Solicitation FA460824QC021, Amendment 02

DEPARTMENT OF THE AIR FORCE

2D CONTRACTING SQUADRON (AFGSC)

BARKSDALE AIR FORCE BASE LOUISIANA

25 July 2024

MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS

FROM: 2 CONS/ PKP

801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 02, Solicitation FA460824QC099, Weapons Racks

1. The purpose of issuing Amendment 01 is to include attachment 5 and 6 to the Request for Quotation (RFQ) on solicitation FA460824QC099 and provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.

2. The questions and answers are listed below. Please be advised, the answers are in bold.

Question 1: In that Q&A document, you mention the unit requires radio base charging cabinets, but I didn’t see any specifications in the SOW or Salient Characteristics document. Are these cabinets expected to be mounted to the mobile system in the center of the room or can these be stationary cabinets along the wall? Mounting to the mobile system while also providing power to charge will add some complexities to the scope of work. Can you also provide specifications/model number such as dimensions for the radios and charging bases (overall LxWxH when the radios are docked in the charger)?

Answer: The number of outlets along the armory wall are limited for the charging stations to be utilized safely and efficiently (a lot of extension cords are currently used). The cabinets can be a mounted in the mobile system in the center of the room or along the wall. The number of radios will increase dramatically like the weapons to have at least 300 radios, two batteries for each and the charging stations holding 6 batteries to charge. The handheld radios are Motorola radios Model 2.5 H98QDF9PW6AN UHF Range 1 (380-470 MHz), 1-5 Watts, 1,000 Channels. The multi-unit charging station is WPLN4192IMPRES Multi-Unit Charger with Display Modules. The multi-unit charger can just have the batteries in them without the radio attached to save space and we would need space for 18 of them.

Question 2: Similar question for the Tasers. Do the tasers need to be attached to a power source to charge when not in use? If so, can you provide specifications for the charging dock so we know how much space to allocate per shelf?

Answer: The current tasers do not need a power source and the future tasers do not require a power source.

Question 3: I don’t see any details regarding the heavy-duty shelves or drawers in the SOW, though they are mentioned in the Q&A. Do you have a diagram of the shelves and cabinets, description of quantities, or a designated area on the facility plan view where these shelves and drawer cabinets should be located? Is the intended function of the shelving to store the bulky items such as tripods, or are the tripods expected to be stored in the lockers on the mobile system?

Solicitation FA460824QC021, Amendment 02

Answer: Shelves would be need to secure the NVG’s, and extra PEQ-15s, flashlights, optics, ammo cans, and tripods. The weapons would be closer to the issue windows with the shelves being father back close to the door along the same side of the windows. The areas marked with U1 or U2 would be the areas for shelves and drawers with the drawers on the bottom and shelves on the top that can be adjusted. Drawers would not be used for weapons only additional equipment. Partitions would be needed to divide up different battery types, small radio accessories, office supplies, forms, folders, rosters, clipboards, pens, markers, tape and laminating materials. The bottom drawers would be large to hold hanging folders to accommodate file plans and binders.

Question 4: Can the SFS unit please separate the weapons by unit?

Answer: There is no requirement to split the purchase between units. Please build your quote based off the quantity of weapons as outlined in question 1 on Amendment 01.

Question 5: There is a note for 300 additional rifles and pistols? Are these POWs, DNI/DNA, M4s, etc?

Answer: There is no requirement to split the purchase between units and the end user has identified the need for additional storage of 300 misc. rifles and pistols. Please build your quote based off the quantity of weapons as outlined in question 1 on Amendment 01.

Question 6: How many ammo sets are required to store? The SOW did not have this.

Answer: Please see the response to question 25 on Amendment 01 below.

“Question 25: Do the ammo sets need to be locked within the system?

Answer: Ammo does not need to be locked/secured like weapon systems but loaded magazines ready to issue personnel would need to be stored in the system. M18 weapons have two magazines with 21 rounds/17 rounds. M4 users are currently issued 4 magazines but will be issued 7 magazines a user (magazines hold 30 rounds).”
