Vendor A
1. How many years has BAFB had the decorations installed?
a. BAFB has had the decorations installed for a total of 3 years under the previous contract.
2. Who was the winning bidder last year? And the previous 3 years?
a. LAWNMASTERS OF SHREVEPORT, LLC (Cage: 6PZD7) held the current contract from 5 Dec 2019 – 8 Nov 2022
3. What was the winning contract amount for the previous years?
a. The total contract value was $209,700.00, you can find contract specific information at https://www.fpds.gov/fpdsng_cms/index.php/en by searching FA460820P0009.
4. Is there a set budget BAFB is looking to stay around?
a. This is not public information.
5. Work Task 2‐ The net lights on Figure 3 look to only cover the top and the outside of the existing hedges. Is the inside of the hedges(down the walkway) not required to be lit?
a. Work Task #2 net lighting shall cover the top and outside of hedges as seen in Figure 3.
6. Work Task 2‐ How many net lights are provided and what are the dimensions of the net?
a. The exact measurements/quantities of the net lights are unknown. There is the appropriate amount to accomplish the listed tasks. Size of each net is 36” x 48”.
7. Is the permanent mounting strip metal and/or magnetic? If so, are the existing C9 stringers magnetic? If not, what is the preferred attachment method to the mounting strip?
a. The permanent mounting strip is metal. The c9 stringers can be magnetically affixed.
8. Are the existing C9 stringer lights already pre‐labeled and marked which building they go on and where they start?
a. No
9. Do the existing C9 stringer lights have male/female plugs already attached?
a. Yes
10. Are there any timers included? If not, does the bidder need to include it?
a. Other than those items identified in “Existing Materials” the contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort; contractor shall provide all extension cords and power strips, and they will be weatherproof. The contractor shall supply a means to power on / power off at desired time intervals for all electrical decorations described in the work tasks.
11. If there are no timers how are the lights turned on and off?
a. The contractor shall supply a means to power on / power off at desired time intervals for all electrical decorations described in the work tasks.
12. How are the lights for the monument and chapel attached? Are the attachments or clips provided? Are there mounting brackets?
a. All supports or mounting hardware required to mount decorations shall be of a temporary material that is easily removable without damage to the structures in which they are being placed. Mounting hardware and/or supports and materials must be reviewed and approved by the government before installation. All lighting shall be attached using a non‐permanent, non‐damaging attachment method.
13. Are bows provided for Work Task 8?
a. All decorations provided are listed in the EXISTING MATERIALS section of the SOW.
Figures 10/11 shall serve as an example of possible decoration for Work Task 8. This example may not be able to be accomplished with the decorations provided.
14. How are the garland and wreaths attached? Are the supplies for the attachment provided?
a. Attach decorations using non‐permanent, non‐damaging attachment method.
Mounting hardware and/or supports and materials must be reviewed and approved by the government before installation. Other than those items identified in “Existing Materials” the contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort.
15. With the exception of extension cords and items to tack down extension cords will any other material be needed?
a. Other than those items identified in “Existing Materials” the contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort.
16. Under the MAINTENANCE section‐‐ Contractor will provide a 3 year warranty on the items. Is this for existing items or any items we purchase?
a. Contractor shall provide a 3‐year repair / replacement warranty on all items to include existing items.
17. Prior to install will contractor have opportunity to test all material and request repairs or replacement?
a. The contractor shall have the responsibility of testing all materials prior to installation. However, this will be post‐award of the contract. The contractor shall be responsible for all warranty costs associated with repair/ replacement of the existing decorations IAW the SOW.
Vendor B
1. Who is the incumbent?

2. What was the incumbents total contract value?

3. Is the current SOW the same as the previous incumbent’s SOW?
a. The current SOW is similar to the previous incumbent’s SOW.
4. Is there any equipment for example lifts, cranes, or hoist available for use installing LED lighted “snowflake” decorations and other items?
a. Other than those items identified in “Existing Materials” the contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort.
5. How will we get access to the property, and what all is needed to clear my teams for access?
a. Contractors shall access the base through North or West Gate, unless specified to use the contractor gate by 2 CONS. The contractor shall be required to provide the following information for all personnel working on base; name, last 4 social security, date of birth, and state driver’s license number for a security check. If other access requirements are required, the contract shall be notified in writing by 2 CONS.
6. What was the cost of the final full option year of the previous contract?
a. $66,700
7. Will there best sleeping quarters, food, or any associated amities for my team?
a. None of the above will be provided by the government, Barksdale AFB has many restaurants available for your team to visit while working on base. But the government will not be responsible for any of the questioned amenities.
8. Storage of the decoration can be in a climate‐controlled facilities within 90 miles of AF base?
a. Storage facility shall be IAW the SOW and within a 90‐minute drive time radius. This protection shall include but not be limited to, protection from the natural elements, protection from pests, and protection from theft.
9. Who pays for the materials to pack decorations for the year?
a. Contractor shall be responsible for all storage requirements to include but not be limited to packing materials required to ensure storage requirements as outlined in the
SOW.
10. How to apply for this RFP with accepted application?
