COMBINED SYNOPSIS/SOLICITATION
FA460025Q0045
Active Vehicle Barriers
Offutt AFB, Nebraska
This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation will not be issued.
This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460025Q0045 shall be used to reference any written quote provided under this
RFQ.
This solicitation is for a competitive Small Business set-aside under NAICS 811210, Electronic and Precision Equipment Repair and Maintenance. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award.
DESCRIPTION OF REQUIREMENT
The Contractor shall provide all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items and services necessary to provide maintenance for vehicle barrier systems at Offutt Air Force Base. Work shall comply with all applicable commercial and United States (US) military standards/specifications as well as Federal, State, and local laws and regulations.
APPLICABLE LABOR LAWS
This solicitation is subject to the Service Contract Labor Standards (FAR 52.222-41).
SPECIAL INSTRUCTIONS
Offerors shall be required to return the attached solicitation, signed, and filled in appropriately, along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services, and FAR 52.212-2 Evaluation— Commercial Items Addendum and any additional fill-in provisions.
QUESTIONS DUE DATE AND SITE VISIT INFORMATION
All questions concerning this solicitation shall be sent by 14 May 2025 by 1:00 PM (1300) CDT. A question and answer will be available by 27 May 2025 at 1:00 PM (1300) CDT.
A site visit will be conducted on 8 May 2025 from 1:00-3:00 PM CST. Offerors interested in attending the site visit shall return a filled-out copy of Attachment 02 – Active Barrier Maintenance Site Visit Access List to 55th Contracting Office personnel via email no later than 5 May 2025 at 11:00 AM CST.

ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS
To assure timely and equitable evaluation of the quotation, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitations.
Offerors must be currently registered in the System for Award Management (https://sam.gov) and agree to remain registered while performing the services on Offutt AFB. The offerors response shall consist of:
1. Price Quotation
2. Technical Capability
3. Past Performance
4. Fill-In Clauses/Provisions
1. Price Quotation: The offeror is required to submit one electronic copy of the completed solicitation. The offeror must fill out the solicitation completely and submit a signed copy. In doing so, the offeror accepts the proposed contract terms and conditions as written in the solicitation, with attachments.
a. Offerors shall provide pricing for the entirety of each Line-Item.
b. Quotes must be valid for 60 calendar days after submission due date.
2. Technical Capability: Offerors are required to submit no more than 6 pages with the following:
a. Offerors shall submit a plan describing how they will meet the requirements outlined in the PWS.
b. The offeror shall demonstrate that they can provide all content within the PWS.
Additionally, the plan shall describe how the Vendor will conform to the requirements outlined within the PWS.
3. Past Performance: The offeror shall submit past performance citations for no more than five recent contracts they consider relevant that demonstrate the ability to perform the Active Vehicle Barrier Maintenance Services. Each citation shall be no more than three pages in length. A recent citation is an effort that is ongoing or was performed during the past five years from the date of issuance of the solicitation. A relevant citation is an effort that involves similar scope and magnitude that this solicitation requires.
4. Fill-In Clauses/Provisions: Offerors are required to complete all clauses/provisions that require fill-ins and submit them with their quotes.
Questions for solicitation are due on or before 14 May 2025 at 1:00 PM (1300) CDT. Answers to questions will be provided by 27 May 2025 at 1:00 PM (1300) CDT.
Quote Submissions: Quotes are due no later than 05 June 2025 at 1:00 PM (1300) CDT. Quotes will be submitted by email to ryan.brewster.3@us.af.mil and casey.hupton.1@us.af.mil. Offerors are responsible for verifying receipt of their quotes to this office before offer due date and time.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Price: The quotations will be ranked according to their total evaluated price (TEP) as identified by contract line-item total pricing. The Government will evaluate offers for award purposes by adding the total price for all CLINs for the required period of performance. CLINs XX04 will not be included in the TEP as this is a government work order CLIN.
The offeror's price quotation will be evaluated using one or more of the procedures and techniques defined in FAR 13.106-2 and FAR 13.106-3 in order to determine price reasonableness. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in FAR 13.106-3.
(2) Technical Capability: The Vendor shall submit a plan describing how they will meet the requirements outlined in the Performance Work Statement (PWS). The Vendor shall demonstrate that they can provide all content within the PWS.
Quotes will be evaluated to be technically acceptable or not technically acceptable based on the evaluation factors listed above.
(3) Past Performance: The lowest total evaluated priced, technically acceptable offeror’s past performance will be evaluated on an Acceptable/Unacceptable basis. In order for the Government to have a reasonable expectation that the offeror will successfully perform the required effort, the offeror must demonstrate that they have performed similar active vehicle barrier maintenance services either with the Government or other entities.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(d) Basis for Award. If the lowest total evaluated priced, technically acceptable offeror receives an “Acceptable” past performance rating, evaluation of that quote is complete, award will be made to that offeror, and the evaluation process will stop. If the lowest total evaluated priced, technically acceptable offeror receives an “Unacceptable” past performance rating, evaluation of that quote will stop. In that instance, the next lowest total evaluated priced offeror will be evaluated using the methodology above and the process will continue (in order by price) until a technically acceptable offeror is evaluated to have an acceptable past performance rating, or until all offerors are evaluated.
Clarifications conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for a quote revision. The Government intends to award a contract without discussions (while keeping with FAR Part 12 and 13).

Description/Specifications/Statement of Work
Requirements The Contractor shall provide all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items and services necessary to provide maintenance for vehicle barrier systems at Offutt Air Force Base. See the appendices below for specific gate/barrier system/ equipment information for this location.
Vehicle barrier systems include but are not limited to: support equipment such as actuators, control systems (including software), control wiring, circuitry, structural framework, lighting, spring assembly, hydraulic-related equipment, safety loops and other vehicle detection systems, switches, corresponding traffic lights, light duty drop arms, associated computerized systems, and control cabinets.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause-
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall-
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items-
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
(Contracting Officer: Insert applicable invoice and receiving report document type(s) for fixed price line items that require shipment of a deliverable.)
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
