Statement of Work

Install Holiday Decorations at Barksdale AFB, LA 71110

GENERAL: The purpose for this contract is to install, maintain, remove, transport, and store at an off-site location for a period of 1 year several Holiday decoration items in support of Barksdale AFB’s Holiday season (as specified below). Work will, in general, involve installing a tree, lighting for shrubs, trim lighting around multiple structures, installing tree canopy lighting, and providing other non-lighted, non-religious specific decorations such as garland/bows/bells/ornaments at the West Gate entry. Contractor shall provide separate bid cost for each work item as listed in the below sections. Other than those items identified in “Existing Materials” the contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort; contractor shall provide all extension cords and power strips, and they will be weatherproof. The contractor shall supply a means to power on / power off at desired time intervals for all electrical decorations described in the work tasks below. In addition, contractor shall be responsible for cleanup/restoration of any lawn areas, buildings or streets damaged during installation and removal of required items under this contract within 7-14 days. Government shall provide the contractor location(s) to run electrical support for holiday decorations. Contractor shall be responsible to provide and install any electrical extension cables to the locations identified by the government. All work performed shall be in compliance with local, state, and federal codes/mandates. All workers will follow OSHA Safety Standards and conduct themselves in a professional manner and appearance.

RESTRICTIONS: All items are to be of temporary nature. Contractor is strictly forbidden from drilling holes or otherwise permanently damaging structures in any way under this contract. All supports or mounting hardware required to mount decorations shall be of a temporary material that is easily removable without damage to the structures in which they are being placed. Mounting hardware and/or supports and materials must be reviewed and approved by the government before installation. Contractor shall be responsible for any damage done to any structure caused by their mounting method, installation, operation / malfunction of lights, and removal of light including but not limited to repainting as required, to restore the structure to its original condition. Contactor shall not be allowed to stop or prevent traffic flow on base for any reason without written coordination and approval.

MAINTENANCE: Contractor shall be responsible for all maintenance / replacement of decorations should they fail or otherwise become damaged or inoperable for any reason. If any item cannot be repaired but will need to be replaced, that replacement must be approved in writing from 2 CONS. Contractor shall respond to communication from the government within 24 hours to repair displays as required during the holiday season. Contractor will provide a three (3) year warranty on the items.

SITE VISIT: A site visit shall be scheduled at the contractor’s request (if required) to survey the site prior to execution of work. A second inspection shall be scheduled prior to acceptance of the work by the government as complete. At the end of the season, a third site visit shall be scheduled to inspect the areas of performance to ensure proper removal of all specified material, no damage done, and compliance with this Statement of Work.

STORAGE: All Government furnished equipment shall be stored in such a manner to protect it from deteriorating while not in use. This protection shall include but not be limited to, protection from the natural elements, protection from pests, and protection from theft. The storage facility utilized by the contractor will be within a 90-minute drive time radius from 3433 Davis Avenue West, Barksdale AFB, LA 71110. The storage facility must be approved in writing by 2 CONS. The contractor shall provide an inventory list in writing to the government of the government furnished equipment before set-up and after tear down to include a description of each decoration, quantity, condition, and comments for condition rating issued.

Please see Table 1 in existing equipment section for example.

MATERIAL TURNOVER: At any time during the 1-year storage period, the government may demand delivery of purchased items to the base for storage on-base. Contractor shall be responsible for providing access by government officials to their off-base storage site and be on hand during the loading process to properly inventory all items. If turnover is demanded, the government shall provide all materials, labor, and transportation to move materials from contractor’s storage site to the base. Contractor shall then be relieved of all storage and maintenance obligations.

WORK TASK #1 “Christmas Tree”: Install a commercial grade panel type Christmas tree of 34 feet in height. Tree shall have green foliage and be provided with outdoor, weatherproof, multi-color LED lights. Tree shall be located at the base main flagpole (see Attachment A Figures 1, 2 and 3) and power shall be provided by the government to support the LED style lights. Connect lights to the single existing standard weatherproof electrical box located under the hedges near the flagpole. Contractor will provide and use weatherproof extension cords and power strips to plug tree lights into the existing electrical box. At the end of the holiday season, disassemble and remove the tree and lights and store them for a period of 1 year.

