MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS

SUBJECT: Amendment 02, Solicitation FA460825QS052, Removal and Replacement of Lighting System
1. The purpose of issuing Amendment 02 to Solicitation FA460825QS052, Removal and Replace of Lighting System; is to provide the government’s answers to the questions received, provide a picture of the image displayed on the current lighting system panel, update Attachment 2, Statement Of Work, 28 Aug 2025 and extend the Request For Quotation due date.
2. The questions and answers are listed below. Please be advised, the government’s answers are in bold text.
Question: Specified equipment / brand: Is there a required manufacturer or model for the replacement lighting control components (master control processor, rack-mounted dimming panel, touchscreen), or will “brand name or equal” be acceptable? If available, please share applicable spec sections or approved-equal guidance.
Answer: There is no specific manufacturer required. This is not a brand name requirement.
Question Performance period: The SOW notes completion within ten (10) days of contract award. Given typical procurement lead times for a 24-circuit, 277 V, 3-phase dimming panel and associated controls, could you confirm whether the 10-day period refers to on-site work after materials are on hand, or whether an alternate period (e.g., X days after NTP or after submittal approval) would be considered? Once brand/specs are confirmed, we will provide firm lead-time estimates.
Answer: As reflected in the updated Statement of Work, dated 8 September 2025: 5.1. Removal of old equipment and installation of new equipment shall be completed within 90 days of contract award.
Question: What is the make and model of the current system?
Answer: I-Lumin Model# SC277-24-UN-3P-ML-20
Question: The statement of work Performance Requirement, item 5.1 calls for the removal of old equipment and installation of new equipment to be completed within 10 days of contract award. We do not believe this is achievable by any contractor. This timeline does not allow any time for system design or for procuring equipment. Can the performance period be extended to at least 90 days?
Answer: As reflected in the updated Statement of Work, dated 8 September 2025: 5.1. Removal of old equipment and installation of new equipment shall be completed within 90 days of contract award.

4. Amendment 02 updates the amount of time for the removal of old equipment and installation of new equipment stated in section 5.1 of the Statement of Work. As of the date of this memorandum, removal of old equipment and installation of new equipment shall be completed within 90 days of contract award. Additionally, the Statement of Work, dated 8 September 2025, supersedes all previous versions until otherwise stated.
5. Amendment 02 extends the timeline of quotes due outlined in the “Important Dates and Times” section of the Solicitation FA460825QS052. Quotes are now due no later than 12:00 PM Central Daylight Time (CDT), Friday, 12 September 2025.
