About this file

This is a Questions and Answers document dated June 9, 2026, for federal contract FA460826QC066 addressing carpet replacement requirements for Building 7306 at Barksdale Air Force Base in Louisiana.

The project requires replacement of carpet in eight designated rooms (101, 107, 108, 110, 114, 115, 116, and 117) totaling approximately 2,940 square feet with 565 linear feet of rubber base trim. Offerors must select one approved carpet product from seven authorized Tier I manufacturers listed in the solicitation's Salient Characteristics and obtain pricing directly from manufacturers. All work must include removal and disposal of existing carpet, furniture moving, installation labor, and incidental costs for complete project performance. The contractor bears full responsibility for verifying all measurements and site conditions. Installation must occur in four phased sections: Phase 1 (Rooms 117, 116, 115, 101 simultaneously), Phase 2 (Room 114), Phase 3 (Room 100), and Phase 4 (Rooms 107 and 108). The 60-day performance period commences after all materials are purchased and security background checks are complete. Normal operations are restricted to 0800-1600 hours, though weekend work is possible with coordination through the 2d Security Forces Squadron. Rubber base shall be installed as rolls rather than pre-cut strips to minimize seams, with shoe molding required only where rubber base is absent. The contractor must verify all measurements before installation and account for any necessary floor leveling and subfloor preparation. An in-person site visit is highly recommended to assess furniture quantities and existing conditions, including items such as safes, filing cabinets, and specialized equipment requiring specialized moving labor.

Questions and Answers, Dated 09 June 2026

Bldg. 7306 - 2 MUNS Carpet Replacement

Barksdale AFB, LA 71110

1. Material Selection: Please confirm which of the approved Tier I materials you would like us to proceed with.

• Offerors shall complete the following when preparing their proposal:

1. Review the Salient Characteristics (labeled as Attachment 3) to identify approved carpet types and manufactures authorized for this requirement.

2. Select a carpet type from the approved carpet options.

3. Obtain pricing/quotations for the selected carpet product from the approved manufacturer (Tier I Manufacturer Points of Contacts are located in the Description of the solicitation).

4. Build the proposal around the selected carpet quotation and submit a complete proposal inclusive of all costs associated with carpet replacement, including, but not limited to carpet materials, furniture moving, removal and disposal of existing carpet, installation labor, any incidental costs necessary for full performance of the requirement.

2. We measured 8 rooms Friday for carpet. Two different companies ask us to price the carpet in building #7306, if there are more than two, I can provide it to them, also. I think each room is getting a different carpet tile, wall base and door transitions. I just need to know what carpet, base and transition goes in which room? We measured # 101, 107, 108,110, 114, 115, 116, 117.

• There are seven (7) authorized carpet products, listed in the Salient Characteristics (labeled as Attachment 3), along with authorized trim and molding.

• Offerors shall select one (1) approved carpet product from that list and develop their proposal using that product for all rooms included in the requirement.

• All areas not labeled Carpet are Ceramic (similar) Tile products.

3. Baseboard and Trim Contradiction: Attachment 2 states the contractor shall install "new rubber base, shoe molding, rubber base, transition strips and carpet trim," while the floor plan notes "Trim = rubber base (removal and replacement)". However, Attachment 3 states the trim material must be "wood, PVC, or equivalent commercial-grade trim" installed along all baseboards. Does the government require a dual installation of both rubber wall base and a secondary shoe molding, or is shoe molding only required in areas where rubber base is absent?

• Shoe molding only required in areas where rubber base is absent; however, in all room existing rubber base will be removed and replaced with equal to product. Rubber base will be rolls not pre cut strips, to avoid and reduce seams.

Questions and Answers

FA460826QC066

4. Backing Requirements for Alternative Carpet Brands: Attachment 3 lists 7 approved manufacturers/styles from Attachment 4. It explicitly states that the Milliken Rainmaker Cirrus option requires a "comfort-plus backing" for enhanced acoustic absorption. If an offeror proposes one of the other 6 approved options (e.g., Tarkett, Bentley Mills, or Mohawk), is a cushioned/acoustic backing still a mandatory requirement, or is the manufacturer's standard commercial backing acceptable?

