About this file
This is Amendment 01 to a federal solicitation (FA460826QS012) issued by the 2d Contracting Squadron at Barksdale Air Force Base for the restoration of an HQ AFGSC B-2 static display aircraft. The amendment updates the Statement of Work Section 3.8 regarding warranty requirements and provides government responses to 21 questions submitted by potential offerors. The contractor is responsible for complete restoration work including de-installation, rigging, transportation, and reinstallation of the B-2 model and its pedestal. Work scope includes cleaning, surface preparation, repair of stress cracks and delamination, and repainting of both the aircraft and pedestal. The contractor must provide a five-year workmanship warranty covering all labor associated with repair, refurbishment, and repainting, excluding deterioration from normal wear and tear, UV fading, extreme weather events, and natural disasters.
Government support includes access to the static display area, coordination with the prime contractor (but not subcontractors), provision of outside water source and electrical access, and space for staging a storage container. The contractor bears all costs for equipment, utilities, and personnel support. Work must be performed during standard operating hours (0730-1630, Monday-Friday), with approved exceptions only. Restoration work may be performed on-base under BAFB Environmental Shops supervision or off-site at the contractor's facility. The contractor is responsible for developing color standards and marking references by matching the existing model, which was donated by Northrop Grumman without as-built drawings. Construction material composition is unknown; a site survey is recommended. Payment is consolidated into a single CLIN with no partial payments authorized; award will be made on an ALL or NONE basis upon successful completion of the entire project. Insurance requirements are specified in FAR 52.228-5. The Contract Specialist is Damarcus Ikard (damarcus.ikard@us.af.mil).

DEPARTMENT OF THE AIR FORCE
2D CONTRACTING SQUADRON (AFGSC)
BARKSDALE AIR FORCE BASE LOUISIANA
24 March 2026
MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS
FROM: 2d Contracting Squadron/PKP 801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110
SUBJECT: Amendment 01, Solicitation FA460826QS012, HQ AFGSC B-2 Static Display Aircraft Restoration
1. The purpose of issuing Amendment 01 to Solicitation FA460826QS012, HQ AFGSC B-2 Static Display Aircraft Restoration is to update the Statement of Work 3.8, (page 3 of 5); and provide the government’s answers to the questions submitted in accordance with the timeline identified in the Combined Synopsis-Solicitation posted on 16 March 2026.
2. The following changes were made to Attachment 1 – Statement of Work 3.8:
a. The following text was deleted “The Contractor shall provide a workmanship warranty covering a minimum period of five (5) years for all services performed under this contract.”
b. The following text was added “The Contractor shall provide a workmanship warranty for a period of not less than five (5) years covering all labor associated with the repair, refurbishment, and repainting of the B-2 static display. During the warranty period, all work performed by the Contractor shall remain free from defects in workmanship. This warranty shall specifically cover, but is not limited to, failures such as peeling, blistering, cracking, flaking, or other premature breakdown of the coating system, as well as the development of corrosion attributable to improper surface preparation, inadequate coating application, or other deficiencies in workmanship. The warranty shall not apply to deterioration resulting from normal wear and tear, ultraviolet fading consistent with environmental exposure, or damage caused by extreme weather events, natural disasters, or other conditions beyond the Contractor’s control.”
2. Below are the answers to the questions submitted by potential offerors. The government’s answers are in bold text.
Question 1: Please clarify whether the restoration work must be performed entirely at Barksdale AFB, or whether off-site restoration at the contractor’s facility is permitted.
Answer: The restoration work can be performed on BAFB under secure conditions regulated by the BAFB Environmental Shops or the CTR can choose to perform the restoration offsite if the CTR wishes to do so.
Question 2: Please clarify whether the contractor is solely responsible for all de-installation, rigging, transportation, and reinstallation activities, or whether the Government will provide any equipment, access support, or coordination assistance.
Answer: The government will not provide any equipment for the deinstallation and reinstallation process. The government will assist with access to the static display area. The government will assist in coordinating with the prime CTR but not subs of the prime.
Question 3: Will the Government provide drawings, measurements, color standards, and marking/stencilling references for the aircraft and pedestal, or should offerors develop those references independently?
Answer: The current model is in place with all markings, stickers, and stencilling in place. The CTR should use this model and all characteristics of the model to develop those references independently.
CTR is responsible to match the color scheme of the existing model as well.
Question 4: Please clarify who the approving curator is, what product data or samples must be submitted for approval, and the anticipated Government review timeline for coating approval.
Answer: The curator is the government POC. Product used require submittals for approval.
Specified products are required unless a “better” option can be verified by government POC.
Approval timelines are a quick turnaround to expedite completion of the project.
Question 5: Please clarify the known construction/material composition of the B-2 static display aircraft and pedestal, and whether any existing as-built information, prior repair history, or restoration records are available to offerors.
Answer: Construction material of the static display is unknown. Recommend site survey to determine specifics. The model was donated to the command by Northrop Grumman; no as-built drawings were provided to the user. The model has been painted twice in its lifetime here.
Question 6: : Please clarify whether the Government will provide access to on-site utilities such as water and electricity, or whether the contractor must furnish all utility support required for performance.
Answer: The government will provide access to utility support both water and or electricity.
