PERFORMANCE WORK STATEMENT

FOR

MULTI-FACILITY

SECURITY ESCORT SERVICES

VANDENBERG AIR FORCE BASE, CA

PART 1

GENERAL INFORMATION

1. GENERAL OBJECTIVE: This is a non-personal service contract to provide Security Escort Services for Vandenberg AFB, CA. Areas of responsibility include the following facilities:

1.1. BACKGROUND: Security escort services are required to accommodate ongoing construction efforts at multiple facilities/controlled access/secure areas on Vandenberg AFB, CA.

1.2. SCOPE: The Contractor shall provide all labor, equipment, supplies, materials, transportation, supervision, and support necessary to provide unarmed, but appropriately cleared security escorts.

Security escorts shall be responsible for monitoring the activities of and escorting the identified General Contractor/Prime Contractor (to include associated subcontractors) in support of the identified construction effort at the designated facility/controlled access/secure area(s) on Vandenberg AFB, CA.

Security escort support shall include providing daily coordination between the General Contractor/Prime Contractor and the host installation Security Forces. The security plan is to have the escort provide security oversight from critical locations within the areas that provide proper and effective oversight of construction workers.

The Security Escort Contractor shall designate an on-site Project Manager responsible for representing the Security Escort Contractor locally and responsible for coordinating with the Government Project Manager. The Security Escort Contractor’s designated on-site Project Manager shall henceforth be identified as “Supervisor” and the Government Project Manager shall henceforth be identified as “PM”.

1.2.1. FACILITY SPECIFIC INFORMATION

1.2.1.1. Bldg. 7000:

Construction is currently being conducted within a fenced area. The fenced area is currently controlled by Air Force Security Forces until such time as the area gates are opened and perimeter security transferred to the Security Escort Services Contractor. The fenced area, once transferred to the Security Escort Services Contractor, shall henceforth be identified as the “Free Zone”.

Construction within the fenced area is eventually going to reach a stage where the technology being installed within Bldg. 7000 will require controlled access and protection. At this stage, access to the area will no longer be through open gates as a “Free Zone”. At this point, access will be tightly controlled. The fenced area, once controlled, shall henceforth be identified as the “Secure Area”.

The General Contractor/Prime Contractor and associated subcontractors supporting the construction effort at Bldg. 7000 shall henceforth be collectively identified as “Gilbane”.

1.2.1.2. Bldg. 8195:

Construction will be conducted in Rm. 146 (to include A, B, C, D) which is being converted into a Sensitive Compartmented Information Facility (SCIF). Work consists of repair to damaged ceiling and wall from hallway to Rm. 146. Work also includes installing conduit from Rm. 118B to Rm. 146.

1.2.1.3. Bldg. 12006:

Construction will be conducted within the Bldg. 12006 compound which is a restricted area/compound. Work will take place in the mechanical room and consists of replacing the boiler unit.

1.2.1.4. Bldg. 23229:

Construction will be conducted within the Vandenberg Tracking Station (VTS) compound which is a restricted area/compound. Work will take place in Rooms 9, 11, and 12 of Bldg. 23229 and consists of modification/upgrade of the electrical and HVAC system.

1.2.2. Post-Award Conference, Management & Technical Meetings: The Contractor agrees to attend any post award conference/management/technical meetings convened by the Contracting Activity with the authorization of the Contracting Officer to review security requirements and meet Government / Contractor Points of Contact (POC). The Contracting Officer and the Contracting Officer’s designated representative may meet periodically with the Contractor to review the Contractor's performance or to provide the Contractor with the escort requirements for the day. The Supervisor shall also attend any meetings required to receive their escorting requirements for the day/week. Security during all phases of construction is constantly monitored by AF Security Forces. If AF Security Forces identify deficiencies within the Contractors performance that warrant discussion, the Supervisor and the Supervisor’s Supervisor shall be asked to participate in a Government teleconference to discuss resolution. These meetings shall be at no additional cost to the Government.

1.3. HOURS OF OPERATION:

1.3.1. Bldg. 7000:

The Contractor is responsible for conducting business, during normal hours of operation between the hours of 6:00 A.M. Pacific Standard Time (PST) and 5:00 P.M. PST, Monday through Thursday, except recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons. If a recognized federal holiday falls on any normally scheduled work day, then Gilbane normally works Friday to maintain a 40 hour work week. The Contractor shall support Gilbane’s schedule as required. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Historically, at least three (3) security escorts are required to meet minimum adequate support levels. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of operations are essential.

