1. BACKGROUND.

1.1 This statement of Work (SOW) describes the purchase and installation of an Audio/Visual (A/V) technical equipment update for the 2d Operations Support Squadron (105 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6402, 2OSS Room 102), 96th Bomb Squadron (115 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6238, Room 238), 20th Bomb Squadron (315 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6415, Room 203), 2 OSS Warrior Center (Lindberg Rd West, Barksdale AFB, LA 71110 BLDG 6067, Room 202).

2. SCOPE.

2.1 This effort is to provide a fully operational audio/visual conference renovation. The Audio and Visual set-up shall include the capability of displaying both UNCLASSIFIED and SECRET Classification levels with proper separation of classified and unclassified lines per TEMPEST AFSSI 7700 emission security. Some existing equipment may be reused. The final equipment list shall be approved via a coordinated effort between the contractor and the customer (Site POC), with final approval from the Contracting Officer (CO).

2.1.1 This contract effort is to provide and install audio/visual equipment in 4 different buildings (BLDG 6402/RM 102, BLDG 6238/RM 238, BLDG 6415/RM 203, and BLDG 6067/RM 202) on Barksdale AFB, LA. All new equipment will be provided by the vendor.

2.1.2 Each building will receive the same audio/visual equipment for standardization purposes.

Display requirements will be unique to each facility. The vendor/contractor must remove all existing equipment.

2.2 Work outside of normal hours will have to be coordinated.

3. OBJECTIVES

3.1 Procurement and installation of an approved A/V system capable of meeting or exceeding performance criteria as directed in this statement of work to obtain and disseminate information from 2d OSS at Barksdale AFB, LA.

4. TASK & SYSTEM REQUIREMENTS

4.1 Task Requirement. Contractor shall provide all associated miscellaneous parts, hardware and labor to design and install an audio/visual system to meet applicable user specifications as detailed in this document.

4.2 Equipment. The equipment required to meet the needs of the Government shall be provided by the contractor. Equipment provided shall be compatible with and functional on the Barksdale AFB communications network and meet all network policies, requirements, and security protocols enforced by the 2d Communication Squadron (CS) and DISA (see para 5.0).

4.2.1 Audio System (BLDG 6402/RM 102, BLDG 6238/RM 238, BLDG 6415/RM 203, and BLDG 6067/RM 202). The audio speakers will be recessed in the walls and/or ceilings and provide enough sound for the entire room to hear videos, presentations, Video Teleconferences (VTC), etc. These

Attachment 2 - (Amended) Statement of Work (SOW) speakers should be able to switch between input sources to include, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, podium microphone, area microphones, and laptop connection. The audio system should also consist of a microphone at the podium as well as omnidirectional area microphones available in the room ceiling. Area microphones in the ceiling must be of sufficient sensitivity and quantity that anyone in the room could be clearly “heard” by a microphone. Volume control for both the speakers and microphones shall have Power On, Power Off, mute, and incremental settings to adjust the volume. The podium and area microphone shall not cause feedback interference with each other and will have individual mute and volume controls. All these functions must be controllable via touch screen from both the podium and the admin control table.

4.2.2 Visual System. Visual systems will be configured with the following requirements for each facility.

4.2.2.1 Visual System (BLDG 6402/RM 102). The visual system should consist of 4K monitor(s) (with no radio frequency emissions such as Wi-Fi and Bluetooth) and occupy an area 120-in wide for presenting. Bezels for the monitor(s) will be less than or equal to 1mm. Users will have the option to present 1 large HDMI input or 2 HDMI inputs that are side-by-side. Four additional 65-in monitors will repeat the current display(s) for the audience. Two will be mounted onto each side wall in the front and the back of the auditorium. Finally, two 60-in monitors will be mounted on the rear wall to provide references for the briefer. Each display must possess the ability to individually and separately switch between 8 HDMI inputs including, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, MPE (Mission Planning Equipment), MDR (Mission Data Recorder), and external laptops. The Cable TV shall be connected and should have channel presets configurable via the touch screen panels at the podium and admin control table.

4.2.2.2 Visual System (BLDG 6238/RM 238). The visual system should consist of 4K monitors (with no radio frequency emissions such as Wi-Fi and Bluetooth) and occupy an area 24-ft wide for presenting. Bezels for the monitors will be less than or equal to 1mm. Users will have the option to present one large HDMI input or two HDMI inputs that are side-by-side. The presentation will also be displayed by two 60-in monitors mounted on the back wall in each aisle. Each display must possess the ability to individually and separately switch between 8 HDMI inputs including, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, MPE (Mission Planning Equipment), MDR (Mission Data Recorder), and external laptops. The Cable TV shall have channel presets configurable via the touch screen panels at the podium and admin control table.

