MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS

SUBJECT: Amendment 01, Solicitation FA460824QC0091, 2d Operations Support Squadron (OSS) Audio Visual/Technical Equipment (VTC)
1. The purpose of issuing Amendment 01 is to extend the Request for Quotation (RFQ) on solicitation FA460824QC091 from 12 July 2024 to Monday, 15 July 2024 at 10:00AM CDT, update the Statement of Work (SOW), add Attachment 5 – Room Diagram, and provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.
2. The questions and answers are listed below. Please be advised, the answers are in bold.
Question 1: Does the government require a codec device to perform SIPRnet DISA GVS VTC calls through a codec device?
Answer: Yes, the government requires a codec that is on the APL.
Question 2: If the government requires a codec do you still require the ability to perform computer based VTC using MS Teams with a SIPR net Connection? Using a web browser for DISA GVS SIPR Answer: No, not currently to be utilized for SIPR. Required for NIPR only.
Question 3: Would the government consider alternate options instead of projectors? Examples: Video Walls? Example as Room 102 - 4 Monitors 2x2 Answer: Yes, the government will require monitors and an updated SOW will specify the updates to this requirement.
Question 4: Instead of ceiling recessed projector screens would the government consider wall/ceiling mounted? These screens would mount on the wall or ceiling and would reduce construction costs if recessed is required.
Answer: No, the government will not consider.
Question 5: Room 102 - Will the government provide the electrical necessary on the wall to accommodate the government’s desire for a video wall?
Answer: No, the vendor has the ability capability to relocate existing outlets. In the event that new power or a new run needs to be installed, the change would need to be identified prior to contract award for coordination with the 2d Civil Engineering Squadron.
Question 6: Since the rooms do not have a cable box installed will the government procure cable boxes and add service before this contract start date?
Answer: Yes, the government will be responsible for procuring and installing the cable boxes.

Question 7: Will the government provide Blu-Ray Player?
Answer: Yes, see answer to question six (6).
Question 8: Will the government provide cable Box?
Answer: Yes, see answer to question six (6).
Question 9: Room 203: Would the government consider large monitors instead of the REAR facing projectors?
Answer: Yes, see answer to question three (3).
Question 10: For Room 102 – 65 Inch monitors for the quad format TAA Compliant models are hard to find with thin bezels. Would the government consider a Direct View LED Video wall with 1.56 pitch, 136 Inch in Diagonal.
Answer: Yes, the government would consider a Direct View LED Video wall.
Question 11: For 238, 202, 203 – Would the government consider quotes for a 4x2 type of video wall instead of projectors? Reduce the need for unnecessary build out and the purchase of new screens, images are slightly smaller, but the image quality will be brighter and crispier. Projectors cannot even come close to monitors for clarity.
Answer: Yes, the government would consider quotes. Ideally, the screen will be capable of showing 1 or 2 images.
Question 12: Can the government provide architectural drawings and room schematics for each conference room?
Answer: Yes, the government will provide at minimum a room layout.
Question 13: Is the customer committed to projectors where specified or is the government open to accept the contractor’s more suitable alternative based on room dimensions and requested capabilities?
Answer: See answer to question three (3).
Question 14: The SOW states the locations for speakers and microphones. Is the government willing to accept the contractor’s recommended solution to speaker and microphone locations, based on the cost savings, room dimensions, and system requirements?
Answer: Yes, the government will accept deviations due to layout/design conflicts. Technical evaluation will be based on equipment capability to provide sound input/output throughout the auditorium.
Question 15: How many PTZ VTC cameras are requested in each conference room and, the PTZ VTC camera intended locations?
Answer: Two (2) cameras, one to facilitate presenter view and the other to facilitate audience view per conference room.
Question 16: Do all conference rooms have either a raised floor or existing conduit leading from the floor boxes back to the AV/Media closet locations?
Answer: No.
Question 17: Can the government clarify the total number of sources required to be routable through the AV system? Will the extended screen option be required? The SOW states Cable, Blu-Ray, VTC, PCs. For the purpose of providing the best solution a definitive number of AV sources for each room is recommended.
Answer: Eight (8) sources are required to be routable through the AV system via HDMI. Yes, the extended screen option is required and has been updated to reflect in the SOW.

Question 18: Due to Tempest AFSSI 7700 IR frequency is prohibited. Will the government accept laser pointers without the ability to change slides?
Answer: The government does not have an approved wireless presentation device at this time, so a laser pointer by itself is fine.