1.3.2. Bldg. 8195:

The Contractor is responsible for conducting business, during normal hours of operation between the hours of 7:00 A.M. Pacific Standard Time (PST) and 4:00 P.M. PST, Monday through Friday, except recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall support T. Simon’s schedule as required. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Historically, at least two (2) security escorts are required to meet minimum adequate support levels. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of operations are essential.

1.3.3. Bldg. 12006:

The Contractor is responsible for conducting business, during normal hours of operation between the hours of 7:30 A.M. Pacific Standard Time (PST) and 4:30 P.M. PST, Monday through Friday, except recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall support Exbon’s schedule as required. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Historically, two (2) security escorts are required to meet minimum adequate support levels. When hiring

The Contractor is responsible for conducting business, during normal hours of operation between the hours of 7:00 A.M. Pacific Standard Time (PST) and 4:00 P.M. PST, Monday through Friday, except recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall support T. Simon’s schedule as required. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. 1.3.5. RECOGNIZED FEDERAL HOLIDAYS: The Contractor is not required to perform services on recognized federal holidays unless provided specific written authorization by the Contracting Officer to work Special Hours.

1.3.6. OVERTIME & NON-NORMAL HOURS: The Contractor shall not perform services in excess of 40 hours per week or during non-normal hours of operation unless provided specific written authorization by the Contracting Officer to work Special Hours.

1.4. SECURITY REQUIRMENTS:

At all times while on Vandenberg AFB (VAFB) premises, Contractor employees shall comply with VAFB security requirements imposed by the Installation Commander. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at VAFB. The Contractor shall be responsible for accountability of all such media issued to Contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the Contractor. The Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation only for the purpose of work under this contract, and are not authorized in other facilities or areas without prior Government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write in English.

1.4.1. Main Base Access.

Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road).

There is a vehicle check pull-off area at that gate and the Contractor will be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays as a result of in-place security procedures.

1.4.2. Base Access Letter.

To request base access, the Contractor shall send a letter to the Contracting Officer. The letter must be on company stationery and shall include: Contractor’s company address and telephone number, the contract number, names of the Contractor’s on-site Program Manager (Supervisor) and Contractor Facility Security Officer (to include their alternates) requiring access to VAFB, their social security numbers, and duty hours. After approval, this letter will be maintained on file with Security Forces at the Visitor’s Control Center, Building 17596. Contractor shall provide this letter at the pre-performance conference and submit updated letters as changes occur. Entry requirements are subject to change without notice due to installation security requirements and world situations.

1.4.3. Facility Security Officer (FSO).

Upon contract award, the Contractor shall designate, in writing to the Contracting Officer, a local Facility Security Officer (FSO) who shall be the Contractor’s point of contact for all security matters. Within five (5) working days of contract award, the FSO shall contact the applicable facility’s Security Manager for assistance in accomplishing Contractor personnel security requirements. The Facility Security Officer (FSO) shall be capable of managing security affairs, communicating with the Government in a timely manner, fulfilling all necessary security requirements, and meeting all requirements mandated by the Defense Security Service (DSS). The FSO shall also have the capability to send/receive encrypted email with the Government.

Encrypted email will be used whenever Personal Identifiable Information (PII) is transmitted electronically.

Contractor personnel are required to attend security and OPSEC orientation under HSPD Title 12.

Contractor shall schedule initial and annual refresher training (for all assigned Contractor personnel) through the applicable facility’s Security Manager. All Contractor personnel shall be thoroughly briefed by the applicable facility’s Security Manager on established security requirements and procedures as stipulated in Air Force Policy Directive (AFPD) 31-1, Integrated Defense.

The Contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer, Contracting Officer’s Representative (COR), constituted authority, or Security Forces, when directed, as occasional operational requirements, real world activities, or emergencies dictate.

The 30th Space Wing Program Office (30 SW/PM) Security Manager (in coordination with the affected unit’s Security Manager) is the source for the necessary forms and will provide instructions for receiving, preparing, and processing these forms. After forms have been properly completed, the applicable 30 SW/PM Security Manager (or the affected unit’s Security Manager) will make an appointment for Contractor employee(s) to go to the Security Forces for submittal of paperwork and fingerprinting. Appointments will be scheduled within two (2) weeks of request.

