Demo B404 Questions from 15 April Site Visit
1. Will independent 3rd party clearance inspection be required to verify remediation of hazardous substances such as asbestos on the roof? Hazardous material survey has been included with these responses. Bidders shall comply with all state laws, project drawings and specifications.
2. The retaining wall between B404 and B451 presents some interesting challenges. Will the government consider removal of the top 5-6’ of this wall and leaving the lower portion in place as a finished product or does the government wish to remove the wall in its entirety? The wall shall be demolished in its entirety. How this is accomplished shall be dictated by means and methods as determined by the contractor.
3. If the government wishes for complete removal of the retaining wall will sheet piling be allowed to be utilized to stabilize B451 during removal of the wall and backfill of the basement area? These sheet piles would be removed after completion of the backfill operation. This is acceptable.
4. Will testing for cadmium or chromium will be required, It is referenced in the lead abatement specification. Hazardous material survey has been included with these responses. Bidders shall comply with all state laws, project drawings and specifications.
5. Will clearance wipe samples be required following lead abatement as this is a demo, although again this is referenced in the specifications. Bidders shall comply with all state laws, project drawings and specifications.
6. Will CIH be needed on-site for the full duration of abatement activities? The specification references the PCP performing daily air monitoring. Bidders shall comply with all state laws, project drawings and specifications.
7. Will a lead TCLP sample of the building will be needed? Bidders shall comply with all state laws, project drawings and specifications.
8. Pertaining to specs below - Is it the intent of the government to test at this frequency?
No frequency is too great.
9. Pertaining to specs below - Will the government consider a lower testing frequency for this operation? Yes, 1 test per lift.
3.16.2 In-Place Densities: 3.16.2 and 3.16.3 contradict. Just need 1 test per lift using
ASTM D6938.
a. One test per 100 square feet, or fraction thereof, of each lift of fill or backfill areas compacted by other than hand-operated machines.
b. One test per 150 square feet, or fraction thereof, of each lift of fill or backfill areas compacted by hand-operated machines.
3.16.3 Check Tests on In-Place Densities:
If ASTM D6938 is used, check in-place densities by ASTM D1556/D1556M as follows:
a. One check test per lift for each 1,000 square feet, or fraction thereof, of each lift of fill or backfill compacted by other than hand-operated machines.
b. One check test per lift for each 1,000 square feet, of fill or backfill areas compacted by hand-operated machines.
Spec section 31 00 00 para 3.16.4 states:
3.16.4 Moisture Contents Remove
In the stockpile, excavation, or borrow areas, perform a minimum of two tests per day per type of material or source of material being placed during stable weather conditions. During unstable weather, perform tests as dictated by local conditions and approved by the Contracting Officer.
Spec section 31 00 00 para 3.16.5 states: 1 lab test per material or when change in material is detected on site.
3.16.5 Optimum Moisture and Laboratory Maximum Density
Perform tests for each type material or source of material including borrow material to determine the optimum moisture and laboratory maximum density values. One representative test per 100 cubic yards of fill and backfill, or when any change in material occurs which may affect the optimum moisture content or laboratory maximum density.
-Contractor recommends the following testing matrix:
3.16.2 - Density Testing one test for each 2,000 sft.
3.16.3 Check Tests on In-Place Densities - One check test per lift for each 10,000 sq ft
3.16.4 Moisture Contents – Forgo this requirement as moisture testing will be done in situ multiple times per day.
3.16.5 Optimum Moisture and Laboratory Maximum Density – Two initial proctors, additional proctors performed if material changes. These tests take 3 days to perform and would be hugely detrimental to production.
