SUBJECT: Amendment 02 to Solicitation FA460826QS008 , Fiber Install
1. The purpose of issuing Amendment 02 to solicitation FA460826QS008, Fiber Install, is to replace Attachment 2, Statement of Work, Dated 12 February 2026 with the updated Statement of Work and provide the government’s responses to questions submitted pertaining to this requirement. Be advised that Amendment 02 includes a required "Acknowledgement of Amendment 02" signature page.
2. Amendment 02 hereby replaces Attachment 2, Statement of Work, Dated 12 February 2026 in its entirety with Attachment 2, Statement of Work, Dated 25 February 2026. This updated Statement of Work now includes a diagram of the manhole locations between Building 3458 and Building 6413. Attachment 2, Statement of Work, Dated 25 February 2026 supersedes all previous versions until otherwise stated.
3. Amendment 02 provides the government’s responses to questions submitted in accordance with the due date and time in Solicitiation FA460826QS008. Please be advised, the government’s answers are in bold text.
Question 1: Please confirm whether the underground structures referenced in the scope are classified as manholes or vaults and identify any confined space entry requirements that apply (including OSHA or site-specific procedures).
Answer: There is one vault at Building 3458, all other holes are classified as manholes. The Contractors and Sub-contractors entering confined spaces on Barksdale Air Force Base (AFB) are responsible for the safety of their personnel and for their own confined space entry program as outlined in AFI91-203, Air Force Occupational Safety, Fire, and Health Standards, and applicable OSHA standards. All confined space operations must be coordinated with the Base Safety Office prior to start of work. The primary contractor is responsible for all sub-contractor confined space operations.
Question 2: Please confirm the required crew size for work within the manholes/vaults, including whether three-person crews are mandatory for entry and work operations.
Answer: OSHA standard requires a three (3) person crew at all open manholes. Manholes are considered a confined space.
Question 3: If required, please identify any specific equipment standards or certifications.
Answer: Confined space requirements: Air Blower, Tripod, Sniffer, and required Personal Protective Equipment (PPE).
Question 4: Please confirm expected water conditions within the manholes/vaults and whether contractors should plan for. Additionally, please confirm whether water discharge/pumping is permitted on site and if there are approved discharge locations or procedures.
Answer: All manholes could need to be pumped at any given time due to unforeseen weather conditions. All water discharge can be pumped into the street drainage or ground.
Question 5: Please confirm when the amended drawings referenced during the site visit will be issued.
Answer: A diagram of the manhole locations between Building 3458 and Building 6413 has been added to the updated Statement of Work, Dated 25 February 2026 (posted with this Amendment).
This Statement of Work supersedes all previous versions until otherwise stated.
Question 6: Please confirm whether all measurements shown are Google Earth–based estimates or if surveyed/as-built dimensions will be provided.
Answer: Any distances provided in the Statement of Work are for information only and shall NOT be used for ordering materials or determining duct lengths. All measurements must be obtained/verified by the contractor.
Question 7: Please confirm that each manhole/vault is labeled and assigned specific conduits and that contractors are required to follow predefined routing and slack storage locations, including required 50-foot slack loops.
Answer: A diagram of the manhole locations between Building 3458 and Building 6413 has been added to the updated Statement of Work, Dated 25 February 2026. In this diagram, manholes marked by in BLUE will receive a 50-foot loop.
Question 8: Please confirm whether fusion splicing is required throughout the project, or if field-terminated connectors (e.g., Unicam) are acceptable at any location.
Answer: At both Building 3458 and Building 6413 the installed fiber optic cable shall be terminated by fusion splicing cable strands in a Corning 12-fiber, LC UPC duplex shuttered single-mode CCH pigtailed Cassette, Part# CCH-CS12-AE-P00RE. In Building 3458 use existing Corning CCH-04U. In Building 6413 install a Corning CH-04U and (1) splice cassette.
UNICAMS are NOT permitted.
Question 9: Cooling Performance: Please confirm the existing Corning enclosure models (e.g., CCH series) and if spare capacity is available.
Answer: At both Building 3458 and Building 6413 the installed fiber optic cable shall be terminated by fusion splicing cable strands in a Corning 12-fiber, LC UPC duplex shuttered single-mode CCH pigtailed cassette, part number CCH-CS12-AE-P00RE. In Building 3458 use existing Corning CCH-04U. In Building 6413 install a Corning CH-04U and (1) splice cassette.