Question 19: Clarification of 4.2.6 on SOW is requested. Specifically relating to the customizability of the touch panels?
Answer: Please see updated SOW with clarification on 4.2.6. An example model is a ‘Modero G5 7’ Tabletop Touch Panel.
Question 20: Will there be a GFE provided KVM for separation of NIPR and SIPR PCs?
Answer: Yes.
Question 21: Are both hardware-based VTC solutions (ex. Cisco VTC teleconferencing) and software-based VTC solutions (ex. TEAMS, Zoom) required for both NIPR & SIPR classifications?
Answer: No, it is software-based. TEAMS and Zoom are required for NIPR. Additionally, GVS will be required for SIPR.
Question 22: Can the government clarify what furniture will be GFE, and what will be the responsibility of the contractor? (For example, admin/control desk, AV racks, Podiums) Answer: None of the furniture will be GFE. The vendor shall provide all equipment to include AV racks, podiums, and admin/control desk.
Question 23: Will the government facilities personnel be providing the following:
Placement of power as needed.
To include wall receptacles and circuits for power load.
Network drops at required locations.
Cable drops at required locations.
Construction requirements (wall patching/painting).
Removal of fixtures that interfere with the desired location of monitors/projectors/AV equipment.
Answer: The vendor shall provide the following: construction requirements (wall patching/painting), any required network drops, and removal of fixtures that interfere with the desired location of monitors/projectors/AV equipment. The vendor will be responsible for and allowed to move outlets if the outlets are pre-existing in the given space. If any additional power needs to be ran or added too in some capacity then the contractor is responsible for identifying the need. The government shall provide the following: cable drops at required locations, placement of power as needed, and circuits for power load.
Question 24: Can you extend the due date until 23 July 2024?
Answer: No, but the government will extend the solicitation until 10:00AM CDT Monday, 15 July 2024.
Question 25: Please identify AV Schedule.
Answer: Unable to answer, insufficient information provided in the question.
Question 26: Will storage considerations be provided to the contractor?
Answer: Upon request. 12’ x 12’ storage space can be provided.
Question 27: Please verify that removal of existing equipment, cables, etc. will be turned over to the government for disposition.
Answer: Yes, except for trash and debris.
Question 28: Please clarify warranty requirements. Please verify that ONSITE service technicians are NOT required. SOW identifies the following:
14.1 The Contractor shall provide a one-year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one-year workmanship warranty. The warranty period shall start from the date of system and/or project acceptance.
Answer: A one-year parts warranty at minimum. Service technicians will not be required. 14.1 will be updated in the SOW.
Question 29: For podium & Admin table: is there a favorable laminate color required?
Answer: Espresso is preferred but not required.
Question 30: Shall the contractor presume the touch panel screen size to be 10.1”
4.2.6 Control Devices. All functions mentioned above shall be controllable through touch screen devices. One device must be located at the podium and one at the admin table. The software in these devices should be upgradable and customizable by the user.
Answer: Reference answer to question nineteen (19).
Question 31: Will the government provide replacement ceiling tiles where required?
Answer: Yes.
Question 32: The provided SOW does not identify digital signage for any of these rooms. The signage is usually significant and required to identify secure/unsecure upon entry to the room(s). Please advise is security signage is required for these rooms.
Answer: No.
Question 33: Please advise if elevators are available for equipment delivery on those rooms on the 2nd floor.
Answer: No.
Question 34: Visual System (BLDG 6402/RM 102), The 4 displays on the front wall: what is the maximum acceptable bezel on these displays?
Answer: The bezel of each display shall be less than or equal to one (1) millimeter.
Question 35: Visual System (BLDG 6402/RM 102), Shall the displays be mounted on fixed or articulating mounts?
Answer: Fixed mounts.
Question 36: Visual System (BLDG 6402/RM 102), Will the government provide or provide considerations for display backing support?
Answer: No, needs to be provided by vendor.
Question 37: Visual System (BLDG 6402/RM 102), Will the government provide required 110/120 power outlets for the displays?
Answer: Refer to answer for question twenty-three (23).
Question 38: Visual System (BLDG 6238/RM 238), Currently, there is a motorized 6x4 projection screen on the front wall. There is framework around the opening for the screen. There is NOT currently spacing/opening for another projection screen. Will the government provide the labor to cur the additional spacing for the additional projection screen? This area is a hardened type ceiling. And, will the government provide the additional power source to the additional projection screen?
