About this file
This is a Questions and Answers document for solicitation FA460024Q0012 regarding the lease of washers and dryers for unaccompanied housing at Offutt Air Force Base, with responses dated December 18, 2024. The requirement includes leasing 66 heavy-duty top-load electric washers, 66 heavy-duty front-load electric dryers, and 5 stackable electric washer/dryer units. The machines must be standard commercial appliances (not coin-operated) and free to use.
The document clarifies that reconditioned machines are acceptable for replacements after initial installation, which requires new units. The buildings involved are 364, 365 (3 floors plus basement) and 369 (3 floors, no basement), with no elevators or loading docks available. Buildings 364/365 each have 18 dryers connected to header vents, while Building 369 has 30 individual vents. Dryer vents require cleaning every 6 months, with full duct system cleaning annually. The incumbent contract number is FA460019PA067. The attached photos show existing laundry room layouts, electrical outlet configurations (3-prong in buildings 364/365, 4-prong in 369), and vent setups.

SOLICITATION QUESTIONS AND ANSWERS
Unaccompanied Housing Washer and Dryer Lease
FA460024Q0012
18 December 2024
1) Referencing Section 1.3.5 of the PWS, will all washers and dryers furnished after the initial installation be required to meet the same “new and unused” criteria as those in the initial installation, or are reconditioned machines acceptable for replacements in subsequent years?
Answer: I don’t see a reason to require new/unused after the initial install, unless I’m missing something.
2) Is this an existing requirement? If so, please provide either the contract number or the total value of the previous contract.
Answer: Yes, FA460019PA067
3) Can the Government provide images of the dormitories and laundry rooms?
Answer: See attached photos.
4) Are the dormitories equipped with an elevator or only stairs?
Answer: Only stairs.
5) Does each dormitory have 3 or 4 levels?
Answer: 3 above-ground floors and a basement for 364 and 365. 3 floors, no basement in 369.
6) Will there be a loading dock at the dormitories?
Answer: There is no loading dock.
7) Are the washer/dryers needed supposed to be coined-operated, or just standard commercial appliances?
Answer: Standard commercial appliances.
8) Are there specific brands, models, or technical specifications preferred for the washers, dryers, and stackable units?
Answer: Our PWS covers technical requirements. We have no brand/model preferences as long as the devices meet all criteria. If there are tech specs not mentioned in the PWS that the contractors want to know about, please ask them to specify.
9) Are there any restrictions or requirements related to vehicle emblems, parking areas, or contractor access routes beyond what is outlined?
Answer: No.
10) Could you clarify the process for submitting accident or damage reports and the expected format for these reports?
Answer: Not sure for this one. Best guess would be that the contractor should notify dorm personnel, send report to COR (me), and I upload to SPM?
11) Will any amendments to the solicitation or PWS be issued before the proposal due date?
Answer: All amendments have been posted on SAM.gov.
12) Will the Government provide a staging location for equipment?
Answer: I need to know the requirements for a staging location. We have room in parking lots and empty space surrounding the buildings, but I don’t know if the contractor will require specific amenities/ground surface material.
13) Will we be allowed to use the recycling center for the cardboard boxes?
Answer: I would guess not.
14) Do the currently-installed dryers have 3-prong dryer cords or 4-prong dryer cords?
Answer: 4-prong in Bldg 369, 3-prong in buildings 364/365. See attached photos.
15) Shall vent cleaning be performed weekly, monthly, quarterly, bi-annually, or annually?
Answer: Directly from the PWS: For the purposes of this contract the starting point of the exhaust vent system is at the dry lint screen and the finish is where the vent terminates at the exterior opening of the building. The Contractor will inspect and maintain all dryer vents, hoses and equipment including vacuuming to remove all lint build up inside the dryer cabinet every six
(6) months. The Contractor shall remove and clean the dryer exhaust vents at a minimum once every six (6) months or when buildup of lint is present. Remove any accumulated lint from thermostat and from blower to maintain proper airflow to avoid overheating. The Contractor will inspect and vacuum all of the dryer exhaust duct vent system from interior dryer wall attachment opening to the exterior duct vent opening of each building at a minimum of once a year (12 months). If the contractor notices buildup of lint at the connection point of the vent exhaust and the wall after he/she has cleaned out the exhaust vent, the contractor shall notify the COR to report the buildup condition.
16) How many vents are required to be cleaned?
Answer: Building 369 has one vent per suite, a total of 30, all leading to the exterior of the building individually.
In buildings 364 and 365, there is a single identical laundry facility on each floor with 6 dryers (total of 18 dryers per building); those 36 dryers each have a vent connected to a header. The header then connects to the exterior wall. The expectation would be to clean from dryer to exterior in all cases.
17) Are the vents running directly from the back of each dryer to the outside?
Answer: Not a direct shot. In 369, dryers are against an interior wall, so duct comes up and over the suite in a 90-degree angle to reach the exterior wall. In 364-365 they are near the exterior wall but there are still some 90-degree angles to get to the header, which then leads outside.
18) How long is the venting from the back of each dryer to the connection behind the dryer?
Answer: For 364-365, 20-30 feet of duct to exterior wall. For 369, no more than 40 feet from dryer to exterior wall.
19) Can the Government provide more detail of what is required with the weekly, monthly, quarterly, bi-annual, and annual preventative maintenance?
Answer: Maintenance requirements are also outlined in the PWS.
20) Will the machines be coin based? If so, who will be pulling the coin and keeping the coin?
Answer: No, the machines should be free to use.
21) Will the machines have a set vend price if card payment is accepted?
Answer: The machines should be free to use.