WORK TASK #2 “Net Lighting (Flagpole)”: Install LED “net” lights over the hedges located at the main base flagpole adjacent to Work Task 1. Net lighting shall cover all hedges contained in the drawn circle in Figure 2 of Attachment A. Net light wiring shall be green in color to match existing shrubs during the day and light color shall be white. “Net” lighting shall be installed so as to not blow away or otherwise be dislodged by weather. Connect lights to existing electrical power outlet at the end of the hedge row. Provide extension cables as required to extend power to other hedges. Firmly secure any wiring that crosses walkways with outdoor tape or other method so as to not cause a tripping hazard. At the end of the holiday season remove all lighting and non-permanent mounts. Store the lights for a period of 1 year as detailed above.

WORK TASK #3 “Permanent Mount Inspection”: The Contractor will inspect the existing permanent mounting strips for any noticeable damage currently installed at 2 BW/HQ facility (building #3435) and the West Gate Guard building structure. Contractor shall document and provide in writing any damage to building or mounting strips before installation. The 2 BW/HQ has approximately 750 linear feet of mounting strips. The West Gate Guard building structure has approximately 400 linear feet of mounting strips. Contractor shall be responsible for any damage done to any structure caused by inspecting and/or updating the mounting strips, including but not limited to repainting as required to restore the structure to its original condition.

Any permeant mounting strips requiring replacement shall match the color of the building in the location the mount is to be placed. Please see Figure 4 for example of the permanent mounting strips.

WORK TASK #4 “HQ Trim Lighting”: Install LED trim lighting (white in color) to the front face of the 2 BW/HQ facility. Lights shall outline the facility edges, roofline, fascia, and trim between floors of the westward facing side of the facility. See Figure 5 in Attachment A for example. Attach lighting to the existing permanent mounting strips using non-permanent, non-damaging attachment method. As needed attach lighting using non-permanent, non-damaging attachment method where permanent mounting strips are not present. Connect lighting to existing power box located on the west side of the facility, under the main stairs. At the end of the holiday season remove all lighting and non-permanent mounts. Permanent mounting strips previously installed shall remain in place. Store the lights for a period of 1 year as detailed above.

WORK TASK #5 “West Gate Trim Lighting”: Install LED trim lighting (white in color) to the front face of the West Gate building structure. Lights shall outline the facility edges, roofline, fascia of the westward facing side of the facility. Example seen in Figure 6 of Attachment A. Attach lighting to the existing permanent mounting strips using non-permanent, non-damaging attachment method. As needed attach lighting using non-permanent, non-damaging attachment method where permanent mounting strips are not present. Connect lighting to existing circuit at the facility. At the end of the holiday season, remove all lighting and store for a period of 1 year as detailed above. Permanent mounting strips previously installed shall remain in place.

WORK TASK #6 “LED Snowflakes”: Install LED lighted “snowflake” decorations (or approved similar) to 36 each existing light poles located along Barksdale Blvd between the west face of 2 BW/HQ and Monument. Contractor may, at his/her option, use the existing brackets located on the pole or may provide new, non-permanent mounting brackets. Please see Figure 7 for example. Connect to existing electrical service at each pole. Contractor may, at his/her option, use the existing photocell-controlled circuit to power the decoration or may provide and install his/her own photocell system to operate the decoration at night. At the end of the holiday season remove all lighting and non-permanent mounts. Store the LED snowflakes for a period of 1 year as detailed above.

WORK TASK #7 “Monument Trim Lighting”: Install LED trim lighting (white in color) to the face of both sides of the BARKSDALE AIR FORCE BASE monument sign at the West Gate, see Attachment A Figure 8 for location. Lights shall outline the structure edges, roofline and fascia. Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing power at the base of the monument. At the end of the holiday season remove all lighting and non-permanent mounts. Store the lights for a period of 1 year as detailed above.

