Key technical requirements include: installing three 3-inch 3-Cell MaxCell fabric innerducts in the MH51-to-MH54 segment; maintaining 50-foot maintenance loops in designated manholes; using Panduit PST-FO self-laminating cable tags for labeling; performing fusion splicing with Corning LC UPC duplex shuttered single-mode CCH pigtailed cassettes (Part# CCH-CS12-AE-P00RE) at both buildings; and conducting comprehensive fiber optic testing per TIA 526-7 standards with both OTDR and optical power meter tests at 1310 and 1550 nanometers in both directions, requiring 100 percent serviceability with maximum acceptable loss of 2.1 decibels. The Contractor must provide a one-year warranty (or manufacturer's standard warranty, whichever is longer) including workmanship, submit as-built drawings, butterfly drawings showing manhole orientation and cable paths, installation test plans and reports, digital photographs in JPG format, and schedule a final project walk-through 10 calendar days prior to acceptance. Quality assurance inspections will be conducted continuously by 2d Communications Squadron (2 CS), with daily contact maintained between 2 CS and the Contractor's Site Superintendent, and all parts and pieces require 2 CS approval prior to ordering.

1.0 SCOPE
This Statement of Work (SOW) defines the requirements for the Contractor to furnish, install and test a new corning 12-strand single-mode OSP dielectric fiber optic cable (FOC) from Building 3458 Core Node to Building 6413 49 Test facility.
In general, the scope of this project will include furnishing all materials, labor, supplies, and equipment necessary for the installation of a 12-strand single dielectric cable as outlined below. All parts and pieces to be used will be submitted to 2d Communications Squadron (CS) for approval prior to Contractor ordering.
The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, and materials provided shall be new and not refurbished. Any required permits shall be run by Contractor.
2.0 REQUIREMENTS
GENERAL REQUIREMENTS
Safety Requirements
Site Coordination The Contractor shall meet with the Base Safety Officer during the pre-con for review of the specific safety requirements prior to installation.
Confined Space The Contractors and Sub-contractors entering confined spaces on Barksdale AFB, LA are responsible for the safety of their personnel and for their own confined space entry program as outlined in AFI 91-203, Air Force Occupational Safety, Fire, and Health Standards, and applicable OSHA standards. All confined space operations must be coordinated with the Base Safety Office prior to work start. The primary Contractor is responsible for all Sub-contractor confined space operations.
Accident/Incident Reporting and Investigation The Contractor shall record and report all available facts relating to each instance of injury to either Contracting or Government personnel in the Base Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
Security Requirements Security Clearances
The Contractors will be escorted as required in Bldg 3458 and Bldg 6413.

Environmental Management The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations, Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations.
The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Barksdale AFB, LA. The Contractor shall ensure their Sub-contractors comply with these specifications.
Permits No permits are currently being projected for this project.
The Contractor shall complete and process all permits as required to complete the installation. For example:
- AF Form 103, Base Civil Engineering Work Clearance Request (Digging Permit), shall be completed in advance of any digging activities.
- Contractor shall comply with all OSHA confined space requirements.
Integrated Product Team (IPT) No weekly IPT call is required for the project. 2 CS will have daily contact with the installation team and Site Superintendent.
Quality Assurance 2 CS will conduct Quality Assurance Inspections continuously/daily/weekly as the project progresses.
Contractor Personnel Project Management
The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the PM’s or alternate's range of authority to act for the Contractor relating to daily contract operation.
Site Point of Contact (POC) The Site Superintendent or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, security, access scheduling and discrepancy matters.
Personnel Requirements The PM, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.
Warranty The Contractor shall provide a 1 year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a 1 year workmanship warranty. The warranty period shall start from the date of system

