About this file
This is a Questions and Answers document for solicitation FA460026Q0074, which addresses clarifications regarding a contract requirement for an Executive Assistant position to support the Office of the Staff Judge Advocate (55 WG/JA) at Offutt Air Force Base, Nebraska. The position is a new contract (no incumbent) requiring one full-time equivalent employee working 9 hours daily (0900-1700, Monday-Friday) with a paid one-hour meal period, totaling 2,080 billable hours annually. The contractor must provide recruiting, screening, qualifying, placing, managing, and retaining of qualified personnel. Key requirements include a minimum Secret-level security clearance and suitability determination for the proposed candidate, though the selected employee may begin work pending clearance adjudication with an NDA in place. The contractor is not required to possess Secret safeguarding capability at its facility; this requirement applies to personnel-level access only. The Government will sponsor the successful offeror for the required facility clearance and suitability investigation.
Offerors must submit pricing on page 3 of the SF Form 1449 using the specified CLIN structure without a separate pricing narrative, and must complete all fill-in provisions and clauses incorporated by full text in the solicitation. The technical proposal is limited to 10 pages (excluding cover page, cover letter, and table of contents) and must include a candidate resume (limited to two pages) and descriptions of how the position will be performed. Offerors may propose multiple candidates with different resumes if pricing remains identical. Service Contract Act wage determinations apply, with offerors responsible for selecting the appropriate occupation code based on the Performance Work Statement duties rather than receiving Government designation. Executive Order 13706 paid sick leave requirements and all applicable federal regulations apply. The amended quote submission deadline is 23 August 2026 at 11:00 AM CDT, with contract performance commencing 30 September 2026, allowing approximately one week for onboarding and security clearance processing before full billable performance begins.

