Questions pertaining to this conference can be asked at any time.
Response for previous submitted questions submitted will be provided to all offerors and posted on FedBizOpps.
All other questions/comments pertaining to the RFP, terms & conditions, Technical Specifications, attachments or exhibits must be submitted in writing NLT COB 24 January 2013.
Q & As (along with info from this briefing) will be posted on or about 29 January 2013.
RFP (and any amendments) takes precedent over anything said in this briefing or answers to any questions.

Technically Acceptable
Determined through submission of an offer IAW with all terms and conditions of the RFP
Evaluation Method:
Lowest Price Technically Acceptable (LPTA)
Ensure you complete Section K, Reps & Certs (ORCA)
Executed Proposal:
Using guidelines and instructions provided in section L
A completed Exhibit A
Evaluation Method: Award Criteria
The Government intends to evaluate proposals and award without discussions
All coefficients from all CLINS will be added and averaged
Then all proposals will be ranked from lowest to highest
The (2) lowest priced proposals will be evaluated for technical acceptability
If the lowest priced proposal is technically acceptable it will be awarded one of the two contracts
The second lowest priced proposal will be evaluated for technical acceptability (if technically acceptable it will be awarded one of the two contracts)
If the lowest two proposal are not technically acceptable the
Government will move on to the next lowest priced and evaluate for technical acceptability.

The contractor shall perform maintenance, repair, and minor construction IAW
Attachment 1, Specifications for Simplified Acquisition of Base Engineering
Requirement (SABER) and as identified by other specific specifications/work statements in each task order issued against the contract.

Developing Pricing
• Will go over the worksheet upon conclusion of this presentation
•Coefficients are factors multiplied against the standard unit prices in the UPG to calculate TO prices
• Offerors propose coefficients for costs such as overhead, profit, minimum design costs, G&A expenses, bond premiums, and gross receipt taxes
• Other possible expenses to be placed in your coefficient:
• local office expense
• RS Means training (Base Year)
Warnings
If you submit a negative coefficient, you are going to have to live with it. Don’t look to the government for empathy
Line Item Quantities are vital, not only do they tell us how many widgets you are going to use, they are used, on occasion, to de-scope a project and are required to make a equitable resolution.
Technical Specification:
Organizational Structure
Provide an organizational chart identifying all key personnel with a description of their work experience relating to projects similar in scope to those expected under SABER.
Include the organization’s program management policies, procedures, and processes
Note we do not want resumes
Contractor License
Offeror must possess a current California State Contractor’s
License Type A or B.
Bonding Capacity
Offeror must provide evidence that it is able to obtain a minimum single project bonding capacity of $3M and a minimum aggregate bonding capacity of $10M.
Document must include surety company’s name, address, phone number, and points of contact.
Quality and Safety Overview
Offeror must demonstrate its ability to design and implement a
Quality Control and Safety Plan in accordance with General
Specifications Section 01 45 01.
(Past Performance) Relevant & Recency
• Relevant
• Within the scope of the solicitation
• Should be exceed $100,000
• Should be a repair and/or renovation project
• If less than $100,000 it will be considered technically unacceptable
•Recency
• Should be within the last three years
• From the date of the solicitation
• If older, it will be considered not technically acceptable
Past Performance
• Submit three satisfactory past performance examples
• Must be relevant
• Must be recent (within three years)
•DO NOT submit more than three, only three will be evaluated
•Note if more than three are submitted only the first three will be evaluated the rest will not be evaluated. Past performances below a satisfactory level will be considered technically unacceptable.
Warnings
• If your proposal is found to be nonresponsive, your proposal will not be evaluated.
• Example, submitting only one of three volumes
• Not signing the solicitation
