Quality Plan Overview

Demonstration Project

–Proposal
–Design Assumptions/Interpretations
–Cost estimates will be generated using a RS MEANSbased cost estimating program

Price/Cost

Coefficients are factors multiplied against the standard unit prices in the UPG to calculate TO prices

Offerors propose coefficients for costs such as overhead, profit, minimum design costs, G&A expenses, bonds, estimating costs, proposal preparation costs, and gross receipt taxes

Other possible expenses to be placed in your coefficient:

local office expense RS Means training

Price/Cost

All coefficients from all CLINS will be added and averaged

Then, all proposals will be ranked from lowest to highest

CLIN Calculation Example

CLIN 0001 1.0000

CLIN 1001 0.9900

CLIN 2001 0.9800

CLIN 3001 0.9700

CLIN 4001 0.9600

Total Sum of CLIN’s 4.9000

Average of all CLIN’s 0.9800

Proposed Coefficient for Evaluation Purposes 0.9800

Overall Proposal Evaluation

Factor 1:Price
Factor 2:Technical

Sub-factor 1: Management Overview Sub-factor 2: Contractor’s License Sub-factor 3: Bonding Capacity Sub-factor 4: Quality Overview Sub-factor 5: Demonstration Project

Two Step Process

Step 1: Perform price evaluations on all proposals and rank them from lowest to highest;

Step 2: Conduct technical evaluations beginning with the lowest priced offeror. Technical evaluations will continue until the Contracting Officer determines that a sufficient number of proposals have been determined technically acceptable to establish price fair and reasonable based on adequate competition. If the lowest priced Offeror is determined to be technically unacceptable, then the next lowest priced Offeror will be evaluated. This process will be repeated until the government has identified the three lowest priced technically acceptable offerors. The government reserves the right to open discussions. Only those offerors determined to be technically acceptable, either initially or as a result of discussions, will be considered for award

If your proposal is found to be nonresponsive, your proposal will not be evaluated.

Example, submitting only one of three volumes

Not signing the solicitation

Not acknowledging all Amendments

Warnings If you submit a negative coefficient, you are going to have to live with it. Carefully consider all consequences of a coefficient of less than 1.

Line Item Quantities are vital, not only do they tell us how many widgets you are going to use, they are used, on occasion, to de-scope a project and are required to make a equitable resolution.

We will provide a statement of objectives, you will in turn provide a detailed statement of work in your own words telling us how you are going to complete a certain project.

Contract Administration Fair Opportunity shall be provided for each Task Order at all installations unless the following exceptions apply Urgent requirement-Unique or Highly specialized Logical follow-on-Meet minimum guarantee Labor checks by Contracting Interim Inspections by CE Daily Reports by the Contractor Payrolls and Invoices

Project Oversight Contractor efforts will be monitored by the Project Manager and Contracting Progress reports will be required for each task order Project schedule requirements will be identified at the task order level Monthly meetings will be conducted with contractor and 30 CONS/LGCA and 30 CES/CEPMS Contractor performance will be reported in Construction Contractor Appraisal Support System (CCASS)

Bonding Bonding will be required for all projects to 100% of the contracted amount Both Payment and Performance Bonds will be required It is the Contractor’s responsibility to meet the bonding capacity
