RFI’s, Repair Barksdale Airfield Pavement, North Apron, LA

1. The statement of work mentions removal and replacement of approximately 237 random slabs each approximately 12.5x15’. Does this mean we have to remove each slab in only these sizes and replace them with the same sizes? Yes, this will keep our records and joint layouts the same.

2. Are we allowed to remove one big section of the size approximately 170’ long and 12’ in width or any other lengths and widths sections? Is there any limitation on the sizes of each pour? Once the project starts it is your baby. We will oversee and inspect construction. There is no limitation, except as to how much you want to pour at one time.

3. Specifications mention flexural strength of the concrete only. What is the compressive strength requirement? The flexural strength will be dominant here, no less than 650 psi flex, usually runs about 4800 to 5400 psi compressive strength if my memory serves me right.

4. There are 3 Borings that are close; they are B-7, B-8, and B-12 on the attachment labeled initial Phase Demo-Wash Rack. The respective reports are in the attachment labeled Soil Boring Document.

5. Can existing concrete be crushed and used as concrete apron base as long as it meets the DOT specifications? Yes

6. The scope of work calls for Type I paint marking beads. During the site visit we did not notice any existing paint markings. Is there any existing paint marking in this project? Please confirm that Paint marking beads are or are not required on this project. They are required for the yellow portion of the taxiline that runs into the hangar.

7. Since this apron is an active apron, is there going to be any work stoppage while planes pass by the construction area? No, exercises might impact operations though, but each will be handled separately.

8. Would water be supplied for the construction activities on this project? Would GC be required to pay for the use of this water? Water is supplied, contractor can tap onto a fire hydrant but a backflow preventer will be required when doing this.

9. Would there be any permits requirements on this project? None that we know of

10. Can Government provide the access to LADOT specifications? http://wwwsp.dotd.la.gov/Pages/default.aspx go under the government section

11. The scope of work mentions “The contractor will adhere to the planned outages and phasing coordinated by Base Ops and CE, as well as the security measures designated for this area”. What can the contractor expect for planned outages and phasing? Planned outages would be for a national emergency or an exercise, which may or may not affect construction efforts.

12. If the contractor uses Fussell Company Contractors crushed concrete for its aggregate base material, will it have to be tested? Only the compaction will be tested, the crushed material has been shown to work well at the gradation that they crush to.

13. On previous projects, the requirement to install dowels into the existing concrete to remain was removed as the existing concrete was going to be renovated in the near future. Do dowels need to be installed in the existing concrete that is to remain for this project as stated in the scope of work? Dowels will only be installed into the new pavement that has been placed previously. All other pavement faces will have expansion material placed between the old and new for future construction project(s).

14. The scope of work says there are approximately 237 slabs of concrete to be removed in this project. At the site visit, we were not afforded the time to count the number of slabs due to time constraints. Could the government please provide the exact number of slabs to be removed? There are 239 slabs to be repaired.

15. Is there a place on base where we can dump the 12 inches of dirt that will be removed from under the concrete slabs? Yes, past the concrete crushing site about a mile on the left. If they dump there, contractors will be required to push up into piles and keep the dirt travelling area clear and passable so that others can utilize.

16. Whose attention does the proposal go to? The SF1442 says Marla Poirier. On Page 9 under Contract Administration there is Regina Blue and Steven Huffines. Please advise. Yes you can fax this proposal; or you can email it to the POC's listed in Section G, Contract Administration or listed in the FBO posting.

17. What date is the cutoff for RFI’s? 21 January

18. Is “CVE Verified” in Vetbiz (www.vip.vetbiz.gov) required for the Service-Disabled Veteran-Owned Small Business submitting a proposal? No, and you do not need to submit section K if you are registered in the System for Award Management (SAM) as we can print them from there. This is where we will verify if contractors are SDVOSB's or not.

19. Is this a Fax Proposal? see Page 44; Yes you can fax this proposal; or you can email it to the POC's listed in Section G, Contract Administration or listed in the FBO posting.

20. There are no instructions on Page 44 or 48 for submitting the RFP Documents. (SF1142 or Section K) This is a Lowest Price Technically acceptable (LPTA) proposal. Therefore it is not as formal as the Past Performance Trade-off source selections. There is no page limit. However, this project is not very difficult so we don't expect the technical approach provided under Sub-factor 1 to be all that long. Just submit what you feel is necessary. You do not need to submit section K if you are registered in the System for Award Management (SAM) as we can print them from there. This is where we will verify if contractors are SDVOSB's or not.

21. Instruction are not clear. (number of pages allowed for the proposal, the binding of the documents, Are the RFP documents separate from the proposal?) As stated above, there is no page limit and no binding of the documents. You can fax it or email it all in together. You do not need to return the entire RFP document. Only the pages you are required to fill in (SF 1442, Schedule B, any amendments if not noted on the SF1442, and any other documents you feel are necessary for your proposal).

22. For Solicitation # FA 46018 15 R 0002 Repair Airfield North Apron, can the Superintendent on site and the QAQC Officer be the same person? Yes

23. For Solicitation # FA 46018 15 R 0002 Repair Airfield North Apron, will you please send the name and phone number for the crushing contractor. 455-6472, Tommy Fussell

24. Please confirm that dewatering is not expected as part of this contract. Dewatering has never been required to do for this type of construction on the airfield at Barksdale. We don’t anticipate it in this project also.

25. The Project Engineer mentioned a preferred LADOT mix design. Please provide the specific mix design preferred by the government. The mix is not an LADOTD mix, it is supplied by an LADOTD certified plant. We can get the mix design but it is a 650 Flexural Strength mix design, Builder’s Supply provides, 222-5500.

26. The KO mentioned that the contractor should coordinate with the contractor who has the separate contract to crush concrete for the base.

Please clarify, and elaborate this statement: This is your option, this is not a contract requirement.

A) Is it the government's wish to remove concrete to this site for crushing? Is this part of the contract? It is not part of the contract, it is a suggestion in the manner that the contractor would not have to haul concrete debris off base which would expedite the construction process, and the concrete could be recycled. If the contractor prefers to haul the concrete off base, that is his option.

B) Is the crushed aggregate available for use on post as part of this separate contract? There is a stockpile of crushed concrete on base, however, it is another contractor’s stockpile, coordinate with them or the contractor can obtain their own base course material—to which will have to be tested.

27. Please provide underground utility drawings of our work area. Done

28. We observed that there were existing ground rod system in the work areas that will have to be demolished. Do we have to replace them? If we do, please provide design details such as how many, length, etc. so we all can bid the same. Yes they will be replaced, we will get you a design

29. Please provide a map / location of our laydown area or location we can set up crushing plant and or batch plant. Please also provide utilities available in this area.

There is electrical and water for the contractor’s use, exact taps are not shown but are there.
