Solicitation Number: FA4610-21Q-0056 Carpet Replacement, for B8510 and B7420 Vandenberg SFB, CA Questions & Answers

1) Is it fair to assume that if you don’t receive at least 2 or more offers…. then this solicitation will be canceled until such time as when you can receive enough fair and competitive bids?

Answer: This requirement is being conducted as a 100% Small Business Set-Aside. IAW FAR 19.502-2(a), “If the Contracting Officer receives only one acceptable offer from a responsible small business concern in response to a set-aside, the contracting officer should make an award to that firm.”

2) What is the Government’s estimated magnitude on this project?

Answer: The estimated magnitude for this project is between $100K- $250K.

3) Is this solicitation being labeled as a Construction or Servicing contract?

Answer: This requirement is conducted as a Service contract.

4) Will a dedicated Site Superintendent be required for the project?

Answer: The B8510 project requires a dedicated site superintendent. The B7420 does not required a site Superintendent.

5) Will a dedicated Site Safety Health Officer (SSHO) be required?

Answer: A dedicated SSHO is not required for either B8510 or B7420.

6) Will a dedicated (Quality Control) QC Manager be required?

Answer: No. A single person should support the Superintendent and QC functions.

7) PWS states to correctly prepare subfloor for new carpet installation. Please confirm if this is to remove the old glue? And if so, does this apply to the raised access floor locations as well?

Answer:

B7420: Yes. Refer to the Performance Work Statement (PWS) Item 2.4.

B8510: Only if the product “glue” requires it. Glue for the raised floor should be the type that allows the carpet squares to be removed and reapplied multiple times.

8) If one of the listed carpets is no longer available will the government accept an equal of similar style/color/spec?

Answer: The carpet provided must be from one of the listed carpets in the PWS.

9) What is the building’s users’ desired phasing plan for B8510?

Answer: The desired phasing plan for B8510 is as follows:

1) Contractor identifies when they will be ready to construct.

2) Building Facility Manager (FM) works with ULA and Whiskey Control users to schedule removal of items not in contractor scope to be removed. Preference would be the contractor only work in one of the three areas at a time (i.e. ULA, Whiskey, or Common areas) due to limited escorts and believed need to focus on one area at a time to accomplish work quickly. User “ULA and Whiskey” need to be put out of work for the shortest time possible. Planning is important.

3) Contractor begins and finishes work until complete.

4) User start to move back in.

10) If there is no phasing plan will all areas be available at the same time?

Answer: No. There will be a single escort most of the time and two when necessary. A single escort can only watch ten people at a time. Contract will likely start in ULA or Whiskey. The Common area can be performed as a filler if there is a time lag between ULA and Whiskey areas.

11) Please confirm the carpet tiles to be installed on raised access floor (RAF) do NOT need to be installed directly over the RAF panels. This will mean that you may need to remove more than 1 piece of carpet to lift the panels up.

Answer: The carpet tile does not need to be installed directly over the raised access floor panel.

12) On the site walk it was discussed we could move the furniture within the room to minimize the impact/duration of the new install. Please confirm this is acceptable.

Answer: Confirmed. It is acceptable to move the furniture within the room to minimize the impact/duration of the new install.

13) Who will be approving the completed room prior to the Gov. using the newly completed room?

Answer: For B8510, the Government POC and FM should approve, prior to users moving back in, after the contractor identifies the work is complete. For B720, the Gov POC, Capt Scott Vande Vrede or his appointed alternate, should approve. Please refer to PWS Item 3.5.

14) Will storage of Gov. Furniture be acceptable in the larger hallway/corridors? Or will we need to provide storage bins for furniture?

Answer: Smaller furniture items can be temporarily stored in corridors provided there is enough space for safe egress. Contractor can also use a very large unoccupied “vacant” space in Rm 120 if needed.

15) Will we be able to use the emergency exits closest to the room locations? And if so can we park the work vehicles as close as possible to those doors?

Answer: Yes. Contractor will be able to use the emergency exits closest to the room locations and can park the work vehicles as close as possible to those doors.