• The manufacturer's standard commercial backing is acceptable.

5. Adhesive Specifications: Attachment 3 mandates a "manufacturer-approved adhesive," and mentions that certain options must be compatible with standard pressure-sensitive adhesive. Does the government require a full-spread adhesive application, or is an eco-friendly, low-VOC tackifier tile-connector system (such as Interface TacTiles or equivalent) permissible?

• The Adhesive must meet the Carpet manufactures requirement for install. WE are not providing an adhesive material due to manufactures identify and spec different adhesives.

6. Transition Strips: Attachment 2 requires the installation of transition strips to provide a smooth finish between different flooring types. Can the government clarify the existing flooring types adjacent to the doorways of the 8 designated rooms so that proper metal or vinyl transition profiles can be priced?

• All areas not labeled Carpet are Ceramic (similar) Tile products.

7. IGCE Range: Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?

• No, the Government does not have an IGCE for this project. Pricing for the local area varies from vendor to vendor, and based on location of project, security level requirements.

8. Government Estimates: Attachment 3 states that the contractor must verify measurements before installation. To establish an identical baseline for all competing offerors, will the government provide its official estimated square footage ($SF$) for flooring and linear footage ($LF$) for the rubber base/shoe molding across the 8 specified rooms?

• See the diagrams and pictures of building at the end of this document. These are estimates, but the contractor is completely responsible for verifying the quantities and scope of work.

9. Excluded Areas Clarification: The Building Floor Plan in Attachment 2 marks several rooms with an "X" or "XXX" and labels others as "Mechanical," "Mens Bath," and "Women". Can the government confirm that all spaces marked with an "X", "XXX", or designated as bathrooms/utility spaces are entirely excluded from this contract?

• Rooms with “x” pr “xx” or other labels outside of scope. See attached, rooms with estimates are only areas of work.

Questions and Answers

10. Subfloor Remediation Baseline: Attachment 3 requires the removal of all existing carpet, adhesive, and tack strips. If structural anomalies, severe pitting, or excessive moisture levels are discovered in the concrete subfloor after demolition, how will substrate preparation beyond standard sweeping/scraping be compensated? Should offerors include a specific mandatory quantity of floor leveling compound within their base bid?

• Contractor should account for any floor leveling and prepping all floors to ensure a good solid product, level floors. If contractor creates transition issues due to foundation, concrete pre that will need to be addressed too. Also, the Carpet and manufacture specification, for floor cleaning and prep, is what the technical data and requirement for this project, will follow.

11. Systems Furniture Brand and Warranty: Attachment 2 notes that the contractor is responsible for removing and reinstalling a "System furniture wall & door in rm. 107". What is the original equipment manufacturer (OEM) and model of this system’s furniture? Is a certified installer required to perform this disassembly to prevent voiding an active government asset warranty?

• This wall and door are no longer under warranty; we are not requiring a certified install from the removal or installation of furniture. It appears to be a type system furniture, but unable to verify make or model. Contractor is responsible for bidding accordingly to ensure they are able to meet all project requirements.

12. Utility Disconnections within Systems Walls: Are there active electrical feeds, telecommunication lines, or secure data drops routed through the system furniture wall and door in Room 107? If so, will the government ensure these utilities are completely disconnected and safed out prior to contractor disassembly, and who is responsible for re-terminating them post-installation?

• Government will disconnect equipment

13. Weight and Equipment Constraints: Attachment 2 notes that the government will disconnect equipment, but the contractor must move/relocate/lift furniture. Are there heavy or specialized items within the Flight Chiefs, SEL, Control Room, or Conference rooms—such as large safes, high-density filing cabinets, or specialized command consoles—that require specialized rigging or lifting equipment?

• Contractor is fully responsible for verification of project scope and existing conditions, before bidding to ensure project and all labor and material to complete project are in the bid for a complete “turn key” project.

14. Definition of Phased Sections: Attachment 2 and Attachment 3 state that work must be performed in phased sections to minimize disruption. How many distinct phases does the government anticipate?

What is the maximum number of rooms that can be completely shut down simultaneously for demolition and installation?

