SUMMARY OF CHANGES
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS FOR AWARD
A) This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101-2 and 15.3 as supplemented to make an integrated assessment for a best value award decision. The Offeror having the lowest evaluated price will be reviewed for technical acceptability. If the lowest offer is not technically acceptable, then the next lowest will be reviewed for technical acceptablity, and so on. An award will be made to the lowest offeror whose proposal is technically acceptable. The
Government intends to make an award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306. If the Source Selection Authority determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Source Selection Authority may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the
Government based on the results of the evaluation described in paragraph B below.
B) The LPTA evaluation process will be accomplished as follows:
(1) Price: The Total Firm Fixed Price must be filled out in Section B, CLIN 0001 of the solicitation.
Also, the Offeror must have provided a cost breakdown of this lump sum amount to include at a minimum materials, labor, equipment and any other significant cost items. All proposals will be ranked from lowest to highest price.
(2) Technical Acceptability: The lowest priced Offeror’s technical proposal shall be evaluated to determine if it meets the subfactors below. If the lowest priced Offeror was not technically acceptable then the next lowest price Offeror’s technical proposal shall be evaluated, until a lowest price technically acceptable offer is found.
Sub-Factor 1: Technical Approach: Proposals describe the offeror’s proposed approach to performing the requirements set forth in the Statement of Work and demonstrates a thorough knowledge and understanding of those requirements and their associated risks.
Sub-Factor 2: Technical Risk: Proposal identified risks (if any) associated with the proposed approach and included actions to be taken to mitigate those risks.
Sub-Factor 3: Organizational Structure and Project Management. Offeror must provide an organizational chart identifying key personnel with a description of their work experience relating to projects of similar scope to those expected under this paving contract. Additionally, the offeror shall provide a document describing the organization’s program management policies, procedures, and processes.
MINIMUM STANDARD OF ACCEPTABILITY: The minimum standard will be met if the Offeror provided: A document describing the organization’s program management policies, procedures, and processes and a block diagram identifying the individuals (management and supervisors) associated with this requirement to include: Key personnel – Each individual’s name, title, duty, years of experience, key qualifications, and experience

level relating to similar paving projects in size and scope. At a minimum, the Offeror shall provide information for the following disciplines:
a. Site Superintendent (minimum of 5 years experience)
b. Quality Assurance Manager/Foreman (minimum of 2 years experience.)
Sub-Factor 4: Is a Service-Disabled Veteran-Owned Small Business.
