STATEMENT OF WORK

HEADQUATERS AIR FORCE GLOBAL STRIKE COMMAND (HQ AFGSC)

B-2 STATIC DISPLAY AIRCRAFT RESTORATION

Attachment 1 - Statement of Work

FA460826QS012

1 Background for Requirement:

1.1 The B-2 static display aircraft located at HQ AFGSC, Barksdale Air Force Base

(AFB) requires repair, refurbishment, and repainting to address existing structural damage, mitigate water intrusion, and prevent further corrosion. An overhaul is necessary due to structural cracks that present a long-term risk to the integrity of the display and could result in irreversible damage if left uncorrected. In addition, the aircraft exhibits significant deterioration from prolonged outdoor exposure, including water staining, biological damage from birds and insects, ultraviolet fading, and corrosion resulting from peeling and chipping paint.

2 Scope of Work:

2.1 The Contractor shall furnish all management, labor, materials, tools, equipment, parts, and supplies required to perform repair, refurbishment and repainting of the B- 2 static display aircraft and its associated pedestal. The Contractor shall ensure full compliance with all applicable environmental regulations throughout the execution of this effort. Responsibilities include de-installation of the B-2 static display aircraft from its existing pedestal, transportation to and from the designated restoration facility, and reinstallation of the aircraft onto the original pedestal located at HQ AFGSC, if required.

3 Service Task Summary:

3.1 The objective of this service is to repair, refurbish, and repaint the B-2 static display aircraft.

3.2 The Contractor shall thoroughly clean the aircraft structure to remove dirt, debris, and mold, utilizing an approved bleach solution to eliminate biological growth and ensure proper ventilation. All leaks, cracks, and damaged components must be identified and repaired, with additional internal bracing installed as required to restore structural integrity. Delaminated areas shall be repaired using epoxy, fiberglass, and mesh, and relief holes created where necessary.

3.3 The Contractor shall thoroughly clean the pedestal to remove dirt and debris. The pedestal shall be sanded, primed, and repainted in its original paint color. A clear coat and UV sealant shall be applied to enhance protection against sun and heat exposure, and the surface polished to the specified finish.

Attachment 1 - Statement of Work

3.4 Prior to cleaning and paint removed, the area under the aircrafts will be tarped to contain paint chips for proper disposal. Surface contamination will be removed through use of high-pressure washer utilizing water only. After sufficient drying time, existing paint will be scraped and sanded to feather edge, peeled or otherwise defective paint and to properly scuff surface in preparation for paint application.

Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. At the end of each day or prior to a rain event, paint chips collected on the tarps will be swept up and placed into drums. Tarps will be reused to the greatest extent possible to reduce the amount of waste generated. All paint chips, paint, rags and debris generated will be managed as directed by the Base Hazardous Waste Program Manager. Contractor will meet with Program Manager prior to the start of any activities. If any corrosion/metal deterioration is discovered, it will be removed and repaired prior to paint application.

3.5 The aircraft shall be sanded, primed, and repainted in its original paint scheme, with all current insignia, markings, and stenciling reapplied in the correct size, color, and location. A clear coat and UV sealant shall be applied to enhance protection against sun and heat exposure, and the surface polished to the specified finish.

3.6 Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. Primer (LICP 200 Industrial primer or better) will be applied to ensure solid paint application. The color coats will be Industrial Catalyzed Urethane type paint or better (subjective to approval by curator). You must obtain a wet mil thickness of 4.0-4.5 mils. One coat applied in two medium wet passes may be adequate to accomplish the above specification. If not, a second coat will be applied. Then 2 or more coats of Valspar AC4400 Clear coat HS or better will be applied to give a high gloss and long-lasting UV protection

3.7 Paint application depends on chemical composition of the paint used. All paint and primers containing hazardous air pollutants (HAPs) and/or volatile organic compounds (VOCs) cannot be sprayed and must be applied by rolling or brushing.

All SDS’s must be provided to the CE Environmental Office.

3.8 The Contractor shall provide a workmanship warranty covering a minimum period of five (5) years for all services performed under this contract.

4 4. Period of Performance:

4.1 The Contractor shall commence performance within sixty (60) calendar days of contract award. The commencement date shall not fall on a weekend or a Federal holiday. The period of performance (PoP) shall not exceed ninety (90) calendar days from the commencement of work. Extensions to the PoP may be granted only under exceptional circumstances and must be approved in advance by the designated HQ AFGSC Point of Contact (POC).
