About this file

This file is a Questions and Answers (Q&A) attachment for Federal Acquisition Regulation (FAR) solicitation FA460826QS042, a Dormitory Maintenance Blanket Purchase Agreement (BPA) for Barksdale Air Force Base.

The solicitation establishes a firm fixed-price, multiple-award BPA with a maximum contract value of $350,000 or five years from establishment, whichever comes first. Individual call orders are capped at $25,000 per transaction. All pricing must include labor, travel, equipment, and materials on a firm fixed-price basis with no hourly rates or cost-plus arrangements permitted. Contractors are responsible for paying all parts and materials costs and must submit invoices to the customer to track remaining contract balances. Unit prices are submitted for the initial year only; contractors must provide updated pricing annually if prices change. The contract is not subject to economic price adjustments, and all quoted rates remain fixed throughout the BPA period. Pricing should be submitted per the price list (Attachment 3), with line items priced per unit of measure specified (e.g., "each" for CLINs 210, 212, and 504).

The Q&A addresses 57 questions covering carpentry repairs (doors, shelving, flooring, countertops, carpet), painting, electrical repairs (fixtures, outlets, exhaust fans), plumbing repairs (toilets, faucets, garbage disposals), HVAC repairs (filters, thermostats), and complete room packages. Evaluations are based on price and technical proposals, with technical submissions requiring a capability statement highlighting relevant experience, particularly prior military installation work. The solicitation deadline is August 5, 2026, at 12:00 PM Central Daylight Time. A site visit is highly recommended (not mandatory) and scheduled for August 4, 2026, at 9:00 AM CDT at 106 Wilbur Wright Drive, Bossier City, Louisiana (Barksdale AFB Visitor's Center) to obtain accurate measurements and dimensions. FAR 52.219-14 (Limitations on Subcontracting) applies; prime contractors may use qualified local trade subcontractors while retaining full prime-contract responsibility. Several originally listed line items have been removed from the price list.
