Section B: Description of the Supplies/Services Required
Purchase of Agilent Trace Gas Analyzer, model 7890B which will include third party upgrades and installation, calibration and training.
Section C: Justification for Soliciting from a Single Source
A brand name request is required for this acquisition for the Agilent model 7890B trace gas analyzer. Currently the Aerospace Fuels Laboratory utilizes a primary Agilent 7890B which interfaces with specific computer systems and software. This purchase would be for a secondary backup 7890B that will utilize the same software and will have the same unique capabilities of the primary 7890B.
Section D: Efforts to Obtain Competition
Market research was conducted by interviews with government laboratories. Experiences at other laboratories indicate that units with single Pulsed Discharge Helium Ionization Detector (PDHID) cannot reliably detect and quantify traces of neon in bulk helium. Market research indicated that a small business could provide the required machine, however the Agilent model 7890B brand is required to integrate with existing software/machine.
Section E: Steps to Preclude Future Single Source Awards
There are no future acquisitions for the same supplies planned or known at this time. In the event a new acquisition is required, market research will again be conducted to determine if circumstances documented herein have changed. All attempts will be made to conduct a competitive acquisition as circumstances warrant.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