and/or project acceptance. The Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.
Manuals and Practices As applicable, the Contractor shall provide the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed as provided by the original manufacturer with all new equipment.
SPECIFIC REQUIREMENTS
Outside Plant Requirements Existing Manholes (MH)
The Contractor shall pump water from manholes/handholes (MH/HH) as required to complete project.
Measurements Any distances provided in this SOW are for information only and shall NOT be used for ordering materials or determining duct lengths. Prior to ordering materials all measurements must be obtained by the Contractor.
Cable Racks and Cable Rack Supports Cable racks shall be installed in MH/HHs as required. Splices shall NOT be supported by the cables that enter each end of the splice case. The splices shall be supported by cable hooks under the splice case. Telecommunications industry standard cable hooks of the appropriate length shall be provided to support cables and splice cases. The cable hooks shall be secured using cable rack locking clips.
All cables shall be supported using racking clips, cable racks, and cable hooks. All cables shall be wrapped locked by themselves and not tied to other cables. Ty-wraps are allowed on sides of maintenance loops. Maintenance loops shall be formed and secured in a 3-foot diameter and then secured to ladder rack/steps using DELTEC Cable Support System with DELTEC double locking heads which shall be used to secure cable/innerduct to steps, ladder rack, etc. Maintenance loop locations shall be approved by 2 CS. All PVC innerduct being used shall be trimmed to within 6 inches of conduit prior to fiber installation. All Maxcell fabric innerduct will extend 3 feet beyond conduit with each cell’s pull-string extending 3 feet beyond the end of each Maxcell innerduct and tied off to MH vertical ladder racks.

Labeling The Contractor shall label all equipment and cables as directed by 2 CS below.

Cable Tags All tags shall be permanently labeled, easily visible and corrosion resistant. Tags to be used are Panduit Part# PST-FO Self Laminating 2”X3.5”. Install cable tags in all MH/HHs, building entrances and fiber optic distribution panel (FODP) locations. When cables pass through a MH/HH, put a tag on cable, approximately 1 foot from each duct entrance and exit. Information on the cable tag shall identify cable by size, type, cable number and count (Tag info for this project listed below).
The same information shall appear on the Contractor’s completed as-built-drawings. Install (1) additional tag at all MH/HHs with maintenance loops at the maintenance loop. Tags will be flagged not wrapped.

FODP Marking FODPs shall be labeled with black on white p-touch tape with ½ inch letters/numbers. Each cassette splice tray shall be marked to identify the fiber count contained in the splice tray. The FODP marking shall be as follows:

Cable Terminations and Splicing At both Bldg 3458 and Bldg 6413 the installed fiber optic cable shall be terminated by fusion splicing cable strands in a Corning 12-fiber, LC UPC duplex shuttered single-mode CCH pigtailed Cassette, Part# CCH-CS12-AE-P00RE. In Bldg 3458 use existing Corning CCH-04U. In B6413 install a Corning CH-04U and (1) splice cassette.
FOC Maintenance Loop The Contractor shall install maintenance loops in MH/HHs at locations indicated on Attachment 1. The maintenance loop shall be formed in a 3-foot diameter and properly secured using ladder rack and steps. See Para 2.2.1.3.
Outside Plant Installation The sequence of installation is at the Contractor’s discretion.
Facility Details Bldg 3458
a. Pull fiber from vault to Room 222 using existing vertical pathway. 2 CS will show the contractor the exact path at the time of installation.
b. Install splice cassette in existing FODP and fusion splice new FOC to splice cassette in Room 222.
c. No maintenance loop will be left inside Bldg 3458.
Bldg 6413

a. Route fiber from incoming conduit to existing 2-post rack.
b. Install (1) corning CCH-04U in 2-post rack. Terminate FOC in CCH using an LC pigtailed shuttered splice cassette. Corning CCH-CS12-AE-P00RE.
Underground Handholes, Conduit Systems and Innerducts Installation Installation path and associated requirements are as follows:
a. Bldg 3458 to MH49-2
i. Distance is approximately 130’ from Fiber Rack in Room 222 to MH49-2.
ii. Use existing horizontal and vertical pathway from Room 222 to 3458 vault.
iii. Use vacant MaxCell fabric innerduct from 3458 vault to MH49-2.
iv. Leave 50’ maintenance loop in MH49-2.
b. MH49-2 to MH49
i. Distance is approximately 200’.
ii. Use vacant MaxCell fabric innerduct.
c. MH49 to MH51
i. Distance is approximately 280’.
ii. Use vacant innerduct.
iii. Leave 50’ maintenance loop in MH51.
d. MH51 to MH54
i. Distance is approximately 302’.
ii. Install (3) 3” 3-Cell MaxCell Fabric Innerducts
1. The maxcell does not need to be detectable
2. Use one of the MaxCell sleeves after installation
e. MH54 to MH122
i. Distance is approximately 471’.
ii. Use vacant MaxCell innerduct
i. Leave 50’ maintenance loop in MH122.
f. MH122 to 6413 up to 2nd Floor Comm Rm
i. Distance is approximately 140’.
ii. Use vacant innerduct between MH122 and 4”LB on south wall of facility.
iii. Enter facility through 4” LB nipple into facility. From inside facility route inside chase between inner and out wall up to 2nd floor communications room.
iv. Support cable with J-Hooks for the vertical transition between the cable entrance until it enters the 2nd floor communications room.