A minimum of 180 days is required to process Contractor employee National Agency Checks with Inquiries (NACIs). Additional time will be required if the NACI is unfavorable and may result in denial of entry to restricted and controlled areas or denial of base LAN access. The applicable facility’s Security Manager will notify the Contractor of any negative NACI results. After completion of a favorable NACI, each eligible employee shall report to the 30 SW/PM Security Manager for processing of AF Form 2586, Unescorted Entry Authorization Certificate or equivalent level of access. The 30 SW/PM Security Manager (or the affected unit’s Security Manager) will schedule appointments for issuance of badges (if applicable).

The Contractor shall ensure all security escorts maintain an Automated Entry Control Card (AECC) (if applicable) and Defense Biometric Identification System (DBIDS) card responsibly and that they adhere to Government requirements for their use. The Contractor shall also ensure that the Supervisor collects all AECC and DBIDS cards prior to any employee being terminated from company employment, and that those cards are promptly delivered to the 30 SW/PM.

The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the 30th Security Forces Squadron (30 SFS) as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

Due to safety/security, all Contractor personnel shall be able to fluently speak, read, and write English.

1.4.4. Contractor Vehicles.

Each Contractor vehicle shall have the name of the Contractor exhibited on each side of the vehicle. The Contractor shall provide company identification tags and vehicle identification at no additional cost to the Government.

1.4.5. Physical Security.

The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use.

1.4.6. Key Control.

The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

In the event keys --other than master keys--are lost or duplicated then the Contractor shall re-key or replace the affected lock/locks only at the direction of the Contracting Officer. However, the Government may replace the affected lock/locks or perform re-keying. When the Government performs replacement of locks or re-keying as a result of Contractor key loss or duplication; the total cost of re-keying or the replacement of the lock/locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

1.4.7. Lock Combinations.

The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.

1.5. SPECIAL QUALIFICATIONS:

The Security Escort Contractor shall comply with Air Force Instruction (AFI) 31-101, AFI 31-601, 30th Space Wing Integrated Defense Plan (IDP), local security requirements, and must possess a valid facility clearance at the Secret or higher level issued by the Defense Security Service (DSS).

Security escorts must have a valid Secret security clearance and meet all of the requirements for unescorted access into the Restricted Area as well as the installation in accordance with the IDP.

Security escorts will have to complete Physical Security & Escort Training per AFI 31-101 and IDP before being processed for an Automated Entry Control Card (AECC) (if applicable) and Defense Biometric Identification System (DBIDS) card by the unit security manager. The Security Escort Provider will enter into an appropriate Visitor Group Security Agreement with the 30th Space Wing IAW AFI 31-601 requirements. The Contractor is responsible for ensuring all Contractor employees performing work on VAFB possess and maintain applicable/current certification(s), license(s), and permit(s) to perform required services on VAFB, CA.

1.5.1. KEY PERSONNEL:

The Contractor shall provide an on-site Project Manager (Supervisor) who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer.

The Supervisor or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Supervisor or alternate shall be available during normal business hours. During normal hours of operation, the Supervisor or alternate shall be available within 30 minutes to meet on the installation with the Contracting Officer or the Contracting Officer’s designated representative to discuss performance discrepancies.

Contractor personnel shall present a neat appearance and be easily recognizable. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name. Contractor personnel shall comply, and ensure that Sub-Contractor personnel comply, with current federal, state, local, Department of Defense (DoD), and Air Force regulations, plans, and policies including all applicable parts of the Air Force Occupational Safety and Health Standard (AFOSH) and United States Department of Labor Occupational Safety and Health Administration (OSHA).

The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with (IAW) DoD 5500.7-R, "Joint Ethics Regulation (JER)", "Standards of Conduct," dated August 1993.

1.5.2. IDENTIFICATION OF CONTRACTOR EMPLOYEES:

All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. Contractor personnel must also ensure that all documents or reports produced by the Contractor are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.

1.6. LOSS OR DAMAGE: The Government will not be liable for any loss or damage to the Contractor’s property or for expenses incidental to such loss or damage unless caused by the Government.

