This document contains questions and answers related to Solicitation FA460024Q0013 for Offutt AFB, NE, Multi-Enclave Premise Wiring and Network Equipment Installation. The solicitation is for a 100% Small Business Set-Aside project under NAICS Code 238210 to provide services and parts per the attached Performance Work Statement. Key details include:

The government will provide an updated solicitation timeline, as the original schedule had a short turnaround. This is a new contract, replacing a previous award under contract FA460023P0084. A site visit was conducted, and any questions from that visit are included. The scope involves removing all existing communications lines and installing new fiber optic cabling, Ethernet drops, and network equipment such as switches. The contractor will be responsible for proper labeling, cable management, and coordination with Offutt's infrastructure. There are approximately 240 total drops required, supporting NIPR, SIPR, and JWICS networks. The government will not provide a budget or cost estimate, but will supply a parts list. Work is to be completed within 90 days of the start date, with regular business hours of 7 AM to 4:30 PM Monday through Friday.

Quesons and answers on solicitaon FA460024Q0013, Offut AFB, NE, Mul-Enclave Premise Wiring and Network Equipment Installaon

1. Will the government consider an extension with the short turnaround from Q&A responses by 4/16/2024 and due date of proposal responses of 4/19/2024?

a. Yes, the solicitaon melines have been updated. See SAM.GOV for updated informaon.

2. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

a. Previous award for this service is contract number FA460023P0084.

3. Will there be a sit visit?

a. Yes, a site visit was performed on April 9, 2024. Any quesons and answers that occurred during that site visit are also reflected below.

4. The SOW is vague on what needs replaced. Can we do a walkout so we can look at what needs to be done so we can accurately bid it?

a. See Q2.

5. Is there a cost esmate, budget or ballpark figure for the project listed?

a. The government does not share budget informaon.

6. Is there an actual start date for the project?

a. The government is requesng work begin within one week of security clearances being granted, and the work will not connue past 90 days aer the start date.

7. Is there a page limit for the technical response?

a. No, there is not a page limit for the technical response.

8. Per Paragraph 2.2.1.13 Install OS2 single mode and/or OM4 mul-mode fiber cables as applicable at the locaons indicated in sketches. Q-The sketches do not indicate what type of fiber is required at each locaon. Can the Gov please idenfy.

a. Single Mode fiber will be used the uplink for the switches. Mul-mode OM4 fiber will run from the switch to the end user wall outlet.

9. How many strands can the fiber cabling be?

a. Duplex fiber is preferred. For the unclassified NIPR Drops, there only has to be one fiber ran to the desk if there is also an unclass phone. All other devices on other networks will need individual drops.

10. Will the single mode fiber back bone need to be installed?

A. No there is a patch panel in the space with access to the SM fiber back bone for switch uplink.

11. Site condion: What things will be working around during installaon?

A. You will have an alarm system and other CE systems to be worked around.

12. How many drops per locaon?

a. Drops are per device listed on provided mapping.

13. What is the phone drop protocol?

a. Individual drops will be provided for each separate device.

14. Where will the cable runs be located?

a. The plans shop will be providing a rough cable path diagram. New external penetraons are not authorized. Any internal wall penetraons must be coord’d with 55 CYS.

15. Per paragraph 2.2.1.17 End user Wall Outlets (WO) shall have cable installed for each network:

NIPRNet, SIPRNet, and JWICS. Refer to atachment 1 for Building Layout.

Q-Is this the case for each printer shown on the sketches as well?

a. Yes, each printer is networked.

b. Printers will need their own drops.

16. Per Paragraph 2.2.1.14 Fiber Opc Distribuon Panels shall be compable with Offut’s exisng fiber opc distribuon panels. Q-What Brand and model of fiber patch panels are currently being ulized so the contractor can match?

a. We typically use Leviton Fiber Enclosures: htps://leviton.com/products/network-soluons/fiber-systems/fiber-enclosures/2000i-sdx-enclosures#sortCriteria=%40aem_breadcrumb_ranking%20ascending&aq=%40aem_con tainer_ids%3D0fe16ed8-b302-40cd-b376-4a6a9f86110e

17. On Map 2 of the supplied documents there are several black triangles on the floor plan. Do these triangles represent new WO locaons?

a. No they do not. Wall outlets are expected to be at each desk or within range of 3m patch cables.

18. The maps sent out show mulple rooms, but the SOW directs us to unit 3G5 only. We looked for a 3G5 room on the markups and we couldn't find it anywhere. Is this a typo on the print “or” the SOW?

a. This is a typo. The SOW will be updated to read “3G hallway”.

19. Are we only working on items in unit 3G5 “or” are we replacing everything on the maps that was provided?

a. You will be installing Comm into all the 3G hallway associated rooms. The networks being installed are for the whole facility, not just 3G5. All exisng cable needs to be removed prior to replacement with new cables.

20. Will the exisng AV cables and cable tv cables be removed?

A. See secon 2.2.1.1 of the PWS

21. Do you have a count of how many items need to be replaced and which locaons?

a. The complete drop count is 240. The drops will be with in 3m to the end user device to enable the use of a 3m patch able.

22. Do you have another map / markup with which color fiber needs to be installed at which locaon with an exact name of each locaon for our final as-builts?

a. Each “black or green” colored piece of equipment will require green fiber to be ran for that desktop. All “red” colored equipment will need red fiber installed. All “yellow or orange” colored equipment will require yellow fiber.

23. If color coding colors are unavailable, what is the protocol?

a. See secon 2.2.1.18 through 2.2.1.20 in the PWS

24. Is there a specific labelling system we are needing on each cabling/fiber?

a. Yes. Per the NSA/CSS cable installaon guide:

PATCH CABLE LABELING

All patch cables shall have identifying labels within 6 in. of each end. Labels shall include logical equipment number (len), switch name (to include: classification, switch number, blade and part number), user room number, transport room number, type of connection, and premise wire drop number(i.e. 101056G, U182AC 2/18, S1CS13, S1CS03, VOiP and 1000A).

All labels shall be black text on white background; text shall be printed and not handwritten.

b. For ISP: Telecommunications Rm #, Rack #, Patch Panel designation, Port #. Example- If you have a cable at your desk that goes back to the telecommunications room in rm 103, then terminates on rack #2, on port 12 of the third patch panel from the top it would be labeled 103.2.C.12. Then we would identify the rm it goes to on the patch panel side.

25. The SOW menons adding in new switches. Is there enough room on the exisng rack (if applicable)?

a. Yes. All exisng racks should be empty already. If not, the equipment inside needs to be disposed of or repurposed elsewhere.

Pre-terminated cables are acceptable. All connectors shall be LC.

Terminaon shelves shall be rack or wall mounted. Rack mounted fiber shelves shall be a high density configuraon (i.e. LGX or HDX type). Wall mount fiber terminaon enclosures shall be used for all wall mount installaons.

All fiber terminaon shelves shall be installed in a top-down configuraon and count from top le to botom right, including SM spares.

At staon locaons, secure link boxes (i.e. CII) shall have single gang face plates or LGX panels and two device deep mud boxes (i.e. GW235) shall have double gang face plates. Face plates (single and double gang) shall be color coded according to classificaon: Light Gray for Top Secret, Beige for Secret and Black for Unclassified.