NOTES: Do not install cables using the shortest route from MH/HH entrance to exit conduit. Route cables to provide maximum spare cable length, which may require a loop around MH/HH. Place cable as close as possible to MH/HH walls not to interfere with duct entrances. Support cables at a maximum distance of every 3 feet. In existing MH’s, HH’s, and vaults where new ducts are to be terminated, or where new cables are to be installed, modify the existing installation of cables, cable supports, and grounding as required with cables being arranged and supported as specified by 2 CS. Identify each cable with corrosion-resistant tags per 2 CS.
Use Panduit self-laminating Part# PST-FO 3.5” W X 2” H.
Composition N/A for this project The ducts shall be corrosion resistant and 4-inch inside diameter (I.D.) round or metric equivalent. The ducts shall be made of EPC-40 Polyvinyl Chloride (PVC) (Schedule 40) IAW NEMA TC-2; or EPC-80-PVC (Schedule 80) IAW NEMA TC- 2; or high density polyethylene (HDPE) SDR-13.5. Schedule 80 PVC shall be limited to risers. The ducts shall be appropriately labeled indicating the composition material. Ducts shall have a sleeve or bell end type coupling and shall be watertight when assembled. All new vacant HDPE or Sch 40 conduits shall have compression plugs installed in both ends to prevent debris from entering pipe.
New Handholes N/A for this project Handholes installed under this Task Order shall have an American Association of State Highway and Transportation Officials (AASHTO) rating of H-20 or equivalent. Unless otherwise stated, HHs shall have a minimum interior dimension of 4’W x 4’L x 4’H (width, length, height). HHs shall be furnished with cable racks and a grounding system. Two cable racks shall be installed on each of the four walls of every new HH. Vertical racks HHs shall meet the requirements of TIA -758A, paragraph 4.2.2. HH covers shall be 4’X4’ with spring or hydraulic assist for opening. HH lids shall be labeled with 1/8 inch raised letters stating “COMMUNICATIONS”. Four (4) 4-inch knock-outs shall be provided on each HH wall at a minimum of 12 inches from the handhole floor. All HH entrance conduits shall be sealed from the inside and outside as applicable to prevent soil entrance. To remain consistent with base installation practices handholes shall be Oldcastle concrete precast with bottoms. Drawings and specs can and will be provided. Each new HH shall have a 24 inch wide 12-inch-deep concrete lip installed around each HH flush with top of lid.
Installation N/A for this project Installation of underground conduits/ducts shall be IAW RUS Bulletin 1751F-643 and RUS Bulletin 1753F-151. Ducts across roads, sidewalks, parking areas, drainage ditches, or areas to be paved, etc. shall be installed by boring at a minimum of 3inchesch below grade. In manholes with knockouts, ducts shall start at the bottom knockout, allowing for upward expansion in the manholes. All ducts not installed at crossroads, sidewalks, parking areas, or areas to be paved, etc. shall have a minimum of 336-inchground cover, where possible and no less than 24-inch where areas of 36-inch depth cannot be achieved. The Contractor shall provide

