FA4608-19-R-A003 – Barksdale COCESS
Questions and Answers
17 Apr 19
1. On page 43 of 52 of the SF1149, section 1.3.5 Cover Page instructions:
Section 1.3.5.11 instructs the offerors to provide Registration confirmation for NAICS 332510.
Would offerors provide a screenshot to show that their System for Award Management is up to date and contains NAICS code 332510 as confirmation of registration for this requirement?
Answer: Yes, a screenshot or the page from your SAM registration showing the NAICS 332510 would be sufficient.
2. On Attachment K, Common COCESS Items Price List: Section Building Supplies, Electrical, hardware Lawn & Garden, and Plumbing:
Please provide a Unit of Measure (Issue) for each item contained within Attachment K.
Answer: The unit of issue for all items should be assumed to be “1 each” unless otherwise specified in the item description.
3. In preparing to send out Attachment W Past Performance Questionnaires to our customers, we noted the cover letter directs respondents to remit by March 20 but the solicitation wasn’t issued until April 3. Also, J. Authorization is hereby granted to provide the information requested in SECTION B of this Questionnaire refers to Section B;
however, there is no Section B. The respondent is to fill out Sections 3 and 4. Will you be issuing a revised Attachment W or should we make the adjustments to the form you provided?
Answer: The date for respondents to submit the PPQ was in error. The date PPQ’s are due will be the same date as proposals are due. In addition, Item J. has been updated to reference the correct sections. See revised Attachment W dated 16 Apr 19 reflecting these changes.
4. Reference Attachment K: The Formula in Column K does not calculate the bid evaluation price in any of tabs.
Answer: Attachment K formula’s have been fixed. A revised Attachment K will be uploaded as an amendment as soon as possible.
5. Reference Attachment K: Column K is incomplete on Hardware & Electrical.
Answer: These omissions have been fixed. A revised Attachment K will be uploaded as an amendment as soon as possible.
6. Reference Attachment K: The HVAC column for the Lowes database is missing the pricing.
Answer: Please disregard using a 3rd database for HVAC. Attachment Y and the Statement of
Work have been revised to remove the use of a 3rd database. All these attachments will be uploaded as an amendment as soon as possible.
7. Reference Attachment K: Formulas on Summary Tab do not calculate the totals to populate the required fields.
Answer: All formulas on Attachment K have been fixed. A revised Attachment K is forthcoming.
8. Regarding attachment D – Financial Organization. Is it acceptable to reply with a most recent annual report for W.W. Grainger? All of the required financial information is enclosed within the report. Please advise
Answer: Yes, a recent annual report will be acceptable.
9. Has there been any discussion round consolidating the COCESS – Past Performance, Customer Questionnaire response? Potentially, customers could be responding to 19 separate COCESS solicitations with the same information. A central location or some other method of reducing the processing time would be beneficial. Please advise
Answer: Unfortunately, no. However, if your customer responded to another COCESS solicitation and the PPQ is still relevant for this solicitation, have them forward the one they sent previously in response to this solicitation. They do not need to re-accomplish the PPQ just to change the RFP number.
10. The Statement of Work (SOW) section 1.7.4 states, “The Contractor shall accept returns of full issue, unopened or unused items identified on the Government’s suggested store stock item listing within 60 business days of issue to the Work Task or shop with no penalty to the
Government.” In contradiction, SOW section 1.11.13 states the Contractor shall “accept return of unused material when returned in full issue quantity and process credit to
Government within 14 calendar days of issue.” Please clarify the return requirements.
Answer: Returns are to be processed in accordance with paragraph 1.7.4 of the Statement of Work.
Paragraph 1.11.13 has been revised for clarification. Credit due back to the Government is due within 14 calendar days from receipt of returns. A revised SOW datad 16 Apr 19 will be uploaded as an amendment to the solicitation as soon as possible.
11. Reference - Attachment K Common COCESS Priced Items, HVAC Tab – Lowes is a database but list prices are not provided in the attachment. Please provide a revised
Attachment K with Lowe’s list prices.
Answer: Do not utilize Lowe’s as a database for HVAC. Use of a Alternate #2 database for
HVAC has been removed from all documents to include the Statement of Work and Attachment
Y. A revised SOW datad 16 Apr 19 and Attachment Y will be uploaded as an amendment to the solicitation as soon as possible.
12. The Formula in Column K does not calculate the bid evaluation price in any of tabs
Answer: A revised Attachment K is forthcoming. All formula’s have been corrected.
13. Column K is incomplete on Hardware & Electrical
Answer: Fixed. A revised Attachment K is forthcoming.
14. The HVAC column for the Lowes database is missing the pricing
Answer: See answer to #11 above.
15. Formulas on Summary Tab do not calculate the totals to populate the required fields
Answer: A revised Attachment K is forthcoming. All formula’s have been corrected.
16. Reference: Solicitation: Will there be a site visit / pre-bid conference? If not, may we request permission to visit the site to better assess our bid overhead responsibilities, such as staffing, logistics, and supply sources?
Answer: There is not a site visit or pre-bid conference scheduled for this solicitation. However, anyone interested in a site visit may call and make arrangements to visit the current COCESS location on Barksdale. Please contact MSgt Ryan Haselhuhn at (318) 456-6544 or Marla Poirier at (318) 456-6940 to make arrangements.
17. Reference: Attachment W, Past Performance Evaluation Letter, page 1, paragraph 2.a:
the reference states that questionnaires must be submitted and received no later than 20
March, 2019. Question: Will you set a new suspense date for submission of the questionnaires since the solicitation was released after that date?
Answer: PPQ’s are due the same date/time as proposals. See revised Attachment W dated 16 Apr
19.
18. After additional review of Attachment K, we identified some items that have a non-compliant country of origin. Is it acceptable to quote a compliant substitute for those items?
Also, if there is no compliant substitute, will those items be removed from the solicitation?
Please advise.
Answer: The items listed on Attachment K are for pricing purposes in the solicitation process only. The Country of Origin provided by suppliers is subject to change. If during evaluation, a product if found to have a non-compliant Country of Origin, the item will not be evaluated.