1.7. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The (COR) will be identified in a separate designation letter provided by the Contracting Officer. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regards to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

PART 2

SPECIFIC TASKS

SPECIFIC TASKS:

2.1. Security Escort Services.

The Contractor shall perform security escort services during standard hours/normal hours of operation. The Contractor shall not enter into overtime without specific written authorization to work Special Hours by the Contracting Officer and prior coordination/approval by the PM. Under no circumstances shall the Contractor change the work schedules at request of the General Contractor/Prime Contractor or any other unauthorized Government personnel. Only the Contracting Officer has the authority to obligate the Government.

Security escort support consists of physically meeting up to 10 unauthorized individuals per escort at the Entry Control Point, briefing them on security and escort procedures, ensuring all wireless electronic devices have been secured, signing individuals into the Secure Area, physically watching all individuals within reasonable distance, and maintaining control of escorted individuals throughout their stay.

The Contractor shall manage employees in a manner that alleviates any overtime through an appropriate distribution of labor hours, and a sufficient number of assigned staff. All costs other than direct labor (holiday pay, G&A, overhead, management, etc.) for the contract must be reflected in the labor hour wrap rate. All requests for work outside of standard hours/normal hours of operation must be coordinated with the applicable Government Project Manager and approved in writing by the Contracting Officer at least 48 hours in advance of the requested date/time.

2.1.1. Bldg. 7000:

The Contractor shall arrive to work at 6:00 A.M. PST in order to coordinate with Air Force Security Forces and open area gates for access by the General Contractor/Prime Contractor. At 4:45 P.M. PST, the Contractor shall in conjunction with Air Force Security Forces, perform a 15 minute walk down of the area of responsibility. Once the area is secure, the Contractor shall lock access gates and turn over control of the area to Air Force Security Forces at 5:00 P.M. PST.

The initial security plan is to have four (4) security escorts monitoring predesignated “Free Zone” perimeter locations. When changed to a “Secure Area”, up to (but no more than) eight (8) security escorts shall monitor predesignated perimeter locations, monitor predesignated internal Bldg. 7000 locations, and may be called upon to escort. While a “Free Zone”, the Contractor shall primarily monitor the construction site perimeter fence to prevent any individuals from leaving the construction area to gain unauthorized entry into surrounding controlled areas. When the area becomes a “Secure Area”, the Contractor shall be responsible for posting escorts within various locations of Bldg. 7000 to closely monitor the activities of Gilbane and escorting Gilbane who do not possess the appropriate clearance to independently gain access to controlled areas as approved in Air force Instruction (AFI) 31-101, Integrated Defense.

2.1.2. Bldg. 8195:

The initial security plan is to have two (2) security escorts monitoring predesignated internal Bldg.

8195 locations, and may be called upon to escort. In the “Secure Area”, the Contractor shall be responsible for posting escorts within various locations of Bldg. 8195 to closely monitor the activities of T.Simons and escorting T.Simons who do not possess the appropriate clearance to independently gain access to controlled areas as approved in Air force Instruction (AFI) 31-101, Integrated Defense.

2.1.3. Bldg. 12006:

The initial security plan is to have two (2) security escorts monitoring predesignated internal Bldg.

12006/exterior compound locations and may be called upon to escort. In the “Secure Area”, the Contractor shall be responsible for posting escort within Bldg. 12006 to closely monitor the activities of Exbon and escorting Exbon who do not possess the appropriate clearance to

2.1.4. Bldg. 23229:

The initial security plan is to have two (2) security escorts monitoring predesignated internal Bldg.

23229/exterior compound locations and may be called upon to escort. In the “Secure Area”, the Contractor shall be responsible for posting escort within Bldg. 23229 to closely monitor the activities of T. Simons and escorting T. Simons who do not possess the appropriate clearance to

2.2. Administrative Tasks.

2.2.1. Comply with Air force Instruction (AFI) 31-101, AFI 31-601, 30 SW Integrated Defense Plan (IDP), and local security requirements.

2.2.2. Possess a valid Facility Clearance at the Secret or higher level issued by the Defense Security Service (DSS).

2.2.3. Ensure all security escorts have a valid Secret security clearance and meet all of the requirements for unescorted access into a Restricted Area.

2.2.4. Complete Physical Security & Escort Training per AFI 31-101 Integrated Defense.

2.2.5. Have all escorts processed for both a DBIDS and AECC badge (if applicable). This requires the following:

2.2.5.1. The Contractor shall fill out Sections 1 of the 30SW Form 539 and submit to the 30 SW/PM for processing.

2.2.5.2. The Contractor, through the Contracting Officer, shall develop and submit a base access memo to the visitor center listing all personnel requiring a DBIDs card. All security escorts requiring an AECC badge must first acquire a DBIDS card even if they already have access to base. The base access memo shall be on official company stationary. A template will be provided by the Contracting Officer upon contract award.