other protective measures, concrete cap, etc., in those areas where the minimum ground cover cannot be achieved. Grading of ducts shall be accomplished IAW RUS Bulletin 1751F-643.
Bends and Sealing N/A for this project All bends between manholes shall be a minimum 20-foot radius with the sum of bends in all directions not exceeding a total of 180 degrees. Only two 90-degree bends shall be allowed between manholes. Where a bend or sweep is placed in PVC nonmetallic duct bank between manholes, the duct bank must be encased in concrete with a minimum compressive strength of 17,225 kilopascal (kPa) [2,500 pounds per square inch (psi)]. Ducts shall have bell ends and enter a manhole perpendicular to the surface of the wall through which it is entering. All ducts/innerducts entering manholes must be sealed. Universal duct plugs or removable putty sealants may be used. Upon completion of conduit sections, a test mandrel ¼ inch (6.4mm) smaller than the inside diameter of the conduit shall be pulled through two diagonally opposite ducts to ensure proper alignment. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc. The use of expanding filler foam is prohibited.
Entrance Conduits into Existing Manholes N/A for this project When new entrance conduits/ducts or sleeves are required, the Contractor shall core and install the necessary holes and install the ducts or sleeves, if knockout does not exist. Penetration shall not be in such a location through the wall as to block use of existing ducts in the manhole. New ducts will be a minimum of 18 inch from either the manhole floor or ceiling, if practical. The minimum bending radius for entry conduit/ducts shall be no less than 10 times the inside diameter of the conduit. Ducts and openings around ducts shall be sealed/grouted to prevent moisture from entering the manholes. All new installed conduits shall have manhole terminators installed and flush with inside of manhole wall.
The use of expanding filler foam is prohibited.
Excavation/Building Penetrations N/A for this project All wall penetrations, including inside buildings, shall be restored to meet the required base fire ratings.
Pull Rope All vacant installed innerducts shall be provided with waterproof corrosion resistant 1250# mule tape for future cable installation. The pull rope shall extend into the manhole and be secured to the cable rack or pulling iron. There is an exception with MaxCell, which already comes with pull rope in each cell.
Utility Separation N/A for this project When communications ducts cross either power duct or buried power cable, maintain a minimum separation of 3 inches of concrete or 12 inches of well-tamped earth between the two or 12 inches of well tamped earth when parallel; for pipes (e.g., gas, water, oil) maintain 6 inches when crossing or 12 inches when parallel.

Spacers and Tracer Wire N/A for this project Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of 4 spacers per 20 feet and cable warning tape shall be buried 1 foot below the surface and shall follow the duct route. The tape shall be a minimum of 3 inch wide and orange in color with the appropriate warning message.
No tracer wire is required on this project because FOC shall be armored.
Fiber Optic Cable Installation Install underground outside plant FOC in the manhole duct system (MHDS) as described below. Total run is approximately 1600 feet, which does not include maintenance loops in MH/HHs indicated in Para 2.2.1.7.2. Total fiber required is approximately 2000 feet. As mention previously, the Contractor is responsible for their own measurements prior to ordering and/or installation. The sequence of installation is at the Contractor’s discretion.
Between Bldg 3458 and Bldg 6413 The FOC will begin at Bldg 3458 Room 222 end in Bldg 6413 2nd floor communications room following the route indicated in Para 2.2.1.7.2. As indicated in Para 1.0 the FOC shall be an OSP 12-strand single-mode Corning Easy Access, Gel-Free, Single Jacket Cable (Corning Part# 012EU4-T4101D20). Submittal and approval required from 2 CS on all parts and pieces used on this project.

This FOC shall be one continuous run from termination point to termination point Bldg 3458 Room 222 to Bldg 6413 2nd floor communications room. In the event the cable is damaged during installation it is the Government’s choice as to whether the cable must be replaced or a fusion splice would be acceptable.
Fiber Optic Tests All strands of all fiber optic cables shall be tested in accordance with TIA 526-7, Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. As a minimum, the following tests shall be performed. Both Optical Time Domain Reflectometer (OTDR) and Optical Power Meter tests will be used for all end-to-end circuits. NOTE: Testing shall not be completed until all manhole/facility cable racking has been completed. Testing shall be completed through applicable patch panel bulkheads at each termination point.
a. Testing shall be completed on all strands in both directions at 1310 and 1550um.
b. Max acceptable loss, 2000ft = .61 kilometers X .5bd per KM = .31db + .3 for fusion splicing + .75 per connector pair mating. Using the two-patch cord method with the above scenario; the maximum acceptable loss is 2.1db.
c. 100 percent serviceability is required for all strands.

