QUESTIONS AND ANSWERS:

SECURITY ESCORTS MULTI-FACILITY

# FA4610-19-Q-RFQ3

Questions were due to 30 CONS by 7 March, 2019. The following questions were received and answers are provided below. Here are the responses to those respective questions. As a friendly reminder, proposals are due by 4:00 PM PST on 12 Mar, 2019. Please respond to the # FA4610-19-Q-RFQ3.

Question 1: what is the security clearance level requirement for the escorts assigned to a/o supporting each respective CLIN / Project of this solicitation?

Response 1: Every escort must possess a SECRET clearance at time of service.

Question 1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

Response 1: Most current contracts include FA4610-18-P-0028 and FA4610-19-P-A004.

Question 1: Inquiring on the RFQ listed within the subject

a. Labor [Mix & Full Time Employees (FTE)]

b. Discriminators

1) Contractor Facility Clearance

2) Employee Security Clearance Does the contractor have to obtain a facility clearance PRIOR to submission, award, and start of work? Or will the agency sponsor the contractor?

Response 1: Any potential Contractor must possess a Facility Security Clearance, and have an assigned Facility Security Officer (FSO) in accordance with Defense Security Service (DSS) requirements PRIOR to contract award. The FSO does not have to be local, but if not, must be available to manage security requirements with the Government Program Manager.
