Questions and Answers
Date: 3 December 2020
1. Question: L-4 Specific instructions, sub section (a) indicates to fill out box 26 of form 1449 with a total price however the box on the form says (for govt. use only) Please advise.
Reference: Instructions, Conditions and Notices to Offerors
Answer: Fill in box 26 on the SF 1449 in accordance with the solicitation.
2. Question: 52.212-2 Evaluation-Commercial Items : Line(a) says” The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price “ Can you let us know if the award will be based solely on price or price, most advantageous to the Government and other factors considered?

Answer: In accordance with the solicitation, the only evaluation factor that will be evaluated will be the total evaluated price on the pricing schedule. No other factors such as past performance will be evaluated prior to award.
3. Question: As part of the evaluation process for award does the government review the CA Department of Pesticide Regulations website for past or current violations of laws and regulations?

Answer: No, it is not listed in the evaluation criteria.
4. Question: Is prior pricing (bid tabulations) available for Best Wide Pest Control VAFB?
Answer: No, that is proprietary information and will not be released.
5. Question: Can the requirement for Category K for QAL license be removed from the contract?
Reference: PWS 6.5.1
Answer: No, the category K license will remain in the requirement.
6. Question: We are a licensed in structural and general pest through the Structural Pest Control Board. Even though our senior management has experience in animal trapping and control from before a specific licensed was required in CA, Would we be allowed to submit our bid while we are in the process of getting that particular license?

Answer: You are eligible to submit your quote but would have to show proof that licensing was obtained 15-days before start of work per section 6.5.1 of the PWS.

7. Question: From what we can see, the 5 year cap is set at $12,000,000.00 for this project.
Our bid will of course be for less. So, the question we have is, how close will we be to actually providing and completing all of the work described in the bid proposal based on prior years of service?

Answer: The dollar figure referenced is not the cap on this contract but rather the Small Business Size Standard. This is a total small business set aside and contractors will not be eligible for award unless they fall under the 12 million dollar size standard set by the Small Business Administration. 8. Question: From your estimation from past experience, will this be a more or less full time position for 1, 2, 3 technicians and a supervisor?
Answer: The Government cannot/will not determine adequate staffing.
9. Question: Are we allowed to subcontract some services such as structural fumigation?
Answer: This contract does permit subcontracting however as the prime contractor you will be expected to be the sole point of contact for all aspects of the contract. The government will not communicate with subcontractors.
10. Question: If we win the bid, how soon will we be expected to begin working?
Answer: The period of performance will start the day after the award of the contract.
11. Question: What is the contract number for the current Pest Control contract?
Answer: The current contract is a Blanket Purchase Agreement- FA461016A0001