Question 10: Are splice cassettes required, or if Fusion-spliced pigtails into existing panels are acceptable?
Answer: Corning Splice Cassettes are required; PIGTAILS are NOT permitted.
Question 11: Please confirm the testing and certification requirements, including:
Test type (OTDR, OLTS, both), Required standards , Deliverable format for test results, and please also confirm whether testing is required for all fibers or only production fibers.
Answer: All strands of all fiber optic cables shall be tested in accordance with TIA 526-7, Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. As a minimum, the following tests shall be performed. Both Optical Time Domain Reflectometer (OTDR) and Optical Power Meter tests will be used for all end-to-end circuits. NOTE: Testing shall not be completed until all manhole/facility cable racking has been completed. Testing shall be completed through applicable patch panel bulkheads at each termination point.
a. Testing shall be completed on all strands in both directions at both 1310 and 1550um.
b. Max acceptable loss, 2000ft = .61 kilometers X .5bd per KM = .31db + .3 for fusion splicing +
.75 per connector pair mating. Using the two patch cord method with the above scenario;
the maximum acceptable loss is 2.1db.
c. 100 percent serviceability is required for all strands.
d. Provide pdf version of test results reflecting loss in both directions at both 1310 and 1550um.
Question 12: Please confirm whether the contractor will be responsible for barricading or blocking drains, traffic control near roadways, grass or parking lot restoration? If so, please provide applicable standards.
Answer: The contractor will be responsible for all barricading in the parking lot and driveway at Building 6413. No roadways will need to be closed off at any time during this project.
Question 13: What is the approximate linear footage between the two buildings?
Answer: 1600ft. This does not include 50ft loops, and additional slack around manholes.
Question 14: Is there existing conduit or duct bank infrastructure available for use or will new trenching and/or directional boring be required.
Answer: No additional boring or trenching will be required.
Question 15: Are there any required road crossings or controlled area crossings along the proposed route?
Answer: No.
Question 16: Will fusion splicing be required at both endpoints, and are specific testing standards (e.g., OTDR, power meter, TIA/EIA requirements) mandated?
Answer: Yes on fusion Splicing. All strands of all fiber optic cables shall be tested in accordance with TIA 526-7, Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. Question 17: Are as-built drawings and labeling requirements specified beyond standard installation documentation?
Answer: No as built drawings will be required. All tags shall be permanently labeled, easily visible and corrosion resistant. Tags to be used are Panduit part number PST-FO Self Laminating 2”X3.5”. Install cable tags in all manholes/handholes, building entrances and fiber optic distribution panel (FODP) locations. When cables pass through manholes/handholes, put a tag on cable, approximately 1 foot from each duct entrance and exit. Information on the cable tag shall identify cable by size, type, cable number, and count (see Statement of Work for tag information specific to this requirement). The same information shall appear on the Contractor’s completed as-built-drawings. Install one (1) additional tag at all manholes/handholes with maintenance loops at the maintenance loop. Tags will be flagged not wrapped.
Question 18: Are there any anticipated base access or work hour restrictions during the 45-day performance period?
Answer: The contractor shall routinely work during normal duty hours (0730-1630) of the site.
However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the contractor to be performed outside of normal duty hours shall be coordinated with the 2d Contracting Squadron (2 CONS) and the 2d Communications Squadron (2 CS/SCX) at least ten
(10) calendar days in advance. The Contractor shall not perform under the resulting contract on federal holidays or site-unique down days unless expressly authorized by the Contracting Officer and coordinated with 2 CS/SCX.
Question 19: Is bonding required for this procurement?
Answer: Yes, bonding at termination point at both buildings.
Question 20: As discussed, will a confined space permit be required to enter the manholes, provided there are no hazardous conditions?
Answer: No confined space permit will be needed but the awarded contractor will have to have confined space training for the workers entering the manhole.
Question 21: Some manholes may require water to be pumped out. Can this water be discharged directly onto the ground, or will we need to contain and dispose of it off-site?
Answer: On the ground.
Question 22: During the site visit at manhole 54, I detected a possible natural gas odor, which may warrant further investigation. Is there any additional information on this?
Answer: No, before any manholes are opened, by OSHA requirements testing with a sniffer is required.
4. Amendment 02 includes an “Acknowledgement to Amendment 02” signature page. Offerors must sign and submit the "Acknowledgement of Amendment 02" signature page (page 5 of this document) with their quote to signify agreement with all updated terms and conditions.