Answer: Refer to answer for question three (3) and updates to SOW.
Question 39: Visual System (BLDG 6238/RM 238), Will the government provide or provide considerations for display backing support?

Question 40: Visual System (BLDG 6238/RM 238), Will the government provide required 110/120 power outlets for the projection screens/displays?
Answer: Refer to answer for question twenty-three (23).
Question 41: Visual System (BLDG 6415/RM 203), Currently there are two projectors and two 110/120 power outlets in the ceiling to support. Will the government provide additional power sources for the additional two projectors?
Answer: Refer to answer for question three (3) and updates to SOW.
Question 42: Will the government provide required 110/120 power outlets for the additional projection screens, both front and rear of room?
Answer: Refer to answer for question twenty-three (23).
Question 43: Visual System (BLDG 6067/RM 202), Will the government provide or provide considerations for display backing support?
Answer: No, needs to be provided by vendor.
Question 44: Visual System (BLDG 6067/RM 202), Will the government provide required 110/120 power outlets for the projection screens/displays?
Answer: Refer to answer for question twenty-three (23).
Question 45: Please confirm that no classification signage is required for any of the room systems.
Answer: No classification signage is required.
Question 46: Please confirm that only one of the HDMI, Thunderbolt 4 and USB-C (Display Port over USB) inputs at the lectern will be used at a time.
Answer: Two inputs at the lectern will be utilized at a time.
Question 47: Please confirm the following:
There is no security clearance required for the programmer of this system.
There will be no comprehensive background check or investigation required for the programmer and that background checks are only required for the personnel who show up on-site for installation / commissioning.
Personnel will only be required to pass generic requirements necessary to gain base access (i.e. - driver's license checks for felonies, warrants, etc).
There will be no code audit of the code written by the programmer.
Again, our company strongly recommends that installers and programmers be cleared at least to the SECRET level. We also recommend an independent code audit be conducted on any code written by uncleared programmers.
Answer: See the updated SOW, section 8 Security Requirements. Coding shall not be conducted on AF approved cost items. Location will be unclassed prior to KTR arrival.
Question 48: What model CATV boxes will be utilized for these rooms?
Answer: Question needed more clarification, unable to answer due to ambiguity.
Question 49: Are any of the following available for these rooms? AutoCad drawings, Cable / Conduit Maps, or Electrical layout Maps.
Answer: Yes, AutoCAD drawings will be provided as an attachment for each room.
Question 50: If any of the above are available, can they be provided to each company before the solicitation deadline?
Answer: Yes, see amendment of SOW and updated attachment to solicitation.
Question 51: Construction will be required in some of the rooms (example - the soffits where the new projector screens will be installed). Will these types of room modifications be required to be accomplished by the contractor, or Barksdale Facilities Division?
Answer: Minor modifications to existing rooms are authorized, but any additions, hardwire, electrical, and comm features will not be authorized.
Question 52: Same question, as above, for electrical modifications such as installing new electrical receptacles for projectors and monitors.
Answer: Reference the answer to question twenty-three (23).
Question 53: What is the brightness / luminosity requirement for the 4K projectors being procured under this solicitation?
Answer: No longer required, see answer to question three (3).
Question 54: Please confirm that the SIPR network is COPPER (CAT6, etc.) at the wall - in each room.
Answer: Devices can have COPPER NICs.
Question 55: Section 4.2.6 of the Statement of Work states: "All functions mentioned above shall be controllable through touch screen devices. One device must be located at the podium and one at the admin table. The software in these devices should be upgradable and customizable by the user." Could you elaborate on the meaning of this statement? It is our interpretation that the requirement is that the software written must be editable and recompilable at a later date should changes to the room system be required. However, this isn't required very often. Casual users of the room system will NOT have access to the code for modifications. Can you confirm this is correct?
Answer: SOW has been amended, see updated Section 4.2.6. In addition, reference answer to question nineteen (19).
Question 56: Please confirm that all software products created by the audio-visual integrator ... Audio- Visual Room System Code, Touchscreen Code, and DSP layouts will become the sole property of the Air Force and United States government and that no proprietary software is to be created by the AV contractor.
Answer: No programming shall be required. Reference answer to question nineteen (19).
Question 57: When will the government publish the site visit sign in sheet?
Answer: No site visit sheet will be posted.
Question 58: Is the Government certain that each room must be capable of 10 connections/sources?
Answer: Eight connections/sources are required.