16) Please describe how the escort will monitor workers while carpet is being removed? To make the best use of time we will need to have a crew removing while other crew hauls the carpet outside. Will all members need to go outside at one time? Or will several escorts be provided?

Answer: The escort should be able to monitor at the building exit door and see the outside and corridor worker working areas. We agree that in some areas this is not true and will require additional escort support. Contractor should focus to get the team, material, and equipment in at the same time each day, and to work on one of three areas (i.e. ULA, Whiskey, and Corridor) at a time. Note: Whiskey is really two areas and we may have to focus on one at a time, but also the users of those areas may support as well since they have escort capability. Please note that Rm 314B is a 24/7 operation, thus has a built-in escort for that area. The Gov will address and handle the required escorts. The Gov needs the completion of the project as soon as possible to support the continuous operation of its facility.

17) What are the working hours for both buildings?

Answer: The working hours for B8510 and B7420 are 0730 to 1630 hours Monday through Friday and Federal Holidays. The working hours for B7420 are 0730 to 1630 hours Monday through Friday.

18) Please confirm that the server racks within the 314 rooms remain in place and the carpet does NOT need to go underneath the server racks.

Answer: Confirmed. Server racks within the 314 rooms will remain in place and the carpet does NOT need to go underneath the server racks. Added areas where the carpet won’t be installed underneath or behind existing items are: the AC system, the UPS system, and the Safe where it is not possible for the contractor to access.

19) Please confirm the tables and other furniture within the 314 rooms are to remain in place and carpet is to go underneath the tables WITHOUT removing cables and furniture.

Answer: Confirmed. Contractor should be able to lift the three console tables, one at a time, in 314B only, to get carpet under the feet of the console table. If this proves to be impossible, then we will allow the contractor to carpet around the feet of these three console tables. No cables will be removed, but it will be necessary to lift up or tie back the cables off the existing carpet on these three console tables. The contractor will have no liability if a cable gets accidently detached.

20) In past experiences with working in active control rooms similar to the 314 rooms, we have been asked to leave for the day due to mission critical activities. Will this be a possibility in any of the rooms especially the 314 rooms?

Answer: There will be no missions in these rooms, but we do have a rule that no contract work will occur at this facility during major operations. Based on the current mission schedule, if work is performed over the next six (6) months it may be possible you could be asked not to work on a specific day, which at least three days advanced warning will be given, which may occur up to two times during this project.

Note: Subject to change “unlikely” unless mission requirements change.

21) How will Gov. Personnel access rooms while the 223 corridor is worked on? Gov. or building users will be directed to user other routes.

Answer: Contractor need not be concerned with this. There are lots of doors in the facility and the Facility Manager will resolve this.

22) How will Gov. Personnel access rooms while the 180B corridor is worked on?

Answer: Contractor need not be concerned with this. There are numerous doors in this facility and the Facility Manager which solve this.

23) Will a carpet that is NOT listed on the PWS but meets the provided “salient characteristics” specs be accepted as an approved equal?

Answer: The contractor is required to use one of the four (4) carpet selections listed in the PWS. These are approved by the AF-Carpet Program Purchase.

24) The 15/oz/yd specified carpet is a very low-grade carpet tile for commercial use. Please confirm the 15 oz is preferred rather than a higher grade.

Answer: The selected carpet that is 15 oz/yd has been used in the past, has been successful and is acceptable.

25) Please confirm that we are allowed to provide storage trailer, trash bin/trailer within the B8510 fenced compound. We are aware of the 25’ rule for vehicle setback at fence line.

Answer: Confirmed. Contractors are allowed to provide storage trailer, trash bin/trailer within the B8510 fenced compound. We are aware of the 25’ rule for vehicle setback at fence line.

Answer: Contractor should provide a material submittal for approval.

27) Will there be any requirements for ESD rated carpet tile in the 314 rooms? The reason I ask is because the raised access for within those rooms is a ESD rated access panel. That room being a control room with lots of sensitive electronic components may require in electrostatic dissipative carpet tile. Please advise.

Answer: ESD rated carpet tile is not required.