a. No. This would be a new contract.
2) Do we need to submit a single file for both pricing and technical response or separate files?
a. The government doesn’t have a preference on how the pricing and technical are submitted, but you must ensure you are within the page limit and any other relative instructions dictated in the clause 52.212-1 Instructions to Offerors.
3) Are there any font requirements that should be followed for the response.
a. There is no font requirement dictated in the clause 52.212-1 Instructions to Offerors.
4) Do we need Letter of Commitment along with the resume?
a. There is no requirement to submit a Letter of Commitment.
5) The instructions mention: The plan shall also include all specifications of parts and equipment necessary for completion of the project.
Can the government please confirm what parts and equipment they are referring to?
a. These are only office supplies/government computer – the government will provide these.
6) The instructions mention: (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM).
If our Reps and Certs are complete and current on SAM, do we still need to complete the solicitation provisions/clauses?
a. All Offerors should complete the required fill-in provisions/clauses.
7) Can we provide our QCP as an appendix that is not part of 10 page limit?
a. No, the QCP counts as part of the 10 page limit
8) The instructions mention: The offeror must fill out the solicitation completely.
What do we need to submit for that?
a. You must fill out the solicitation in accordance with the instructions in 52.212-1
9) The DD254 specifies that a Secret Facility Clearance Level and Secret safeguarding capability are required. Is an active Secret Facility Clearance required at the time of quote submission or contract award?
a. In Accordance with DAF Part 40, a new DD Form 254 is required to be crafted, coordinated, certified, and distributed and shall be attached to the contract award. The minimum clearance level required for this contract is Secret as per Attachment 3 – DD254. This requirement is outlaid in PWS section 4.1.1 Suitability Determination. All contract employees requiring routine access to federally controlled facilities and/or information systems shall be required to undergo a suitability determination before a contractor badge and/or facility identification card is issued. Prior to the time that an identification card is issued, such employees shall be required to comply with normal facility access control procedures, including sign-in, temporary badging, and escorted entry, as applicable. The COR, or designee, shall provide the contractor with required forms for obtaining necessary clearances, base, and facility access to accomplish a suitability determination. This includes contract employees being required to complete a DD Form 1172-2, Application for Identification Card/DEERS Enrollment, prior to issuance of an identification credential. The contractor shall be required to ensure all forms are returned to the Government for processing no later than 30 calendar days following Government issuance
10) If Secret Facility Clearance Level and Secret safeguarding capability are not required at the time of quote submission or contract award, will the Government sponsor the successful offeror for the required Facility Clearance?
a. Yes (PWS statement above)
11) If the Government will sponsor the successful offeror for the required Facility Clearance, may unclassified contract performance begin while the clearance is being processed?
a. Yes
12) The DD254 states that a “Secret” clearance is required. If an offeror has a DOE Q clearance (equivalent to a Top-Secret), will the Government accept that as a qualified offeror?
a. UNK; Top-Secret yes but DOE Q UNK
13) It is noted that the solicitation incorporates a Service Contract Labor Standards (SCLS) wage determination. Will the Government provide the applicable Occupation Code and labor category title that offerors should use when developing their pricing proposals? Absent this information, offerors may map personnel to different wage determination classifications, resulting in inconsistent pricing assumptions and reducing the Government's ability to compare proposed prices on an equal basis.
a. The Government will not provide an Occupation Code or Labor Category Title, it is expected by the Offeror to provide staff to perform the services dictated in the PWS.
14) Are we correct to assume that this work is to be performed by one full-time equivalent (FTE) person?
a. Yes
15) To assist offerors in ensuring compliance with the Service Contract Act (SCA), could the Government please provide the number of years the incumbent employee has been performing these services under the current contract?
a. There is no previous or current contract
16) Could the Government please confirm that all offerors are required to comply with the applicable Service Contract Act wage determination requirements, including minimum wage and Health & Welfare benefits, in order for their proposals to be considered compliant?
a. All Offerors must comply with the applicable Service Contract Act Wage Determinations.
17) Since this is a non-personal services contract, can the Government remove the requirements to provide a resume?
a. No
18) Given the type of services solicited in this RFP, and to ensure a level competitive field, will the Government remove the safeguarding requirements?
a. If by safeguarding that means clearance requirements - no
19) Can the Government confirm that the administrative assistant does NOT require a clearance?
a. This position requires a clearance
20) Given that billable hours cannot begin until the employee's first day on-site, and full performance is limited until the background investigation/fingerprint check clears, what is the Government's estimated timeline for adjudicating the required suitability/security investigation for a newly proposed candidate?
a. PWS says possibly one week: Contractor personnel shall begin full physical performance at the location one week after job acceptance to perform work limited in scope until the required forms have been completed, accepted by the Government and forwarded to the office of primary responsibility AND the fingerprints have cleared the initial review OR full adjudication of the security investigation is complete. Billable hours shall not be initiated until the worker’s first day at the performance location. While the unit commander may allow contractor personnel temporary or interim access to the base and Government computer systems pending the outcome of the investigation, PWS requires the immediate removal of contractor personnel if the fingerprint check is returned with unfavorable findings and/or investigation results are unfavorable. In addition, the Government will immediately suspend contractor personnel’s computer access if the investigation is returned with an adjudication of “no determination made.” Contractor personnel receiving unfavorable National Agency Check shall not be utilized as the executive assistant.
21) Is there an incumbent contractor or Government/military member currently performing this Executive Assistant function at 55 WG/JA under a different contract vehicle or in-house? Can the Government confirm which SCA occupational code and title applies to the Executive Assistant position for purposes of pricing?
a. The Government will not provide an Occupation Code or Labor Category Title, it is expected by the Offeror to provide staff to perform the services dictated in the PWS.
23) Block 2 of the DD Form 254 lists a placeholder prime contract number, 'FA4600-26-P-XXXX' (a 'P'/Purchase Order designation), rather than referencing solicitation number FA460026Q0074. Please confirm this is a placeholder that will be updated with the actual awarded contract number, and clarify whether a Purchase Order ('P') or a Contract ('C') instrument is anticipated for this award.
a. The DD Form 254 will be updated upon award.

a. Funding is anticipated on or before 30 Sep 2026, and award will not be made until funding is available.

a. It will be tied to the person selected for hire.
27) The solicitation limits the technical plan to 10 pages. Please confirm whether a cover page, cover letter, and table of contents apply to the 10 page limit.
a. The Cover page, cover letter and table of contents do not apply to the 10 page limit.

a. Yes
29) The DD254 lists Secret Safeguarding required at the contractor’s facility. Please confirm whether the prime contractor must possess approved Secret safeguarding capability at its own facility at the time of quotation or award.
The contractor shall be required to ensure all forms are returned to the Government for processing no later than 30 calendar days following Government issuance

a. This will be a contract modification if the need arises, prior to the work commencing.
31) Please confirm the required daily duty hours, whether the employee’s meal period is paid or unpaid, and the number of productive hours offerors should use when developing the monthly firm-fixed price.
