Questions and Answers #2 from

Solicitation Number FA460021R0007

Question 1: Would you consider quotes from Small Business under NAICS code 541519?

Government Response: The NAICS code is 518210 and the small business size standard is

$35,000,000 for this acquisition as indicated on page 1 of 4 in the combo synopsis/solicitation.

Question 2: Would awardee (be) opening a new AWS account for the customer under this contract? Or does customer already have AWS account that will be transferred from current incumbent to new awardee?

Government Response: New account. We would like the ability to use multiple accounts managed by AWS organizations (modeled after AWS Well Architected Framework) as we transition from the current contract to this IDIQ. Once funds are depleted on the current contract, we would like to bring the existing account into this contract alongside any newly established accounts.

Question 3: If customer already has AWS account please advise the average monthly consumption over last 3 months. Also, what % of EC2 instances are reserved v/s on-demand?

Government Response: $7,384.28 – Consumption has a high probability of being event driven based on numerous national security considerations from severe weather events to geopolitical.

Additionally, we are just coming out of the initial setup phase and we have multiple projects slated to be on-boarded that will increase our compute requirements/drive costs. At present

100% of all instances are on-demand with some being spot instances. Much of our architecture is designed to auto-scale. As the architecture stabilizes, we may purchase some reserved instances for core infrastructure.

Question 4: Is there a minimum or maximum spend limit under this contract?

Government Response: Reference page 3 of 58 of the combo synopsis/solicitation. The minimum contract value issued against this contract shall not be less than $25,000.00 and shall be awarded upon execution of this contract by means of a delivery order. The maximum contract value for the entire Cloud IDIQ, inclusive of all delivery orders shall not exceed

$7,000,000.00.

Question 5: The RFQ says Small Disabled Business (SDB), please clarify, (we are small minority owned)

Government Response: The type of set-aside was updated to a “Small Disadvantaged Business

(SDB)” in RFP Amendment 0001. In order to be considered for award, a company must meet the definition of a Small Business (see FAR 52.219-28 that references 13 CFR Part 121) and also must meet the requirements to be considered a small disadvantaged business (SDB) concern as defined in 13 CFR 124.1001 since this is a SDB set-aside.

Question 6: Would a GWAC vehicle be used for this acquisition (NASA SEWP, NIH CIO-CS, and ARMY ITES-SW2.)?

Government Response: This acquisition will result in the award of an IDIQ contract which was determined to be the best vehicle to meet the customer’s requirements.

Please provide on-prem configuration and hosting specifications for all the applications marked for cloud migration. (This sentence led into the following questions 7 through 17.)

Question 7: Infrastructure: Please share the number of host servers with compute and storage configurations.

Question 8: Software: Please provide list of open-source software frameworks, custom applications and their technology dependencies, proprietary licensed software, and their annual license cost.

Question 9: Software: Should third party license cost be included in the proposal?

Question 10: Application dependency mapping: Please provide an application dependency mapping document for all migration candidate applications (on-cloud) for dependencies between themselves as well as between migration candidate and non-migration (on-prem) applications.

This will help us understand the infrastructure required to support the interface between on-prem and cloud environments.

Question 11: Data storage: Please provide disk space requirements for daily, monthly, and annual hot and cold data storage respectively.

Question 12: Data storage: Please provide data archive and long-term back up requirements in terms of storage size and time (months/years).

Question 13: Load conditions: Please share the number of concurrent users to be supported by the web interface, a total number of users by each application and estimated annual percentage change in user base.

Question 14: Third-party APIs: Interface requirements to connect with any third-party APIs outside AWS.

Question 15: User onboarding and support: The number of users to be on-boarded in the AWS environment is sixteen (16). Please confirm.

Question 16: AWS root account: There will be only one root account and sixteen user accounts for each of the sixteen users. Please confirm.

Question 17: Will a separate proposal be solicitated for professional services or should we quote the total price (Cloud Services + Professional/ custom implementation/ support services) for the project?

Government Response to Questions 7 through 17: The Government is not migrating from an on-prem data center into the cloud with this contract. This contract is a commodity-based, cloud credits contract, not a services contract. The Government will provision/manage the cloud environment(s) with organic resources and the contractor will have no access to the account(s) or the environment(s) provisioned within it. The contractor will serve as the Payor for any accounts provisioned under this contract and usage costs will be deducted from credits acquired through this contract.

Per SOO paragraph 3.1: The Contractor shall provide the Government root credentials (or equivalent) to any and all CSP accounts. The Contractor will provide the Government, a Two-

Factor Authentication (2FA) hardware token for each root account or equivalent. The Contractor shall be responsible to maintain the payor account for all accounts provisioned with the CSP. At the conclusion of the IDIQ, the Government shall maintain all rights to the accounts and credentials as provided.

In an upcoming Amendment 0002, the following verbiage will be added to the ‘Description’ sections on page 1 of 4 and page 4 of 58 of the combo synopsis/solicitation to clarify the

Government’s requirement. “This contract is a commodity-based, cloud credits contract, not a services contract. The Government will provision/manage the cloud environment(s) with organic resources and the contractor will have no access to the account(s) or the environment(s) provisioned within it. The contractor will serve as the Payor for any accounts provisioned under this contract and usage costs will be deducted from credits acquired through this contract.”