d. Provide pdf version of test results reflecting loss in both direction at 1310 and 1550um.
Optical Attenuation End-to-end attenuation tests shall be conducted on all fiber optic cable strands.
Tests shall be accomplished to ensure the installed cable is within the specified parameters.
Distance Test to determine the installed cable length between optical patch panels. All strands of all fiber optic cables shall be tested. This will be captured during OTDR testing.
Site Restoration/Debris Removal The Contractor shall restore all disturbed grounds to the “as found” condition or better after installation. Base grounds restoration requirements shall be complied with. Common use areas shall be restored with sod.
Service Outages N/A for this project The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment) Contractor-caused interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with the Site POC at least 10 calendar days in advance of the outage if the implementation necessitates disruption of service (e.g., communications, electrical, or other utilities).
Underground Utilities Markings N/A for this project The Contractor shall coordinate with base agencies to ensure markings are placed over existing base infrastructure prior to digging or directional drilling and will take precautions to protect existing infrastructure. The Contractor shall be responsible for costs associated with repair of any damages caused during installation when the infrastructure is clearly marked. The AF Form 103/Digging Permit shall be submitted and approved by 2d Civil Engineering (CE) in advance of digging activities. The Contractor is responsible for maintaining all markings.
Identification/Marking The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation, indicating the company name and both the Contractor and Site POC's names and local telephone numbers.

GENERAL INFORMATION
Period of Performance
The period of performance for the project will be 45 calendar days starting from the Notice to Proceed.
Place of Performance
The place of performance is Barksdale AFB, LA.
Hours of Operation
The Contractor shall routinely work during normal duty hours (0730-1630) of the site. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with 2 CONS and 2 CS/SCX at least 10 calendar days in advance.
Holidays/Down Days
The Contractor shall not perform under this contract on federal holidays or site-unique down days unless expressly authorized by the Contracting Officer and coordinated with 2 CS/SCX.
Base Support
On-base laydown and storage areas can be made available, however; the contractor shall identify the square footage for approval.

Appendix B. LIST OF DELIVERABLES
All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in this SOW. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The Contractor shall submit the following deliverables:
Installation Schedules N/A for this project The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system.
Weekly Status Reports N/A for this project The Contractor shall prepare a Weekly Status Report during the course of performing the work. The purpose of the report is to inform IPT members of project progress, problems encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements. The Weekly Status Report and meeting agenda may be combined as long as the resulting report contains all the required elements and contains sufficient detail to serve as project record.
As-Built Drawings The Contractor shall submit drawings showing the as-built configuration in format specified by the 2 CS/SCX PM. 2 CS will provide MH butterflies for the Contractor to update.

Butterfly Drawings MH/HH butterfly drawings shall show MH/HH orientation, cable path and building penetration information for all new installations in an electronic format such as PDF format.
Geospatial Deliverables N/A for this project The Contractor shall provide geospatial data for all new installed MHDS components and provide shape files compatible with the CIPS Visualization Component (CVC). Data points shall be recorded at the center of each manhole lid and at intervals not to exceed 25 feet along cable routes. Sufficient data points shall be recorded to capture any change in direction along the route. The Government will review the shape files in CVC and transcribe the information into the CVC system.
Photographs N/A for this project The Contractor shall provide digital photographs of clearly labeled new cable in MH/HHs and at the building penetrations showing which ducts are used by the installation. Photos of the equipment rack shall also be provided. Provide digital photographs via CD in JPG format.
Installation Test Plan The Contractor shall test the FOC to demonstrate its proper performance to the Government Quality Assurance Representative. These tests shall be accomplished prior to using the FOC and or it being placed into service. The Government may do independent end-to end test on selected strands to verify Contractor test results.
Acceptance/Installation Test Report The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The Test Report(s) shall be provided to the Government no later than 10 calendar days after test(s) have been completed.
Final Acceptance The Contractor shall schedule a final project walk-through with 2 CONS and 2 CS.
This should be scheduled 10 calendar days prior to acceptance.
