About this file

This is a Performance Work Statement (PWS) for maintenance and sustainment services of the Giant Voice system at Offutt Air Force Base under the 55th Communications Squadron. The contract is for a non-personnel services engagement covering a one-year base period with two optional one-year extension periods, with performance scheduled Monday through Friday, 0730 to 1630, excluding Federal holidays and unscheduled Government closures.

The Giant Voice system consists of seven solar-powered poles, two control terminals, and associated accessories located across multiple Offutt AFB sites including Vandenberg, Lemay, Commissary, Building D, Command Post, Warhawk Event Center, and Base Lake. The Contractor must provide all personnel, equipment, supplies, transportation, tools, materials, and supervision for three primary tasks: (1) corrective maintenance and repairs with mandatory response times of two weeks for on-site dispatch following failed remote support attempts and two weeks for follow-up visits if initial repairs are unsuccessful, with exceptions only for documented manufacturer back-orders; (2) preventive maintenance inspections conducted semi-annually as separate service events, though complete inspections performed during corrective visits may satisfy one semi-annual requirement; and (3) software maintenance including all necessary updates to SiRcom SMART Alert Software with the Contractor responsible for licensing, installation, configuration, and testing. The Contractor must designate a Contract Manager and Alternate with full contracting authority, ensure all engineers and technicians are factory-certified, submit base access requests within five days of award, coordinate seven days in advance for restricted area access, and submit weekly progress reports detailing project status, deficiencies, and corrective actions. The Government retains unlimited data rights to all materials and software source code produced under the contract.