4.2.2.3 Visual System (BLDG 6415/RM 203). The visual system should consist of 4K monitor(s) (with no radio frequency emissions such as Wi-Fi and Bluetooth) and occupy an area 24-ft wide for presenting. Bezels for the monitor(s) will be less than or equal to 1mm. Users will have the option to present one large HDMI input or two HDMI inputs that are side-by-side. The presentation will also be displayed by two 60-in monitors mounted on the back wall. Each display must possess the ability to individually and separately switch between 8 HDMI inputs including, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, MPE (Mission Planning Equipment), MDR (Mission Data Recorder), and external laptops. The Cable TV shall be connected from the Linebacker Conference Room and should have channel presets configurable via the touch screen panels at the podium and admin control table.

4.2.2.4 Visual System (BLDG 6067/RM 202). The visual system should consist of 4K monitor(s) (with no radio frequency emissions such as Wi-Fi and Bluetooth) and occupy an area 24-ft wide for presenting. Bezels for the monitor(s) will be less than or equal to 1mm. Users will have the option to present one large HDMI input or two HDMI inputs that are side-by-side. The presentation will also be displayed by two 60-in monitors mounted on the back wall. Each display must possess the ability to individually and separately switch between 8 HDMI inputs including, but not limited to, VTC, Cable TV, Blu-ray/DVD, NIPR, SIPR, MPE (Mission Planning Equipment), MDR (Mission Data Recorder), and external laptops. The Cable TV shall be connected from the Dining Room (Room 229) and should have channel presets configurable via the touch screen panels at the podium and admin control table.

4.2.3 Media Rack. An updated media rack shall house hardware components for the Blu-ray/DVD, NIPR, SIPR, and MPE hardware components. The capacity of the media rack shall expand the amount of supported hardware it encloses with enough space to support three new inputs. It will be sized appropriately (approximately 4ft tall x 2ft wide x 2.5ft deep) and all connections between the media rack and devices shall be hidden in walls and/or ceilings to the maximum extent possible.

4.2.3.1 Media Rack Locations. In BLDG 6402 the media rack will be installed in RM 103/Media Closet in the front of the Classified Briefing Room (CBR). In BLDG 6238 the media rack will be installed in the front of RM 238 between the stage and the main entry door. In BLDG 6415 the media rack will be installed in RM 205/Access Hallway directly behind the Raider Room. In BLDG 6067 the media rack will be installed in RM 202A/Media Closet in the front of the auditorium.

4.2.4 Podium. A new podium with integrated electronic power should be provided. Power plugs and laptop connectivity receptacles are to be integrated into the podium. The podium should have 2 internal shelves for storage of other hardware and equipment. The shelves should be divided such that the top shelf is narrow (5in), middle (1ft) and bottom (3ft). A microphone shall be attached or integrated into the podium with the ability to be detached as desired by the briefer. A wireless laser pointer/slide advance remote should be provided and shall work within a 50-ft radius from the podium. A touch panel (software-based control panel) shall also be integrated with the podium with the ability to select video sources, audio sources, computer sources, and match them to respective projectors, locations, microphones, speakers, etc. The touch panel is required to be capable of basic functions such as, 1) set and select various presets, 2) adjust audio volume and mute control and 3) provided capability for additions and 4) upgrades for future additions such as a VTC capability. The podium will also have a physical connection port for NIPR, SIPR, MPE systems using HDMI, Thunderbolt 4, and USB-C (DisplayPort over USB).

4.2.5 Admin Table. A station shall be set up as an admin table where the audio/visual system can be controlled via touch screens with all the same capabilities as the podium. This station will serve as the secondary service location should the podium fail and therefore functionality and controls will be mirrored. The table will not exceed 72in width, 36in depth and 30in height. All NIPR, SIPR and Mission Planning Equipment computers and monitors will be provided by the 2d OSS, 96th BS and 20th BS for these stations.

4.2.5.1 Admin Table Locations. In BLDG 6402 the admin table will be installed in RM 103/Media Closet in the front of the Classified Briefing Room (CBR). In BLDG 6238 the admin table will be installed in the front of RM 238 between the stage and the main entry door. In BLDG 6415 the admin

Attachment 2 - (Amended) Statement of Work (SOW) table will be installed in the rear corner of the Raider Room. In BLDG 6067 the media rack will be installed in RM 202A/Media Closet in the front of the auditorium.

