2.0 Load Calculations – Design Criteria

2.1 Outdoor and Indoor Design Conditions

As required by the UFC 3-410-0aFA, “Heating, Ventilating, and Air Conditioning” (Section 202), the following climatic conditions, from the Air Force Combat Climatology Center (www.afccc.af.mil), are to be utilized in calculating the cooling and heating loads (please see climate data in the appendix of this document):

Outdoor design conditions:

Summer: 76 DB / 60 MCWB @ 1% column Winter: 37 F (MCWB, 34) @ 99.6% column

Indoor design conditions:

Summer: 75 F Winter: 72 F

2.2 Load Input Values

Information of existing insulation values do not exist. Load calculations were performed assuming conservative values for similar vintage brick and CMU buildings:

Roof U=0.03 (R-30, upgrade ceiling insulation as part of this project) Wall U=0.33 (R-3, existing)

Note: There is very no glazing in the building except for the north facing entry doors.

Internal Loads – The following is a table of the internal loads for each space.

The people loads were provided by the user. The lighting loads were taken from the as-built electrical drawings dated 4/21/2000. The power loads are estimated based on a field visit.

3.0 HVAC Systems Descriptions

3.1 Systems Overview

The existing air handlers, located above the ceiling, will be demolished along with their associated heat pump units that are located outside along the south wall of the building. We propose that the existing air-cooled split systems be replaced with new air-cooled split systems, however, we propose that the new indoor air handlers will be floor-mounted inside the building, rather than suspended above the ceiling. The new outdoor condensing unit and heat pumps will be specified with marine condenser coil coatings and coated casings. Ductwork to the spaces will be routed above the vault. The vault has a concrete lid and ductwork can be routed above it.

3.2 New Ceiling Insulation

The insulation above the ceiling throughout the building will be increased to a minimum R-30. As-built drawings indicate that R-19 insulation is currently installed above the ceiling in the Emergency Calls Center Area. This will decrease the heat gain to the spaces, allow the units to be sized as small as possible, and decrease energy consumption over time. A vapor barrier will be added above the ceiling as well to try to reduce space humidity.

3.3 Mechanical Room

We propose that the storage room, (next to the generator room), be converted to a fan room. We understand that plans have been discussed about converting the storage space to an office. We suggest building an office in the customer waiting area during the time of the future building expansion, if it is still needed. The benefits of housing all of the air handlers in the storage room is to protect them from the corrosive outdoor sea air, help contain the noise, and eliminate the need for new duct penetrations of the building perimeter. All of the indoor units will be vertical up-flow configuration.

3.4 The Building Entry

The building entry will be served by a split system electric heat pump and an air handler with a multiple speed fan, (BC-1, HP-1).

3.5 The Emergency Call Center

The call center will be served by a split system electric heat pump and an air handler with a constant volume blower (BC-2, HP-2). A 100% redundant system will be installed connected by ductwork and controlled by a lead-lag controller so that the operation of the two units is alternated. Barometric dampers will be installed in the supply air ductwork to prevent back-flow through the standby unit. The ductwork layout and diffuser selection will consider noise control: the discharge air ductwork will have one inch thick sound liner for at least six feet, and the diffusers are specified at a maximum NC-25.

3.6 The Comm Room

The comm. room will be served by a split system electric heat pump and an air handler with a multiple speed fan, (BC-3, HP-3). A 100% redundant system will be installed with a lead-lag controller, similarly to the call center.

3.7 Outdoor Air

The outdoor air will be drawn from an existing opening in the roof. The outdoor air ductwork will be galvanized sheet metal with 316 stainless steel dampers to help prevent corrosion due to the salt air. A 316 stainless steel motor operated damper will be installed on the outdoor air ductwork to the air handlers. The actuator will be tied to a wall–mounted switch that will close or open the damper independent of the air handler fan operation. Separate wall-mounted switches will be provided in the fan room to enable the shutdown of each of the three air handlers. Only the minimum code-required outdoor air will be brought into the building and will serve to slightly pressurize the spaces. Because of the corrosive sea air, no air-side economizer free-cooling function will be provided.

3.8 Exhaust Air

The batteries in the comm. room will be provided both high-level and low-level continuous exhaust per the International Fire Code, Section 2704. An emergency shut-off of the break-glass type labeled “Ventilation System Emergency Shutoff” will be provided in the adjacent fan room. New toilet exhaust fans will be provided for the two toilet rooms per the mechanical code.

3.9 Control

The Building Entry and Call Center systems will be controlled by, 7-day programmable wall-mounted thermostats in the spaces. The Comm Room system will be controlled by an electronic thermostat (non-programmable).

4.0 Accommodating User Requests

4.1 The proposed design addresses the users concerns about noise, air conditioning redundancy, and the control of the movement of outdoor air in the building. It also meets their request to remove the air handlers and piping from above the ceiling.

4.2 The layout clears the way for future building additions on the east and south side of the facility, since the new outdoor units for this project will be installed on the west side.

4.3 The user initially requested a central variable air volume (VAV) unit. However, the entry point for variable volume units is around 22 tons, and this project does not have a large enough load to fit into such a system. Also, there are not enough separate zones to justify a VAV system. The ECC project has only two large zones and at most two zones at the building entry. The UFC 3-410-02N, “Heating, Ventilation, Air Conditioning, and Dehumidifying Systems” suggests that there should be “sufficient zones, 11 or more zones, and load variation to permit reduction of fan capacity for significant periods during the day”.

4.4 The user suggested that better air distribution might be achieved by continuous linear flow bar diffusers along the perimeter areas where the teams work. This is not possible due to space constraints posed by the building hip roof and high ceilings. There simply is not enough space at the building perimeter above the ceiling to mount anything close to the building edge. (Please refer to the sections on the plans). Space constraints above the ceiling in the comm. room also limits what is possible.

4.5 The user has also requested humidity control. The average annual climate at Vandenberg is between 40F and 62F. The mean precipitation in December, January, February and March is around three inches per month. During this time there may be little call for cooling. (The cooling coil provides some dehumidification.) Without a variable volume reheat system, at times humidity levels can rise. This is the limitation of the direct expansion (DX) refrigerant-based system.

4.6 The design team was asked to consider thermal comfort for the emergency call center. There are two groups of people working in the same space; one group is dressed more heavily than the other and would like a lower temperature for comfort. Without partitioning the two groups of workers, it will probably be challenging to maintain thermal comfort of both groups simultaneously. The design airflow will supply 4 air changes pe4r5r hour and should provide adequate air movement.

5.0 Testing, Adjusting, and Balancing

Testing, adjusting, and balancing shall be in accordance with the NEEBB Procedural Standards for Testing, Adjusting, Balancing of Environmental Systems or the AABC National Standards for Testing and Balancing Heating, Ventilating, and Air Conditioning Systems.

Volume dampers will be provided in all branch ductwork to allow for proper balancing.

Balancing by diffusers will not be permitted.

6.0 Seismic Requirements

Ductwork and piping will be seismically braced.
