Questions and Answers from Industry Day Base Paving FA4610-12-R-0003

Question 1: Why has the Government elected to use Unit Price Book (RS Means) and not local pricing for paving?

Answer 1: The pricing is localized through the Unit Price Book (UPB) by applying the City Cost Index (CCI) factors mandated in preparing a pricing proposal in accordance with Specification Section 00 01 00 and 01 04 00.

Question 2: How is the contractor to handle paving (Asphalt) pricing or price fluctuation that differs from RS Means pricing?

Answer 2: The UPB represents fair and reasonable pricing for material, wage rates, labor production and equipment costs. Economic price adjustments occur annually through updates to the UPB as required by and in accordance with Specification Section 00 01 00 and 01 04 00. If an unpredictable or uncontrollable event occurs which causes pricing to escalate beyond the UPB, or normal pricing trends, the contractor shall provide evidence of the escalated difference to the Contracting Officer. Then the line item will be treated as Non Price Item (NPI) in accordance with Specification Section 01 04 00, paragraph 1.4.1.3.

Question 3: Trucking Asphalt to VAFB is high because of its remote location, how is this to be reflected using RS means.

Answer 3: Same Answer as number #2

Question 4: Will the Base Paving Sample/Demonstration project be evaluated on price?

Answer 4: Yes, the (Demonstration Project) pricing will be evaluated, but only in a manner to determine the offeror’s construction methodology, task selection and quantities are sound, reasonable and supported by the design approach, Statement of Work (SOW). The pricing for the Demonstration Project will not be ranked from lowest to highest and has no bearing on offeror’s coefficient.

Question 5: How is the Government going to evaluate Past Performance?

Answer 5: Past Performance will not be evaluated, pursuant to 15.304(c)(3)(iii).

Question 6: What labor wages are to be used and how will be incorporated?

Answer 6: At contract award the latest Santa Barbara General Decision Number: CA130023 and San Mateo General Decision Number CA130029 will be incorporated annually.

Question 7: How are coefficients calculated for evaluation?

Answer 7: Each offeror’s coefficients will be added, averaged, and ranked from lowest to highest amongst the offerors.

Question 8: What elements or factors to use in developing a coefficients?

Answer 8: Coefficients should be developed using the indirect costs associated with providing the services required to manage the program. These costs can generally be described as those services provided prior to a Task Order (TO) award.

Question 9: With three contracts to be awarded for the Base Paving ID/IQ, how will each contractor handle the training, the Unit Price Books and the Software Requirements as described in Paving technical specification 01 04 00?

Answer 9: The training requirement of government personnel, and requirement for provided copies of software, electronic databases, and hard copy books as stated in Specification 01 04 00, paragraph 1.5.2 are to be removed.

Question 10: May an offeror propose on a Task order using Sage Timberline Estimating Software, if the software extracts the division element data from RS Means instead of using CostWorks Software?

Answer 10: No. The use of software other than Cost Works may result in flawed data and the inability to conform to standardized document format. Inconsistency between proposals will cause complications in evaluations and increase review times.

Question 11: How many projects are expected to be awarded for Pillar Point AFS?

Answer 11: Expected projects at Pillar Point are very few. Historically, no projects have been executed at PP AFS in the last several years.

Question 12: How many Paving task orders are estimated for next year?

Answer 12: Given the current economic climate and historical data, the estimated projects anticipated for next year is six.

Question 13: Will contract minimum bonding amount for single be $2,000,000.00 and aggregate be $10,000,000.00, or will it be the amount as stated in draft solicitation?

Answer 13: The bonding limit will be $2,000,000.00 for single and $10,000,000.00 for aggregate.

Question 14: When is the solicitation expected to be released?

Answer 14: The proposed time of solicitation release is on or about 9 Aug 2013.

Question 15: Will the coefficient be allowed to change?

Answer 15: The coefficient will not be permitted to change after acceptance - contract award. However, a reduction in the coefficient may be offered at the TO level in order to gain the competitive edge for TO award.