• Room 107/108 are the rooms that need the least amount of disruption but also have the largest amount of furniture labor associated with them.

Questions and Answers

i. Phase 1 - 117, 116, 115 & 101 can be done at the same time

ii. Phase 2 – 114

iii. Phase 3 – 100

iv. Phase 4 – 107 & 108

15. 60-Day ARO Timeline vs. Security Delays: Attachment 2 establishes a performance period of sixty

(60) days After Receipt of Order (ARO). Given that the mandatory security background screening process takes 7 to 10 days to issue temporary IDs, does the 60-day performance window pause or accommodate this initial security processing latency?

• Yes, the 60 days does not start until all materials are purchased and security background checks are complete.

16. Extended Work Hours: Attachment 2 constrains normal operations strictly between 0800 and 1600 hours. If requested by the contractor to compress the phasing timeline and limit daytime operational disruptions to leadership teams, will the government permit weekend or evening work hours at no additional cost to the government?

• Weekends are possible but we will need to coordinate with 2SFS to get passes for each person.

17. Escort Requirements and Efficiency: Attachment 2 mandates that the contractor contact sponsors 30 minutes prior to arriving at the East Gate for an escort. Once temporary IDs are secured after the 7-10 day background check, will the installation crew be granted unescorted gate access to drive directly to Bldg. 7306, or must the crew utilize a physical government escort daily for the duration of the 60-day contract?

• The contractor will be able to drive onto base, as long as they people and vehicles meet all base access requirements. However, the contractor will not be able to drive directly to the building.

Another onsite, on base, vehicle and person check point will have to be stopped and inspected, then escorted.

18. Staging and Dumpster Placement: Where will the designated layout area or secure staging zone be located for the contractor's tools and new material delivery close to Bldg. 7306? Additionally, will the government provide a dedicated area immediately adjacent to the building for the placement of a commercial waste dumpster for the disposal of the old carpet and debris?

• There is plenty of space around the building for staging and a driveway in the rear for a dumpster. The adjacent building has a storage area that will be used for materials.

19. Are there any photos available of the furniture in the rooms receiving new carpet tile? The vendor needs this to accurately price the labor for moving the furniture.

• An in-person site visit is HIGHLY RECOMMENDED, to ensure contractor is fully aware of project scope and requirements, the contractor is completely responsible for verifying the quantities and scope of work.

Questions and Answers

20. For the systems furniture in Room 107, the SOW states that the system furniture wall and door will need to be removed before flooring installation and reinstalled after completion. The vendor advised that they can typically lift the system’s furniture, replace the carpet, and set it back down without disassembly/reassembly. Is there any known reason why this would not be acceptable for Room 107?

• An in-person site visit is HIGHLY RECOMMENDED. If possible, this is an acceptable solution, but wall appears to secured to wall and floor.

21. What is the total square foot of this carpet replacement project?

• 2940sq/ft

22. Are there any photos available of the furniture in the rooms receiving new carpet tile? The vendor needs this to accurately price the labor for moving the furniture.

• See the diagrams and pictures of building 7306 at the end of this document. These are estimates, but the contractor is completely responsible for verifying the quantities and scope of work.

23. For the systems furniture in Room 107, the SOW states that the system furniture wall and door will need to be removed before flooring installation and reinstalled after completion. The vendor advised that they can typically lift the systems furniture, replace the carpet, and set it back down without disassembly/reassembly. Is there any known reason why this would not be acceptable for Room 107?

• The wall is assumed to be bolted to the floor and wall. It will not be reinstalled once removed and mounting hardware will need to be removed and covered by the new carpet.

24. Could you please provide the total square footage of the flooring to be replaced and the total linear footage of the wall base included in the project?

• 2,940sq/ft - 565LF

25. Specific Dimensions: Please provide the required rug sizes for each of the designated rooms.

• No rugs have been requested and none required.

26. Could you please provide: The total area to be carpeted (in square feet or square yards) across Rooms 101, 107, 108, 110, 114, 115, 116, and 117 or confirmation that offerors are to base quantities solely on field-verified measurements.

• See the diagrams and pictures of building 7306 at the end of this document. These are estimates, but the contractor is completely responsible for verifying the quantities and scope of work.
