POST SITE VISIT Questions for Jupiter Dorm FA4610-14-R-0023 and Agena Dorm FA4610-14-R-0024. The answers to the question are noted in red.
1. Can the site superintendent also perform the duties of the SSHO if so qualified?
Yes
2. Can the site superintendent also perform the duties of the QCM if so qualified?
No
3. Can the SSHO also perform the duties of the QCM if so qualified?
Yes. For questions 1-3 OSHA regulations are the governing standard. If an OSHA rule states other than the responses given, the offeror must identify the OSHA rule in the proposal.
4. Can you please provide the Vandenberg AFB Facilities Excellence Standards” and the “Standard Installation Specifications” documents?
The Vandenberg AFB Facilities Excellence Standards have been included as Attachment 7. The “Standard Installation Specifications” are the Environmental Specifications (Attachment 2) and the General Requirements Specifications (Attachment 6)
5. Can you please provide as-built drawings for Building 13321?

6. UFC 3-410-01FA HVAC - Drawings A-101 and A-102 that were provided as part of the bid documents have the following Typical Note: Provide appropriate HVAC system as required per the following: -UFC 3-410-01FA HVAC. UFC 3-410-01FA is not listed on the WBDG website as an active UFC. UFC 3-410-01FA was found through an internet search and contains a “CANCELLED” watermark on all pages of this UFC. Is UFC 3-410-01FA HVAC required to be followed for this project? Please confirm.
Offerors should use UFC 3-410-01 shall be used instead of UFC 3-410-01FA. See revised Statement of Work dated 23 July
7. Heating & Cooling System - Drawings A-101 and A-102 that were provided as part of the bid documents have the following Typical Note: Provide appropriate HVAC system as required per the following: -UFC 3-410-01FA HVAC -Unaccompanied Housing Guide, US Air Force. No specific type of new heating and cooling system is given on any of the bid documents. Is there a specific type of new heating and cooling system (fan coil units, VAV boxes, etc.) required for this project? If so, please provide the specifics for this new heating and cooling system.
The heating and cooling system shall comply with UFC 3-410-01 and the Unaccompanied Housing Guide
8. Can you please provide a hazardous materials report for the building?
See attached reports.
9. Can you please provide the ATFP blast standoff distance?
The appropriate blast standoff distance is to the curb line of existing parking lot. The designer will need to use that distance and an appropriate sized explosive device to design the plast resistant windows.
10. What finish is required for the window frames. (Color, type) This would be determined during design phase. See the VAFB Facilities Excellence Standards.
11. What color and type of glass is required for the windows and glass doors?
This would be determined during design phase. See the VAFB Facilities Excellence Standards.
12. Sheet A-101, Key note 29 states that the contractor is to “Provide for installation of electronic key card system at exterior swinging doors and interior bedroom doors typical. System shall be compatible with (e) system.” Is the contractor to provide the card key readers, electronic door hardware and etc for a complete operating system?
Contractor can re-use the existing electronic key-card systems to install in the exterior and bedroom doors. This will require them to remove them from the existing doors for installation into the new doors. This is what was done in the last renovation.
13. Sheet A-101, Note 31 refers to a shower door, Note 22 refers to a shower curtain. Are the showers to have a shower curtain or shower door?
The showers are to have a shower curtain.
14. The RFP refers to ATFP and UFC 4-010-01. Is Progressive Collapse required, per ATFP UFC 4-010-01? If it is, please a provide structural as-builts so that a building analysis can be completed. Providing a comprehensive proposal to include current ATFP standards would be difficult without knowing the structural framing of the facility.
Per UFC 4-010-01, par. 1-8.2.1 Major Investments, if we do not exceed the 50% of plant replacement value (PRV) in renovating the facility, progressive collapse is not required. It is up to the design AE/contractor to determine if progressive collapse is required or not.
15. The roof per SOW 2.21.b indicates repair or replace. Who makes this decision about present state of roof? If not otherwise noted, may we suggest that a 10 year or 15 year warranty be the standard to repair vs replace?
This requirement need to be determined by the design engineers through the desifn phase of the project.
