Sheet1
| Number | Question | Answer |
What was the yearly government spend through the COCESS for each of the past 4 years? | Our last COCESS contract - Base year - $328,359.40; Option Year 1 - $268,000 and Option Year 2 - $1.46M; The government intends to have much higher annual COCESS costs with this contract as it will be utilized fully.
Attachment K: How should we handle items that have been discontinued, or are not in both the primary and alternate database? | If any items listed are discontinued, suitable substitutions are permissable as long as they are technically acceptable.
Can additional “Supplier Databases” be added (ie: add company databases like Grainger to approved list)? | No, please use the two databases. We are not mandating for the contractor to have purchase through them after award. We are utilizing these databases to find the contractor that will have the best value for the government.
Can we offer alternatives for items (some of the items referenced in Market Basket are specific to distributor companies like Grainger only)? | Yes, as long as they meet the technical standard advised by the user.
Attachment A 1.8.7.2 (Pg 12) – How do we control access if it is outside normal business hours? | A key or access code will need to be provided.
Attachment A 1.11.13 (Pg 14) – If product has been opened (even if nothing has been used), then manufacturers will not accept return. | This will be adjusted to state that the government cannot return items that are not damaged or not incorrect items.
Attachment A 1.11.16.2 (Pg 14) – Same issue as 1.11.13. Manufacturer will not accept opened product regardless if used or not. | This will be adjusted to state that the government cannot return items that are not damaged or not incorrect items.
Attachment A 1.15.3 (Pg 16) – Does all Hazmat material go through Hazmat store first before going to the COCESS warehouse? | No, once the hazmat item is approved in the system, the contractor can purchase and it will be delivered straight to contractor.
The clause 52.225-1 “Buy American” is referenced in the “Reps and Certs” document, but we did not see anything in the “Scope of Work”. Will this be a requirement for the bid as many of the items are not made in the US? | Yes, we have tailored our bid sheet to only have products that are from countries listed in 52.225-1, 52.225-5, and 52.225-6.
Pricing is asked to be locked in per year of the agreement. Can there be a clause for either a quarterly or semi-annual review of pricing? This is being asked as there are circumstances like the COVID period where price inflation was drastic. | Pricing on Attachment K is not the set pricing, this is for evaluation purposes. The coefficient is what is set in stone to use off of the list price of any item that is being purchased throughout the contract.
Is the coefficient discount off the data base list pricing? | The list price is the price off of the database. The coefficient is what the government expects to be charged. Ex: If a hammer has a list price of $1.00 and the coefficient is 90%, then the government expects to pay $0.90 for the hammer.
Can we obtain the usages for the past 2-3 years of high use items? | The contract was not fully utilized, therefore numbers above do not reflect expectations of this contract.
In the Solicitation Pg 34 section 54.245-2, can a clause be added stating that awardee will not be held responsible for damages to building or contents in the event of the following: 1. Act of God/Forced Majeure; 2. Another tenant/section of the facility causes destruction of the awardee's prescribed area. (Example: Welding fire catches complete warehouse to catch fire) | The physical warehouse is being removed from the GFP list. Contractors are expected to obtain insurance per FAR 52.228-5 Addendum, which has been added.
If either of the acts above were to happen, would Barksdale AFB be responsible for inventory replacement? | Contractors are expected to obtain insurance per FAR 52.228-5 Addendum, which has been added. The government will not be responsible for inventory as it is not physically ours until purchase and acceptance.
In the Statement of Work (Attachment A) – Page 5+6 Section 1.3.3 – can we pick our primary and secondary database? | We are asking contractors to use these databases for proposal only. You do not have to utilize these companies after award.
Attachment D – Column E (Source) – Does it matter where you get the product from if it meets form/fit/function? | No, but the pricing coefficient is still in effect.
Attachment D – Column G (Quantity) – is this the minimum expected to be stored in the COCESS? | Yes, unless the item can be procured locally within 24 hours.
Attachment A 4.7.1.2 – Clin 0001 – is the full amount paid by the Government/Barksdale AFB, or is there a cap on how much is paid? | This is a fixed price contract. CLINs will reflect the Not to Exceed (NTE) amount.
What are the dock dimensions? Will a ramp be required? | Dock B is 3' 10"
How is paint currently purchased? | The base currently purchases base paint with Sherwin Williams. Once a color is needed, the base brings the base paint to them for coloring at no additional cost. We suggest contractors trying to have the same type of agreement with someone local.
