About this file
This is a Question and Answers document for federal contract opportunity FA460026Q0067, issued by the Department of the Air Force, Headquarters 55th Wing (ACC) at Offutt Air Force Base, Nebraska. The solicitation addresses hotel room procurement for the 2026 Offutt AFB Air Show. The document clarifies the Contract Line Item Number (CLIN) structure, which breaks down room requirements by type and check-in/check-out dates, with quantities expressed as cumulative nights to allow vendors to quote nightly rates. Room types include "No Type Specified" (any non-smoking room) and "Double Queens" (non-smoking rooms with two queen beds).
Key contractual terms include: room reductions and cancellations must be made no later than seven days prior to check-in dates; no liability, insurance, or indemnification requirements apply; lodging is exempt from state and local taxes with Nebraska Department of Revenue Form 17 provided upon contractor request; hotels must be located within 15 miles of 601 Butler Boulevard, Offutt AFB, NE 68113 (with exactly 15.0 miles satisfying the requirement); option CLINs will only be exercised in accordance with FAR 52.217-9; proposals may be submitted directly from hotels meeting the Total Small Business Set Aside if they have active SAM.gov registration and meet the small business size standard for the specified NAICS code; and the government intends to award to a single purchase order to the maximum extent practicable, though contractors may utilize multiple hotels provided that crew groups are not split across different properties.

FA460026Q0067
2026 Offutt AFB Air Show – Hotel Rooms
CLIN Structure Explanation:
• CLINs are broken down by room type and check in/check out dates
• Each CLIN description contains the number of rooms needed for the specified dates, and type of room.
o “No Type Specified” – any non-smoking room will satisfy the requirement o “Double Queens” – non-smoking room shall have two queen beds
• The quantity and unit for each CLIN are for the cumulative amount of nights.
o This will allow the vendor to quote their nightly rate for each CLIN o Ex: CLIN 0001 – Five (5) rooms for 5 nights (8/5 – 8/10) each; 5x5 = 25 cumulative nights
Q&A
1. Is there a Government-required cancellation policy for this requirement? If so, please provide any applicable cancellation timelines, room reduction allowances, or cancellation penalties.
Any room reductions/cancellations will be made by the Offutt AFB Air Show Director no later than 7 days prior to the specified check-in dates.
2. Are there any specific liability, insurance, or indemnification requirements that apply to this solicitation?
No requirements are applicable at this time.
3. Will lodging provided under this contract be exempt from state and local lodging taxes?
If so, will the Government provide the necessary tax-exempt documentation?
Upon the request of the contractor, the government will provide Nebraska Department of
Revenue Form 17. Please ensure you notify hotels that this is for the Government.
4. We understand that hotels must be located within 15 miles of Offutt AFB, Nebraska.
Could you please provide the exact address or location that should be used when calculating compliance with the 15-mile requirement?

5. Since the Statement of Work indicates that quantities are subject to change based on organizer requirements, please confirm whether hotels should plan for flexibility related to room reductions, or only for additions beyond the identified option CLINs.
Rooms on option CLINs will only be needed if they are exercised in accordance 52.217-
9; the government will work diligently to notify the contractor if these options are exercised, or if there are any room reductions as soon as the need arises.
6. Will you accept proposals from hotels directly that can meet the Total Small Business Set
Aside?
The Government can receive proposals directly from hotels if they have an active registration in SAM.gov and meet the small business size standard for the specified
NAICS.
7. Can this award be awarded to multiple hotels under separate contracts if a split of the availability is needed?
The Government intends to keep this as a single purchase order to maximum extent practicable. In the event multiple hotels are under one actively registered SAM.gov entity, one purchase order will satisfy.
8. Would a hotel exactly 15.0 miles away from Offutt satisfy this requirement?
Exactly 15.0 miles from Offutt would still satisfy the requirement of being within 15 miles of Offutt.
9. Due to the large quantity of rooms requested, can contractors utilize more than one hotel?
Yes, but we would need to ensure that crews don’t get broken up across different hotels to the max extent possible. i.e some of our larger groups that have multiple rooms we would want them all at the same hotel