WORK TASK #8 “Monument Fence Line Decorations”: Install miscellaneous non-religious specific holiday decorations (non-lighted) such as garland, bows, wreaths, etc. on the fence line on both sides of the entrance at the West Gate. Wreaths shall be hung on every fence post for each section of the fence. Between the wreaths, bows and garland shall be used to decorate the space between the wreath decoration. The intent is to provide a decorated look for all visitors to see upon arrival at the main base entry gate. Please see Attachment A Figure 9 for fence line location and Figures 10/11 for example decoration. Attach decorations using non-permanent, non-damaging attachment method. At the end of the holiday season remove all lighting, decorations, and non-permanent mounts. Store the lights and decorations for a period of 1 year as detailed above.

WORK TASK #9 “Chapel Trim Lighting”: Install LED trim lighting (white in color) to the front face of the 2 BW/Chapel 1 facility (building #3578). Lights shall outline the facility edges, roofline, fascia, and windows of the northward facing side of the facility. Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing power box located on side of the facility. At the end of the holiday season remove all lighting and non-permanent mounts. Store the lights for a period of 1 year as detailed above.

WORK TASK #10 “LED Wreath”: Install LED lighted “wreath” decoration (or approved similar) above sanctuary entrance of the 2 BW/Chapel 1 facility (building #3578). Contractor may, at his/her option, use the existing holes located above the door or may provide new, non-permanent mounting brackets. Connect to existing electrical service. Contractor may, at his/her option, provide and install his/her own photocell system to operate the decoration at night. At the end of the holiday season remove all lighting and non-permanent mounts. Store the LED wreath for a period of 1 year as detailed above.

WORK TASK #11 “Outline Lower Ring of Model B-52”: Install LED stake lighting (white in color) to the concrete base of the model B-52 in the traffic circle along Barksdale Blvd.

Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing power box located in the traffic circle. At the end of the holiday season remove all lighting and non-permanent mounts. Store the lights for a period of 1 year as detailed above.

ADDITIONAL INFORMATION: The contractor will begin work not earlier than 7:30 am each workday. Work will not be performed later than 6:00 pm. Inspections will be conducted by the Contracting Officer and /or Contracting Officer’s Representative and the contractor’s manager. All discrepancies, if any, will be properly annotated. Exceptions shall include contractor needing access to address outages /corrections, provide lighting ceremony support, and any other service as approved by the Contracting Officer.

The contractor will be responsible for and incur any and all labor and material costs required to repair any damages to government facilities that occurred during and as a result of operations under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items:

A. Government gas, water, waste and electric transmission and distribution systems B. Adjacent occupant personal property C. Existing trees D. Roadways and Parking areas

EXISTING MATERIALS: The government has the following decorations / in storage that were used in previous years.

-Pre-lit 34' Metal Frame panel tree with decorations

-c9 stringer warm white led lighting for the BW/HQ facility, the west gate, monument sign at the west gate entrance, and chapel areas (~1600’)

- c9 Stake lighting to outline lower ring of b52 bomber (~115’)

-36 pole mount snowflake decorations

-Led mini lights used to net the hedges at the flagpole

-Pre-lit garland for west gate (~108’) and chapel area (~27’)

- 6 pre-lit wreaths for front entrance with bows

- 1 48" pre-lit wreath for chapel area

TIMELINE: All work will begin no earlier than Monday, 7 November of that season, to be completed and ready to turn on by 1500 on Wednesday, 7 December of that season.

Contractor shall have a person on stand-by for the tree lighting ceremony, 7 December, to provide support as required. Contractor shall be prepared to have all work tasks complete and ready to do dry run(s) 2 days prior to official turn-on date. Dry run will be completed by 1500 on Monday, 5 December. Decorations shall remain in place until Friday, 6 January of that season at which time all electrical circuits will be disconnected by the contractor and work commences to remove items to be stored. Contractor shall have all lights, decorations, non-permanent mounts removed by Friday, 27 January.

BID SCHEDULE: Contractor shall bid each Work Task listed above as a separate, stand-alone complete line item to include all labor/materials/equipment needed to complete the work listed individually. The government, at its option, may award any one, multiple, or all Work Tasks for completion by the contractor depending on bid outcome and funds available.

No Modifications to this scope of work, requirements, or changes will be made verbally.

ONLY modifications in writing from Contracting Officer will be accepted.
