Welch Conference Room Lighting System Statement Of Work, 8 September 2025 Building 5546, Room 146A Barksdale Air Force Base, Louisiana, 71110

1. Purpose

1.1. To improve the reliability and functionality of the lighting system in the Welch Conference Room (Building 5546, Room 146A), the master control processor, rack-mounted dimming panel, and touchscreen interface will be replaced with new components. This project includes system startup, testing, and the removal and disposal of the existing equipment.

2. Scope

2.1. This project involves replacing the master control processor, dimming panel, and touchscreen to improve reliability and usability. It includes the removal and disposal of old equipment, system startup and configuration, testing, basic training, and the provision of updated documentation, as required.

3. Location

3.1. 245 Davis Avenue East, Building 5546, Room 146A, Barksdale AFB, LA 71110.

4. Background

4.1. The existing lighting control system in the Welch Conference Room (Building 5546, Room 146A) is experiencing increasing reliability issues and limitations in functionality.

5. Performance Requirements

5.1. Removal of old equipment and installation of new equipment shall be completed within 90 days of contract award.

5.2. All removed equipment shall be disposed of in accordance with all applicable environmental regulations and best practices.

5.3. The work area shall be kept clean and organized throughout the installation process, and all debris shall be removed upon completion.

5.4. All components will be tested and verified to be fully functional prior to project completion.

5.5. Directorate for Operations and Communications Audio and Visual personnel (3) shall be trained on the new lighting control system.

5.6. The updated system documentation shall accurately reflect the as-built configuration of the system, as required.

5.7. The updated system documentation shall include all required information, such as wiring diagrams, configuration settings, and user manuals, as needed.

6. Equipment List

6.1. One (1) Touch Screen; Twelve (12) Dual Phaseadapt Modules; One (1) 24 Circuit 277 Volt 3PH 4W 200 Amp Dimming Panel; One (1) Master Control Processor; One (1) Pre-wire Visit.

6.2. Contractor must include startup in quote.

6.3. Screw-In LED Lamps Are Not Allowable.

7. Security Requirements.

7.1. Building 5546 is located on an active base with security requirements to gain access. The government will provide escorts for Building 5546 on-site access.

7.2. Electronic devices capable of transmitting or receiving data are prohibited in the work area.

7.3. All work must be performed by a U.S. company employing U.S. citizens.
