STATEMENT OF WORK FOR
BOAT HARBOR MAINTENANCE DREDGING PLAN
AND SEDIMENT SAMPLING AND ANALYSIS PLAN
AT VANDENBERG SFB, CA
Background: The United States Space Force proposes to develop a Boat Harbor Maintenance Dredging Plan and Sediment Sampling and Analysis Plan to support renewal of the existing dredge permit and to support boat harbor dredging at Vandenberg Space Force Base (VSFB). The existing dredge permit with the United States Army Corps of Engineers (USACE, Corps) expires in December 2022. The boat harbor has been dredged infrequently since 2001 to support the delivery of rocket components on vessels under the existing Regional General Permit (RGP) 71. RGP 71 authorizes dredging up to 10,000 cubic yards (cy) of sediment annually from an approximately 3.5 acre area in the Vandenberg Harbor to -10 feet mean lower low water (MLLW) plus a maximum two-foot overdepth allowance (for a total depth of -12 feet MLLW). The permit requires sediment sampling every three years based on the approved Sediment Sampling and Analysis Plan (SAP). This project would support continued dredge operations beyond December 2022 with development of a Boat Harbor Maintenance Dredging Plan and SAP.
Project Description: The Contractor will develop a Boat Harbor Maintenance Dredging Plan and Sediment Sampling and Analysis Plan for VSFB to support the dredge permit application process and continued boat harbor dredging operations beyond December 2022. All parameters for dredge area, depth, disposal, and methods will be the same as described in RGP 71. Close coordination with VFSB CEIEA personnel is anticipated. Draft and Final Plans will be submitted and if needed, assistance with comments on the final plans by regulatory reviewing agencies/entities will be provided.
Boat Harbor Maintenance Dredging Plan
Dredging plan sections shall include an Introduction and Background, Existing Conditions, and a Project Description.
The Existing Conditions would include information from regulatory documents, and appendices as needed (e.g. abalone surveys, eelgrass and kelp surveys). Summaries of water quality, sediment, marine mammals, black abalone, and eelgrass would be included. The current or recently known condition of kelp and essential fish habitat would require ground/visual verification (if needed) of kelp canopy in the 3.5-acre dredge footprint and adjacent 0.89-acre mitigation area from aerial imagery interpretation from existing 2016 and 2019 imagery.
The Project Description will be based on the existing RGP 71 project description and will include maps for the dredge area and upland disposal site, Development of the dredge area would be translated from the hard copy to GIS georeferenced data to be displayed in ArcMap and to provide figures for the dredge footprint. Dredge methods from RGP 71 is available at https://www.spl.usace.army.mil/Missions/Regulatory/Regional-General-Permits/
Information from the previous public notice to support the new plan is at Corps website. Additional supporting information will be provided by VSFB such as regulatory support documents plus VSFB GIS with 2016 and 2019 aerial imagery for figures and kelp canopy review. GIS data would be developed for both the dredge footprint and mitigation area and submitted in accordance with Vandenberg GIS standards.
Sediment Sampling and Analysis Plan
The VSFB SAP will be based upon USACE guidance https://www.spl.usace.army.mil/Portals/17/docs/publicnotices/2021%20SAPR%20Guidlines%20Special%20Public%20Notice.pdf?ver=HMcg4YYtWYYuWGjCN4DTqw%3d%3d Additional supporting information from previous plans will be provided by VSFB.
Project Period of Performance The period of performance for this project is 12 months.
