ATTACHMENT 1
1. Question: Will the contractor be allowed to utilize contractor row?
a. Answer: Utilizing contractor row is situational; if space is available, the contractor must contact Civil Engineer in order to be granted access.
b. Lay down areas may not be available at all jobs.
2. Will negative coefficients be reviewed as nonresponsive?
a. Negative coefficients are not encouraged, however they will not be considered nonresponsive.
3. Will nonstandard hours be evaluated?
a. Nonstandard hours have been removed, and contractors will only need to bid on the standard hours.
4. When are questions due to the Contracting Office?
a. 24 January 2013
b. Submit questions to:

5. When will answers be posted to questions?
a. On or around 29 January 2013.
6. What is the preferred method for determining line items?
a. Cost works is the preferred method.
7. Do contractors need to propose the full amount of RS Means software and training?
a. No, the cost will be shared by both contractors, therefore it is estimated that each contractor will be liable for 5 books each year.
b. Training is required for each year.
8. On page 46 of the RFP section (5) Sub-Factor 5- Past Performance section MINIMUM STANDARD OF ACCEPTABILITY it is stated relevant projects are those where the Offeror has performed as a prime, will the government consider key personnel experience to meet this requirement?
a. Answer: If the “Key personnel” will be the ones working on the project, however if no past performance is available it will be treated as a satisfactory.
9. In Project specific cost section, the cell number B7 has a figure 40 in it. Is this an estimated figure for number for estimation that we might do?
a. Answer: The Coefficient sheet has been corrected.
10. Can we add any other cost involved in the project specific cost section?
a. Answer: Yes, line items can be added to the coefficient worksheet, however they are not encouraged.
11. In General and Administrative section, cell at E7 is directed to show in decimal but the cell itself is formatted as dollar value. What figure are we supposed to put in at E7 and F7?
a. Answer: The Coefficient sheet has been corrected.
12. Same question for E17 and F17

13. In the note section, it seems the cell reference numbers are off or are they not? Could you clarify?
a. Answer: The Coefficient sheet has been corrected.
14. In the FA4610-12-R-0001 Solicitation for the Vandenberg Mini Saber, Factor 2, Sub-factor 3 Bonding Capacity requires evidence that the contractor is able to obtain a minimum single project bonding capacity of $3M and a minimum aggregate bonding capacity of $10M. May this evidence be in the form of a bonding letter?
a. Answer: Yes, that is sufficient.