2.2.5.3. The Contractor shall submit to the 30 SW/PM an AF IMT 2586 for all security escorts requiring an AECC badge.

2.2.9. Maintain the flexibility to plus up and/or scale down labor, as required by the applicable construction work effort, within the labor hour quantities alloted for associated CLIN. Any reductions below or surges above the baseline plan for estimated number of security escorts will be coordinated 48 hours in advance. The potential exists for a minimum of no security escort support to a maximum of eight (8) security escorts (per individual construction effort) being needed for coverage depending on circumstance. At all times, make every effort to utilize personnel with fewer than 40 hours of accumulated work in order to avoid the use of overtime.

2.3. Labor-Hour Reporting Data.

2.3.1. On a monthly basis, the Contractor shall submit a record of labor hours performed at each facility for that month to the applicable Contract Officer Representative (COR)/Government PM for that facility. The invoice submitted in WAWF should be supported by a labor data/spreadsheet. This document shall accurately compile each employee’s daily, weekly, and monthly accumulation of actual labor hours performed in support of the applicable construction effort. All costs (to include G&A, overhead, management, etc…) for the contract must be reflected in the labor wrap rate. The Contractor shall generate labor hour reports for each facility where work was performed. Security escort support at each facility is funded via a separate CLIN and funds are managed by different requiring activities.

2.3.2. At the end of each monthly billing period, the Supervisor shall provide the applicable Government PM for each facility a compiled record of all employees and their daily worked schedule including lunch. This document shall accurately compile each employee’s daily, weekly, and monthly accumulation of work hours. The Contractor shall generate labor hour reports for each facility where work was performed. Security escort support at each facility is funded via a separate CLIN and funds are managed by different requiring activities. The preferred medium for the labor data/spreadsheet is Microsoft Excel format, but other equivalent formats are acceptable.

2.3.3. The Contractor shall email the applicable Government PM for each facility an Adobe Pdf copy of the company billing invoice along with the supporting work schedule in Microsoft Excel format. Once the invoice amount is validated and approved by the applicable Government PM, the Contractor can submit the invoice request in Wide Area Work Flow (WAWF) for payment by the Government. The Contractor shall generate a separate invoice for each facility. Security escort support at each facility is funded via a separate CLIN and funds are managed by different requiring activities.

2.4. Invoicing.

The Contractor shall invoice electronically to the Defense Finance Accounting Service (DFAS) utilizing the Wide Area Work Flow (WAWF) application on the Procurement Integrated Enterprise Environment (PIEE) website (www.wawf.eb.mil) within five (5) working days of the month. The Contractor shall notify the POCS identified in the WAWF clause of the contract upon submittal of invoice for processing.

The Contractor shall provide supplemental documentation with each monthly invoice uploaded in WAWF. Supplemental files shall include work orders issued and other documentation that was generated for each task (inspection records). Supplemental files are used to validate the pricing for the monthly invoicing.

2.5. Contractor Manpower Reporting (CMR).

The Contractor shall report ALL Contractor labor hours (to include subcontractor labor hours) required for performance of services provided under this contract for the US Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1.1. Services.

3.1.1.1. Medical Response Services. The Government will provide initial medical treatment for life-threatening emergencies. It shall be the responsibility of the Contractor or Contractor employee to seek continued medical treatment if needed. The Contractor or employee shall reimburse the Government for all Government-provided medical services. The emergency phone number is 911 or if using a cellular phone the number is 606-3911.

3.1.1.2. Facilities. N/A

3.1.1.3. Utilities. The Contractor is responsible for providing for its own portable toilet and sanitary facilities.

3.1.1.4. Equipment/Materials. The Contractor is responsible for providing for all equipment and materials necessary to provide security escort services within the area of responsibility.

PART 4

SERVICE SUMMARY (SS) ITEMS

The SS identifies the key performance objectives for the services and the associated performance thresholds that must be attained by the Contractor, and over which the Government will exercise surveillance. The omission of any PWS or contract requirement from the SS shall not be construed as a waiver by the Government to enforce the performance of that requirement by Contractor or a waiver of any rights or remedies by the Government against Contractor for nonperformance of that requirement.

The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