Question 7: Please clarify whether the pedestal scope is limited to cleaning, surface preparation, and repainting, or whether offerors should include structural or concrete/metal repairs to the pedestal/base if defects are discovered.
Answer: The Pedestal scope is limited to cleaning, surface preparation, and repainting.
Question 8: Does the Government have any existing inspection findings, repair history, or estimated quantities for cracks, delamination, or deteriorated areas that can be shared to help offerors price the unknown repair scope consistently?
Answer: The government has provided detailed pictures enveloping the scope of the repairs needed and has no knowledge of the exact number of cracks, delamination’s, stress fractures, and etc.
The model has been painted and re-stickered twice before in its lifetime.
Question 9: For proposed “or better” substitute coating products, please clarify the Government’s equivalency standard and required supporting documentation for review and acceptance.
Answer: Product used require submittals for approval. Specified products are required unless a “better” option can be verified by government POC.
Question 10: Would the Government consider an alternate dry-wash or low-moisture cleaning method in lieu of the specified wet-cleaning approach, if the offeror demonstrates equivalent cleaning effectiveness, surface protection, and environmental compliance?
Answer: Yes
Question 11: Please clarify what on-site facilities, utilities, and support services (if any) will be provided by the Government, and what the contractor is expected to furnish to perform the work on base Answer: On site utilities would not be provided due to the work location being adjacent to a secure facility. The CTR could bring in a port-a-potty if desired. The government will provide an outside water source and outside receptacle that will require extension cords for use. The CTR can stage a storage container, space to be provided by the government for the storage of tools, equipment, and supplies for the duration of the job. No other provisions by the government will be made.
Question 12: Please confirm whether there is an incumbent contractor associated with this requirement, and if so, can the Government provide the incumbent contractor’s name, contract number, and a brief description of the prior scope of work performed.
Answer: This static display was re-coated and worked on twice in the past to seal stress cracks on the display.
Question 13: Please confirm whether offerors should submit the quote as a single combined file or as separate files for technical and price, and whether supporting documents such as certifications, licenses, cover page, or table of contents may be included outside the two-page Technical Plan.
Answer: Quotes should be submitted with separate files for the Technical and Price proposals.
The two-page limit applies exclusively to the Technical Plan; supporting documents like certifications, licenses, and a cover page can and should be included as separate attachments without a page limit.
Question 14: Please confirm allowable working hours on base, including any restrictions related to noise, weekends, holidays, or after-hours work.
Answer: The specific hours of operation are defined in Section 6.0 of the Statement of Work.
The standard allowable working hours are from 0730 to 1630, Monday through Friday.
Work is generally not permitted on weekends or Federal holidays. Any work required outside of the normal operating hours must be coordinated with and approved by the HQ AFGSC Facility Manager.
Question 15: Please provide expected timelines and requirements for personnel badging, background checks, and base access approvals.
Answer: Exact timelines for these approvals are not provided in the solicitation documents and will be communicated to the successful offeror after the contract award.
Question 16: Please clarify the Government’s inspection and acceptance criteria for completed work, including any quality standards or final approval requirements.
Answer: The acceptance criteria are based on the successful and complete execution of all tasks described in the Statement of Work. Your own quality control system should ensure these requirements are met before you certify the project as complete for the Government's final inspection.
Question 17: We saw the 5-year warranty but no enforcement terms on the SOW. Please clarify warranty enforcement requirements, including response timelines, coverage expectations, and any remedies required for defects.
Answer: The Contractor shall provide a workmanship warranty for a period of not less than five (5) years covering all labor associated with the repair, refurbishment, and repainting of the B 2 static display.
The warranty shall not apply to deterioration resulting from normal wear and tear, ultraviolet (UV) fading consistent with environmental exposure, or damage caused by extreme weather events, natural disasters, or other conditions beyond the Contractor’s control.
Question 18: WAWF mentioned but no structure was clarified. Please confirm whether payments will be milestone-based, progress-based, or upon final completion, and whether partial payments are authorized.
Answer: The entire scope of work is consolidated into a single CLIN and the payment instruction point to a single invoice upon completion, partial payments are not authorized.
Payment is contingent on the successful completion of the entire restoration project as described in the Statement of Work.
Question 19: The solicitation states award may be made on a SOME, NONE, or ALL basis; please clarify how this applies to this requirement with a single CLIN.
Answer: Because the entire requirement is consolidated into a single CLIN, the "SOME" basis is not applicable. The government cannot select partial services from within this single line item.
Therefore, the award will effectively be made on an ALL or NONE basis. The government will either award the contract for the entire scope of work described in CLIN 0001 or will not award a contract at all.
Question 20: Please specify required insurance types and coverage limits for performance on this contract.
Answer: The insurance requirements are established in "Attachment 2 - Provisions and Clauses" through the incorporation of FAR 52.228-5, "Insurance—Work on a Government Installation." This is supplemented by "Attachment 1 - Statement of Work," Section 5.3, which requires contractors to satisfy all insurance requirements to access the installation and operate vehicles.
Question 21: Please confirm required submittals, including reports, documentation, SDS submissions, or progress updates expected during performance.
Answer: Submittals required for all products used in the reconstruction/refurbishment of the B2 Static display model to AFGSC POC