4.2.6 Control Devices. Touch Screen control devices must allow the user to adjust the volume of all speakers within the auditorium, cycle through 8 different HDMI options, dial out on GVS for SIPR and toggle presenter and audience cameras. The user will be able to either present one HDMI source, or two different HDMI sources side-by-side. Active display(s) will be mirrored on the monitors located around the room to be used by the audience and/or presenter. One device must be located at the podium and one at the admin table.

4.3 Video Teleconference Capabilities. Video teleconferences will be available through Microsoft Teams and Zoom over NIPR, and GVS will be available over SIPR. Each facility will have a camera positioned to face the presenter, and another camera positioned to face the audience.

4.4 Design Plan. Contractor shall provide a design TEMPEST plan that consists of project details and Red Line design plans detailing wire connectivity.

4.5 Installation. All necessary hardware, services and installation shall be provided by the contractor unless otherwise noted. If base support is required, the contractor shall provide all hardware, services, support and installation to provide a complete and usable system. Base installation should not be anticipated, and any questions shall be directed to the Contracting Officer prior to bid closing.

4.5.1 Only one facility will be modified at a time. Once a facility is completed, a unit POC will confirm the site meets the requirements specified in this SOW prior to work starting at the next location. The sites will be completed in the following order: BLDG 6402 Room 102; BLDG 6415 Room 203; BLDG 6238 Room 238; BLDG 6067 Room 202.

4.5.2 The Contractor will remove any fixtures that interfere with desired equipment locations (i.e. whiteboards preventing installation of monitors). All construction requirements to include movement of power outlets, wall patchwork and touch-up painting will be provided by the contractor. If Contractor work requires power outage/shut down of facility power, the request shall be coordinated with the Site POC 3 business days in advance of requested power outage to avoid interruptions of critical operations within the building areas.

4.6 Training. The Contractor shall provide initial training to the 2 OSS staff on site immediately following installation of the systems. This training will be provided to no fewer than 5 individuals and will be coordinated in advanced.

5. INFORMATION ASSURANCE REQUIREMENTS

5.1 Any equipment requiring connection, either classified or unclassified, to the DoD global information grid (GIG) shall be in compliance with Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance.

(STIG).

• Must meet TEMPEST AFSSI 7700 (no Wi-Fi, no Bluetooth)

• Vendor-provided implementation guides

• Must be on the DISA Approved Products List (APL)

• Must be GSA 2GIT compliant

6. SITE COORDINATION.

6.1 The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation start.

7. ACCIDENT/INCIDENT REPORTING AND INVESTIGATION.

7.1 The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Base Safety Office unless otherwise stated in the SOW.

The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

8. SECURITY REQUIREMENTS.

8.1 If contractor does not have a base pass, contractor will be signed on base by government representative.

8.2 2 CS, 2 OSS, 20 BS, or 96 BS will escort contractor in each building as required. The site will be maintained at the Unclassified level from Contractor first arrival until completion.

9. ENVIRONMENTAL MANAGEMENT.

9.1 The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Barksdale AFB, Bossier City, LA. The Contractor shall ensure their Sub-contractors comply with these specifications.

10. PERMITS.

10.1 N/A for this job.

11. INTERGRATED PRODUCT TEAM (IPT).

11.1 No weekly IPT call is required for project. 2 CS will have daily contact with installation team and site superintendent.

12. QUALITY ASSURANCE.

12.1 2 CS will conduct quality assurance inspections continuously/daily/weekly as the project progresses.

12.2 No contract changes will be made by anyone other than 2 CONS contracting officer.

13. SITE POINT OF CONTACT.

13.1 The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the government, including quality, safety, security, access scheduling and discrepancy matters.

13.2 Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.

14. WARRANTY.

14.1 The Contractor shall provide a one-year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one-year workmanship warranty. The warranty period shall start from the date of system and/or project acceptance. ONSITE Service technicians are not required outside of manufacturers’ standard warranty.

15. GENERAL CONSTRUCTION.

15.1 Vendor/contractor must remove any existing audio/visual equipment.

16. HOURS OF OPERATION

16.1 The Contractor shall routinely work during normal duty hours of the site. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the 2 CONS and 2 CS at least 3 calendar days in advance.

17. BASE SUPPORT

17.1 Any laydown requirement for this project shall be coordinated with 2 CES by 2 CS.

18. 2 BW SHALL.

18.1 Complete ongoing inspections during the project and send findings to 2 CES Inspector or 2 CONS depending on how the contract is awarded.

18.2 Sign on/escort contractor as required at job site.

18.3 Purchase items specifically designated as “gov provided” before installation.
