnish all supplies, equipment, vehicles, and services required to perform work under this contract that are not listed under Part 4 of this SOW. The Contractor shall ensure their equipment is strictly maintained in a functional and safe operating condition.

Part 4

GOVERNMENT FURNISHED SERVICES

4. Government Furnished Services.

4.1 The Government shall provide police and fire protection. In the event of a medical emergency, call “911” for transportation of an injured employee by civilian ambulance to a local hospital. The Government shall provide emergency medical treatment for life-threatening emergencies only until a civilian ambulance arrives.

Call the 24-hour Security Forces 24-hour Operations Center at ext. (805) 606-5377, or (805) 606-3911, for assistance.

4.2 Damage to Government Facilities and Property: The Contractor shall reimburse the Government if details of formal investigation of fire or other related or unrelated structural damage result in pecuniary liability assessed to the Contractor. The Contractor shall replace all damaged or lost Government furnished facilities, Government furnished equipment and Government furnished materials at no cost to the Government.

Part 5

DEFINITIONS

5. Definitions. The following is a list of terms that require further definition.

5.1 Contractor. A supplier or vendor awarded a Contract to provide specific supplies or service to the Government. The term used in this Contract refers to the prime.

5.2 Contracting Officer. A person with authority to enter, administer, and or terminate Contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

5.3 Contracting Officers Representative (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer the Contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the Contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the Contract.

5.4 Defective Service. A service output that does not meet the standard of performance associated with the Statement of Work (SOW).

5.5 Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

5.6 Hazardous or Incompatible Waste. For the purpose of this SOW, hazardous and incompatible wastes is defined as but not limited to any oils, greases, flammables, chemicals, metals, and other material that is listed or described in Article 3 (Discharge Prohibitions and Limitations) in VSFB’s Permit I-004.

5.7 Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a Contract by the Key Personnel listed in the SOW. When Key Personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

5.8 Physical Security. Actions that prevent the loss or damage of Government property.

5.9 Quality Assurance. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

5.10 Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet Contract requirements.

5.11 Workday. The number of hours per day the Contractor provides services in accordance with their contract.

5.12 Work Week. Monday through Friday, unless otherwise specified in the contract.
