FA460824QS035 – Air Duct Cleaning
Questions and Answers Pt. 2
1.) Could USG verify if mold contaminated products would need to be removed or that testing and/or air monitoring is required? This is a duct cleaning and mold abatement contract to include areas in the ductwork and air handlers. The contractor is responsible for cleaning the ducts and cleaning/abating any mold, if present, in accordance with the Statement of Work
(SOW).
2.) Our Company has an American Council For Accredited Certification (ACAC) “Certified Mold Remediator” on staff, an ACAC “Certified Indoor Environmentalist on staff and Multiple Ventilation System Mold Remediator (VSMR) certified by The National Air Duct Cleaners Association (NADCA) on Staff. Please confirm that these certifications will be accepted and qualify us as a company being certified in Mold Remediation to do this work. In accordance with the SOW paragraph 1.1, “The contractor shall have current certifications in mold abatement and remediation.” Any certifications required by applicable industry and safety regulations shall be held by both the contractor company, and the employees conducting the cleaning/abating.
3.) Please confirm that this is a duct cleaning project only and the contractor will not be responsible for removing materials (e.g. Insulation). This is a Mold Abatement and Duct Cleaning contract which covers the cleaning and removal of mold in ductwork and air handlers. Anything outside the scope of cleaning ducts and air handlers is not required.
4.) Please confirm that the contractor is not responsible for testing and/or air monitoring. This contract is for air duct/air handler cleaning and mold abatement should mold be found to exist. The government has not tested for mold. If mold exists, it shall be abated in accordance with the SOW.
5.) Please confirm that hard surfaces (e.g. Walls and ceilings) are not required to be cut into in order to facilitate cleaning. The government will not dictate the manner in which contractors clean the ducts/air handlers nor abate any mold. Contractors shall submit a technical plan detailing their approach to cleaning and abating the ducts. If contractors intend to cut into any surfaces, that approach shall be detailed in their technical plan.
In accordance with SOW paragraph 3.3, “Contractor may remove and reinstall ceiling tiles as necessary to gain access to ducting systems during the cleaning process. Contractor should utilize all service openings available to gain access to duct systems where possible. Other openings may be created where needed but must be created where they can be sealed in accordance with NFPA and building code standards. Closures shall not significantly alter, restrict, or hinder the airflow in the system and must be properly insulated to match the existing duct system.”
In accordance with solicitation provision 52.212-2 (4), “Quotes shall not rephrase or restate the Government’s requirements but rather provide convincing rationale to address how the Quoter intends to meet the requirements of the Statement of Work.”
